Starvation Cycle
• Vicious cycle of total and increasing dependency on donors by Non-Profits
• Donors – generally underestimate the resources needed to develop robust organizations
• Non-profits generally under represent the level of financial needs to meet donor requirements
• Result into a starvation cycle – a rat race

• Staff are knowledgeable and have expertise in program functions
• Activities are consistent with the mission, vision and values
• Learning organization that manages information and knowledge well
• Established methods, procedures and indicators to monitor and evaluate program progress
• Program planning guided by data and research
Financial
• Established methods, procedures and controls to manage finances and financial data
• Established systems for handling procurement and other payments
• Mix of funding sources• Staff that can develop and manage budgets• Ability to generate new resources
Environmental
• Laws and regulations that define, encourage and protect NGOs
