OVERVIEW
This report is for Transport and Drainage activities for the month of October 2017. Significant items in
this period include:
• A successful meeting of the Transport & Drainage Advisory Board was held on 6 November 2017
with several Business Cases being endorsed.
• The Transport & Drainage 3 Year Forward Capital Program was presented to Council during the
month.
• Work on the Unsealed Road Network continues to be a priority with eight grader crews working across the region, undertaking routine maintenance, gravel re-sheeting and TC Debbie NDRRA Restoration Works.
• The Works for Queensland Round 1 program has been fully complete with all Transport & Drainage projects delivered by the 30 November due date
• Head Vassallo Road Bridge rehabilitation/strengthening works has been rescheduled too early in the new year due to delays in receipt of materials and the impacts of the recent rain.
• Arrangements have been finalised for a 30-man Civil Crew to work through the Christmas/New Year Close-Down period to undertake essential maintenance activities including sweeping and cleaning of the business districts and vegetation control in the open drainage system, and to respond to Customer requests.
• Review of the 2017/2018 Civil Programs’ Emergency Event Plan is close to being finalised and preparedness sessions have been arranged for early December together with our Emergency Management Coordinator and SES Controller.

FINANCE
2.1. Operational Financial Report - 1 July 2017 - 30 November 2017
The Transport & Drainage operational budget is tracking below the YTD budget for the first five months of
the financial year due to the additional workloads associated with NDRRA and Works for Queensland
(W4Q). The W4Q expenditure funding has now been ceased as at the end of November. The budget is
currently showing an over run as the NDRRA revenue has not been received as yet to match the
expenditure to date.

MAINTENANCE ACTIVITIES
3.1 Road and Drainage Maintenance Activities
The following chart details maintenance activities completed during the period as recorded in DeltaS, our
electronic Maintenance Management System (MMS).
3.2 Unsealed Road Maintenance Activities
Eight grader crews continued work on the Unsealed Road Network during November. Resource needs are
subject to ongoing review to deliver the maintenance works, NDRRA Restoration Works and Gravel
Replenishment Works within budget constraints and in desired timelines.
Intermittent rain has impacted on the delivery of unsealed road maintenance in some areas. Maintenance
crews are working hard to align the maintenance program of works with NDRRA approved works. High
priority is continuing to be allocated to roads meeting intervention or nearing intervention.

3.3 Open Drainage Maintenance
Open drain maintenance responsibilities, both routine and special maintenace activities are predominately
on schedule in readiness for the upcoming wet season. However, the recent wet weather has delayed
progress in some open drains.
16 ha of drainage mowing was completed during the reporting period.
3.4 Cyclone Debbie – REPA Repairs
NDRRA Category B
Detailed geotechnical assessments and proposed restoration works for landslips on Mt Blackwood Access
Road, Chelmans Road & Dalrymple Road are currently being prepared. Once finalised the last submission
under Category B will be forwarded to QRA for assessment and approval.
The grading and gravelling of the Unsealed Road Network is continuing. These works are being
undertaken in conjunction with Works for Queensland and normal maintenance works. Drainage repairs
have been undertaken on Tara Creek Road. Two crews which are working north of Mackay have completed
works on Kuttabul-Mt Jukes Road and are undertaking repairs to a floodway on Ruggeris Road.
One submission, mainly for restoration works on sealed roads, is still being assessed by QRA. Additional
information has been provided to QRA in response to a number of queries.
The tender for Sichter Street has been called and closes in December 2017. The detailed design for the
other major restoration project (Clews Road, Mount Charlton) has commenced. This design process will
involve obtaining a waterway barrier permit from the Department of Agriculture & Fisheries.
NDRRA Category D
Detailed design on the three proposed betterment projects (Graham Road & Sievers Road in Oakenden
and Hinton Road, Koumala) has commenced and is being undertaken by three separate engineering
consultants. The designs will be completed in December 2017.
The Environmental Recovery Package Application for coastal works for Restoration of beaches to pre TC
Debbie conditions ($6.2M), Restoration & Betterment of Vehicular Beach Accesses and St Helens Beach
Groynes ($1.5M) and Betterment Beach Nourishment at Lamberts Beach and Midge Point ($1.9M), is
currently being assessed by QRA with assistance from DEHP. Approval has been received for works on
Lamberts Beach, Cape Hillsborough Beach and Armstrong Beach totalling $1.0M. A joint inspection, with
QRA & DEHP, of all beaches included in the Application is proposed for 28 & 29 November 2017. This
inspection will assist with the assessment and approval of works.
Under the separate funding of $400k for preliminary restoration works, sand reprofiling has been completed
at Lamberts Beach and the repairs to the swimming enclosures at Halliday Bay and McEwens Beach have
also been completed. Works at Midge Point and Cape Hillsborough have commenced and will be
completed in early December 2017.

3.5 Bridge Management
Rehabilitation/strengthening works on the Head-Vassallo Road Bridge had been scheduled for completion
prior to the Christmas break, however, the project has been re-scheduled due to the impacts of the recent
wet weather, extending the cane haulage operations and due to delays in delivery of some materials. This
$95,000 rehabilitation/strengthening project is now scheduled to commence early in the new year as the
wet season permits. Rehabilitation works on Bell Creek Bridge on Munbura Road are scheduled to follow
and be undertaken in the current financial year, again within the impacts of the upcoming wet season.
