ENGINEERING STANDING ORDER NO 6
Sub : Streamlining the procedure for preparation of indents of Track-Machine
Spares and Accountal of Track Machine expenditure proportionately
against sanctioned detailed estimates
In order to streamline the processing of indents of track machine spares and
accountal of track machine expenditure proportionately to all the sanctioned works, the
following instructions are issued in super session of any earlier instructions on the
subject.
1. Preparation of indents by various satellite depots for the track machine spares and
vetting by the respective associate finance is dispensed with.
2. The indents of track machine spares will now be prepared centrally by
Dy CE/TMILinesIBZA
and
Dy CE/CPOH IRYP
and sent to headquarters for
procurement duly vetted by Sr.DFMlBZA.
3. The spares based on the purchase orders issued at Headquarters will be received
by the consignees i.e., Dy CE/TM ILinesIBZA ZTMD/RYP CPOHlRYPc lld
the payment will be arranged through Sr.DFMlBZA duly charging the
expenditure to Demand No. 7E.
4. The spares will be issued to the various track machines working at satellite depots
depending on the necessity by D y CE/TMILines/BZA

5 D y C E/TM ILinesIB ZA will initiate Adjustment Memos AMs) based on which
debits will be raised against the respective divisions for the machines working in
the divisions based on the per kilometer cost for the work done regarding ballast
cleaning and track laying etc.
6. Similarly, Dy CE/C P O H IRYPS will initiate AMs against other Railways/units for
whom the POH of track machines is done including the cost of spares used .

7. The satellite depots will process the indents for the HSD Oil and other
miscellaneous small stock items required regularly by the satellite depots as per
the existing procedure.
8. Keeping the above in view, budget requirements under Demand No. 7 E) should
be projected by respective Divisions which will be made available by CE/TM.
9. The divisions will accept the debits and book the expenditure against the
provision of such works like deep screening of track and laying and maintenance
of track etc. in the sanctioned detailed estimate chargeable to Demand No. 16
under Planhead Track Renewals and estimates chargeable to Revenue .

10. All the divisions should accept the AMs raised by the Dy.CE/TMILines/BZA
immediately in the same month. Similarly, it should also be ensured that the AMs
raised on other Railways/units by Dy.CE/CPOHIRYP are to be accepted without
any delay.

11. In respect of organizations like KRCL
&
RVNL, the realization of adjustments
for the work done should be in the form ofDD.
This issues with the approval of PCE and concurr~ence of FA
CAO vide letter
