Energy Union "with citizens at its core, where citizens take ownership of the energy transition, benefit from new technologies to reduce their bills, [and] participate actively in the market"
Key obstacles at present:
• Lack of info on costs & consumption
• Limited transparency in offers
• Low incentives for consumer action → poor competition
• Increasing network charges, taxes and levies
• Impediments to self-generation/self-consumption
• Underdeveloped energy services and demand response

EE6-2016 Engaging private consumers towards sustainable energy Specific challenge:
Consumers should be more aware, active, energy sufficient, as well as being prosumers. Specifically:
• In view of rising energy prices, 50 million Europeans are affected by energy poverty;
• Awareness on collective consumer action is hampered by barriers;
• Insufficient use of ICT solutions;
• Insufficient understanding of energy bills;
• Need to increase understanding of consumer behaviour in relation to energy efficient products.
Type of Action: CSA (100%)
EE6-2016 Engaging private consumers towards sustainable energy Scope:
The proposed action should cover one or more of the following:
• Empower and facilitate actions for consumers to become prosumers, or to form collective consumer groups/consumer cooperatives;
• Support vulnerable consumers in tackling fuel poverty in their everyday life, without compromising comfort levels. This should also aim at achieving structural changes of national policies;
• Facilitate deployment of existing ICT-based solutions for energy efficiency with a focus on action.

The proposed action should cover one or more of the following:
• Facilitate consumer understanding of energy bills, leading to actions allowing for a reduction in energy consumption;
• Improve consumer understanding and route purchase decisions towards higher efficiency products;
• Distilling policy lessons from the market to review existing, and produce better, legislation.

The proposed action should:
• Develop tailored and innovative engagement actions;
• Focus on clearly defined target groups of private consumers;
• Demonstrate an understanding of different types of behaviour and consider different types of approaches to address them – using current theory;
• Address the risk of "rebound effects", where relevant;
• All relevant stakeholders should be involved;
• Preferably cover wide geographic area.

• Primary energy savings triggered by the project within its duration (in GWh/year per million Euro of EU funding);
• Number of people changing their behaviour and taking informed decisions;

EE6-2016 Engaging private consumers towards sustainable energy Projects under Grant Agreement preparation (H2020 call 2015):
• Design and deliver digital tools (e.g QR codes) to compliment the EU Energy Label and aims to positively influence buying choices
• Make REScoops in Europe go beyond their activities of producing and supplying RES energy and take up energy savings for their members as a new pillar in their organisation
• Reduce energy consumption of consumers at their workplace by developing innovative mentoring schemes for start-up entrepreneurs, and capacity building actions targeted at young SMEs
• Nudging households in Brussels, Berlin and Naples towards more EE behaviour by providing them with smart plugs and a smartphone app, as well as tailored advice.

Lessons learnt:
• Do not replicate previous action - build on them!
• Consider European added value of proposed action
• Market segmentation: divide bigger target group into subgroups of consumers and implement specific actions to target them
• Relevant stakeholders necessary for the successful implementation of the action should be involved (in particular consumer associations)
• Impact is crucial: to be supported by clear calculations, robust assumptions and baselines (taking into account relevant data) – clear link to the proposed activities!

Objective: will actively guide consumers through all the stages leading to the purchase of domestic renewable and low-carbon energy technologies. The main needs of a home, including heating/cooling, electricity and domestic hot water, will be addressed through consumer-centric approach and actions that will lead to the purchase of renewable energy technologies such as: - solar photovoltaic, - solar thermal, - heat pumps for domestic hot water - Heat pumps for heating and cooling - wood pellet stoves (for space heating).
