• Enforcement responsibility
• Each Region is responsible for the public enforcement tasks within their Region.
• Integrated enforcement approach (kilometer charge & road vignette)
• Enforcement stakeholders
• SSP: availability and performance of operational enforcement equipment
• SSP: installation and transport of flexible roadside equipment
• SSP: documentation of violations
• REA (Regional enforcement authority): mobile enforcement teams

Legal Framework for the Enforcement Concept
Three Levels of Enforcement:
1. Violation detection
2. Voluntary Settlement (toll + “transactional sum”)
3. Administrative sanction
For each level, the three regional legislators have to define and approve:
• Regional decree
• Executing decrees
Entities involved and responsible in enforcement:
• SSP
• REA’s (Regional Enforcement Agency or service of each of the 3 Regions)
• RASA’s (public officers of each of the 3 Regions)

SRSEV (Stationary Road Side Equipment Video) - Function
• fixed installed equipment to enforce road vignette
• video equipment with ANPR
• IR-flash for night use
• Fixed power connection and fixed or wireless communication
• Recognition of license plates of all vehicles and compare with the data base to verify whether the vehicle has been registered or has a violation entry (kilometre charge)

Of all vehicles detected by DSRC using enforcement equipment, at least 99% shall have been detected by the equipment's other functions
Of all vehicles detected by DSRC using enforcement equipment, at least 80% shall be correctly classified as a vehicle liable for the kilometre charge
Of all vehicles detected by DSRC using enforcement equipment, at least 95-98% shall be correctly identified by ANPR
Of all vehicles identified by ANPR using enforcement equipment, the journey of which is recorded in the BO (through direct communication from the OBU), at least 99.99% shall be correctly identified through the DRSC link
