Utilities should analyze storage as an option for all transmission, distribution & generation upgrades.

When analyzing storage, utilities should consider the full value of all services provided, including environmental, power quality, grid resiliency, & the ability to better integrate renewables.

Storage should be eligible for performance incentives based on speed & accuracy & should be valued for both charging & discharging.

Distribution-interconnected resources allowed to provide market services where applicable.

Storage providing wholesale services charging at wholesale energy rates.
