Mission: EIA collects, analyzes, and disseminates independent and impartial energy information to promote sound policymaking, efficient markets, and public understanding regarding energy and its interaction with the economy and the environment
EIA is the Nation’s premier source of energy information and, by law, its data, analyses, and forecasts are independent of approval by any other officer or employee of the United States Government
Thomas Williams, COPAFSJune 7, 2013
EIA has a responsibility to provide data and analysis to help stakeholders understand the rapidly changing energy sector:
• Domestic oil and gas production and transportation infrastructure build out
• Globalization of refined products and commodity markets
• Increasing efficiency of vehicles and buildings• Shifting electricity supply sources

Energy Analysis and ForecastingProduce reports and analysis interpreting energy data
Short-Term Energy Outlook (monthly)
• Forecasts U.S. supplies, demands, imports, stocks, and prices of energy with a horizon of 12 to 24 months
Annual Energy Outlook• Presents 25- to 30-year projection and
analysis of U.S. energy supply, demand, and prices
International Energy Outlook• Assesses international crude, liquid fuel, and
natural gas markets
Ad Hoc Reporting and Analysis• Reports for Congress and key stakeholders
(e.g. fossil fuel production on federal and Indian lands)
Long-term natural gas projections

FY 2013 impacts from sequestration
Sequestration reduced EIA’s operating budget by $5.5M, but careful planning in late-2012 and a conservative operational approach in the first half of FY 2013 minimized impacts:
• Onboard employees experienced no furloughs
• 10 federal position hires were delayed
• Two contracts (31contractor positions) were deferred
– Several analytic activities were put on hold
– Upgrades to EIA’s weekly oil and natural gas inventory reports were deferred

$17.5 million increase over the FY 2013 appropriations would enable the following activities:
• Complete the 2012 Commercial Buildings Energy Consumption Survey (CBECS) and launch the 2014 Residential Energy Consumption Survey (RECS)
• Implement National Academy of Sciences recommendations to improve the processes for RECS and CBECS
• Continue modernizing and streamlining data collection processes, including upgrades to the market-moving weekly inventory reports
• Expand energy modeling and analysis capabilities, with an emphasis on international energy markets
• Enhance the energy and financial markets initiative
• Improve customer access to EIA information through www.eia.gov
