    Promoting energye ciency in transportTransport plays an essential role in the social andeconomic li e o every European. It also accountsor about 20% o Europes primary energyconsumption.

    About 98% o the energy used by the transportsector comes rom ossil uels 1, which makes it a

    major source o greenhouse gas emissions and airpollution. This state o a airs also contributes to

    the European Unions (EU) dependency on energyimports.

    While e cient and reliable transport is vitalto Europes competitiveness and quality o li e,

    increasing demand has generated signi cantnegative impacts on the economy and environment.In addition, transport is the astest growing sector

    in terms o energy use: orecasts estimate anincrease in demand o 50% or reight transport

    and 35% or passenger transport by 2020. 2 The EU isdetermined to do something about this situation.

    By 2020, the EU is committed to achieving at leasta 20% reduction in greenhouse gas emissions across

    the entire economy, compared to 1990 levels. It alsoaims to reduce general energy consumption by 20%compared to projections and increase the marketshare o renewables to 20%.

    Transport has its part to play in meeting these goals.

    According to the European Commissions ActionPlan or Energy E ciency, the transport sectorhas the potential to cut its energy use by about

    26%. To achieve this, Europe cannot simply rely ondeveloping green technologies and improvementsin in rastructure. Shi ting to greener modes otransport and so t measures such as transport

    demand management schemes, awareness-raising,and education and training can play a signi cantrole, as underlined in the Commissions Green Paperor Urban Transport 3.

    Europes mobility culture and travel habits have tochange and embrace more sustainable transportchoices. Making people aware o the environmental

    and social impacts o unsustainable travel choicesand educating consumers in order to create a largermarket or tried and tested energy-e cient vehiclesis the key to success or any sustainable mobility

    policy.

    STEERs main objective is to make transport energyuse more sustainable by stimulating demand oralternative uels and clean and energy-e cientvehicles. It also aims to promote the use o the least-

    polluting transport modes, a more rational use ocars and integrated urban development policies thatsupport sustainable transport.

    Since 2004, STEER has co- unded 34 mobility

    projects, which are delivering tangible results. Morethan 100 cities have received help to promote modal

    shi t towards zero-emission transport. Analysis and

    assessment o barriers that prevent people romleaving their cars at home, urban planning, public

    events and campaigns have all been harnessed topromote a new culture o sa e walking and cycling.

    Private and public companies, industrial clusters andschools all over Europe have reduced their impact on

    urban congestion and their emissions by implementingmobility plans, including measures to promote a shi trom car use to more sustainable transport modes oreveryday home-workplace journeys.

    About 200 companies have been encouraged tooptimise their vehicle feets and operations. Energyconsumption has been reduced 515% thanks

    to measures implemented under STEER. This hasincreased the companies competitiveness both in

    terms o reducing costs and through the cultivationo a greener image.

    Energy-e cient driving (eco-driving) has reachedmore than 2.5 million motorists in Europe thanks to

    STEER projects. And, people o all ages have been madeaware o the value o good-quality public transport,car sharing and bike sharing as alternatives or theirdaily trips via tailored in ormation campaigns and

    direct marketing initiatives supported by STEER.

    High-quality training material has been developedand disseminated to energy and transportpro essionals, providing them with tools to acesustainable mobility challenges at local and regional

    level.

    Finally, a key element o all STEER projects is their abilityto orge collaboration between di erent stakeholdersincluding local authorities, energy agencies, mobility

    bodies, businesses, public transport operators, NGOsand, o course, private citizens.

    Energy Agencies Training On MobilityIn Union Member Statese-AtomiumDuration: 1/20056/2007

    ObjectivesThe project aimed to increase the knowledge and competence o energy agencies, energy advice centresand local authority energy pro essionals in the eld o sustainable energy use or transport.

    e-Atomium started by analysing its target groups know-how, experiences and needs be ore developingtraining and educational material in relation to energy saving and transport in our areas: awareness-raising; transport demand management; mobility management; and alternative uels.

    Four training sessions were held in six countries: Belgium, Ireland, France, Italy, the Netherlands and the

    United Kingdom, plus a special session in Bulgaria.

    Results> Two hundred and thirty-three people took part in the projects training sessions.> The training was tailored to the needs and culture o the di erent countries. Project

    partners were responsible or organising the training modules with local trainers.> Training materials have been made available on the project website. Detailed in ormation

    and speci c sub-topics were provided in the training sessions.> The training materials developed by e-Atomium have been used by the di erent

    organisations and partners in the project countries without any extra adaptation,which shows the contents are trans erable. A set o re erence materials and PowerPointpresentations support the training modules.

    ObjectivesTreatise started li e by developing training manuals about cleaner uels and vehicles, eco-driving andmobility management issues. Complementary web-based training tools soon ollowed, which includedan eco-driving simulator, a feet management application, and a CO 2 calculator to help people choselow-carbon transport options.

    Treatise has completed, initiated or planned almost 100 local transport projects around Europe, includinga plant oil uel trial in Austria, an eco-driving campaign in France with 500 feet drivers, and an initiativeto assess the viability o using natural gas vehicles in Athens, Greece.

    Results> Sixty-three workshops were held in eight countries, which trained 1 772 people.> Production o three re erence manuals in eight languages, along with three electronic

    training tools.> The Treatise website received almost 400 000 hits during the projects li etime.> Forty-one local projects are underway or have been completed and 50 more are planned.> CO2 savings o 95 ktonnes were achieved during the project, and a urther saving

    o 1 011 ktonnes was orecast.

    European Campaign On improvingDRIVing behaviour, ENergy e ciencyand tra c sa ety

    ObjectivesThe project initiated a year-long campaign to promote the virtues o eco-driving, which was aimedat people who drive cars, vans, lorries and buses. Covering nine European countries, the campaignsought to help motorists learn to drive in a sa e and more energy-e cient manner, thereby minimisingemissions outputs.

    To deliver the campaign the project consortium teamed up with national and local stakeholders,including car dealers, uel companies, touring clubs, driving schools, municipalities and hauliers.

    Results> At least 2.5 million drivers were encouraged to embrace eco-driving methods.> The campaign will help to cut about 0.5 million tonnes o CO 2 and signi cant amounts

    o other emissions rom road transport until 2010.> More than 130 national and local stakeholders rom the public and private sectors have

    given their support to the campaign including a number o NGOs.> The project has managed to secure the involvement o a number o important umbrella

    organisations such as Ford Europe, BP, the International Automobile Federation (FIA),the German Road Sa ety Council, the European Automobile Manu acturers Association,

    GE Fleet Services and TNT.

    Advancing Sustainable Transportin Urban areas To promote Energye ciency

    AstuteDuration: 2/20061/2009

    ObjectivesAstutes aim was to overcome organisational barriers that prevent greater use o walking and cycling inEuropes towns and cities.

    The project team worked with the public and private sectors to devise mobility management techniques,which included travel awareness campaigns and workplace travel plans. The work was carried out in sixEuropean cities: Dublin (IE), Granada (ES), Siracusa (IT), Budapest (HU), Graz (AT), and London (UK).

    Astute drew up a list o barriers that prevent people rom switching to sustainable modes o transport.It also analysed a range o best practices that have been designed to overcome such barriers and so getmore people walking and cycling in Europes urban centres.

    Results> Astute produced a tool kit or local authorities that will help them implement concrete

    measures to increase walking and cycling. The tool kit was developed as a DVD, available in10 languages.

    > The project can point to a 10% increase in levels o walking and cycling across partnercities.

    > One hundred businesses across partner cities will harness work-based travel plans to urther

    improve rates o walking and cycling.> Astute improved coordination between organisations that are responsible or walking and

    cycling at regional and local level.> The project increased public acceptability o walking and cycling.

    Further implementationand improvement o cycling auditsin EU cities and regions, training

    o certi ed auditors and continuousexchange o knowledge on cyclingpolicy by setting up a BYPAD-plat ormBYPAD-plat ormDuration: 1/20069/2008

    ObjectivesBy carrying out audits in a number o European cities and regions, this project aimed to improve cyclingpolicies and thereby increase cycle use and sa ety. BYPAD sought to improve existing auditing methodsand trained a number o quali ed auditors. It also devised a quality label or cities and regions that aimsto improve the uptake o cycling through good policymaking.

    The projects auditing methods are fexible and can be used in small towns as well as in large metropolitandistricts, counties and provinces. BYPAD developed a good practice database and ran seminars toencourage exchange o knowledge between Europes towns and regions.

    Results> BYPADs Total Quality Management in cycling policy is widely recognised as an e cient way

    to improve local and regional cycling policies.> The project developed an international network o BYPAD auditors in cities and regions

    across Europe.> BYPAD has encouraged the exchange o experiences on cycling policy between at least 80

    EU cities and 35 EU regions.> It has trained at least 10 new auditors in countries that are new to the BYPAD network,

    which include Greece, Spain and the new EU Member States.> Project activities have led to an increase in cycling and a reduction in private car use.

    ObjectivesSpicycles goal was to provide a number o European cities with the tools and know-how that wouldhelp them increase cycle use and thus improve local peoples quality o li e. The objective was to showthat it is possible to increase cyclings modal share in cities that have di erent geography, climate andcultural conditions.

    The project produced an integrated set o measures to achieve its aims, such as in ormation andawareness campaigns and providing parking spaces and racks or bikes. The project team also broughttogether stakeholders in a bid to improve coordination o cycling policies and activities.

    Results> The project prepared a transport study and bike-sharing test in Rome. Spicycles also

    provided the city with new bike racks and published a cycling network map.> The bike-sharing test scheme was extended to Gothenburg, (SE), and a similar pilot was

    tested in Ploiesti, (RO).> Promotional activities included organising Bike Week in Barcelona and explaining the

    merits o cycling during mobility week in Ploiesti.> Spicycles produced dra t guidelines on bicycle route network planning and parking in

    Berlin, along with a study on bike-user pro les in Bucharest. Other surveys examined theviability o cycling highways and a cycle centre in Gothenburg.

    > Project work led to doubling o bicycle parking spaces in Barcelona rom 7 000 to 14 000.

    Objectivese-TREAMs objective was to integrate the training modules o three other STEER projects Competence,e-Atomium and Treatise into an e-learning plat orm. The overarching goal was to reduce energyconsumption while promoting the use o alternative uels and sustainable transport.

    The projects partner energy agencies used the online acility to improve their skills and knowledgein relation to mobility issues. The agencies involved each implemented a new mobility service. Theseincluded developing school mobility plans, training car sales personnel in Sweden, and setting up anadvice centre in Germany to provide in ormation on energy e ciency to the shipping sector.

    Results> The e-learning plat orm developed nine modules in 10 languages, which can be used in

    The project addressed institutional barriers to change and sought to provide the likes o urban planningpro essionals with the skills to tackle sustainable transport issues.

    Results> The project held training the trainer events, city coaching sessions and local workshops to

    provide project participants with the in ormation and skills they need to deal e ectivelywith sustainable transport.

    Short-term Actions to ReorganiseTransport o GoodsSTARTDuration: 2/20061/2009

    ObjectivesEvery day, cities around Europe need replenishing with a plethora o goods, which are usually broughtto shops and o ces by the van and lorry load. The START project aimed to develop a set o measuresthat could be deployed to make the transportation o goods more energy e cient and reduce outputso harm ul emissions.

    START tested di erent measures in ve project cities: Bristol in the United Kingdom; Gothenburg,Sweden; Ljubljana, Slovenia; Ravenna in Italy; and Riga, the capital o Latvia. Actions included the useo access restrictions and the creation o reight consolidation centres, which are designed to reduce thenumber o journeys into town and cities.

    Results> Local reight networks have been established in the partner cities thanks to close

    collaboration between municipal authorities, transport companies and local businesses.> The project has developed regulations or both new and expanded restricted areas in its

    partner cities. In addition, it has implemented a programme o incentives designed toreduce reight tra c.

    Concrete results include:

    > Implementation o a consolidation centre in the Lindholmen area o Gothenburg, leading

    to a 51% reduction in CO 2 emissions.> Development o the Bristol consolidation scheme, now serving 72 retailers, which hasresulted in a 78% reduction in vehicle movements among the participating companies.

    > Providing support, technical guidance and training tools to our feets in Bristol: more than40 drivers have been trained in eco-driving, resulting in 813% uel e ciency savings.

    > Through an articulated package o incentives, the number o CNG vehicles in Ravenna hasincreased by 3 925.

    > Improvement o urban reight distribution through consolidation o deliveries. The pilotproject in Ravenna reduced the number o trips by 4%.

    > START dissemination actions reached around 150 cities and 4 000 organisations/companies.1 400 participants took part in a range o public events.

    Sustainable tourism and recreationas an opportunity to promotealternative mobility

    ObjectivesLeisure journeys generate more tra c than work or the school run. However, mobility management orthe tourism and recreation sector is a relatively new concept. Streams objective was to change all thatby running sustainable transport demonstration projects in seven countries: Belgium, Bulgaria, Italy,Lithuania, Austria, Poland and Portugal.

    The project aimed to promote sustainable mobility or journeys to, and stays in, tourist areas, and ndways to use recreation to promote greener mobility solutions in everyday li e. Stream tested a rangeo mobility initiatives including intermodal travel solutions that encouraged people to use bikes incombination with public transport.

    Results> Awareness-raising and promoting responsibility among key decision-makers such as tourism

    development agencies, local government bodies, recreational site mangers and holidaycompanies.

    ObjectivesInteraction aimed to reduce energy consumption, CO 2 emissions and costs throughout the reighttransport supply chain. The project was established by energy agencies and consultants in six countries:Bulgaria, Czech Republic, Germany, Greece, the Netherlands and Finland.

    The project identi ed and carried out energy reducing measures with companies that work in the reightsupply chain, particularly shippers. Measures tested included reducing the requency o deliveries,standardising loading units, introducing cleaner vehicles and the use o eco-driving techniques. Theobjective o this work was to identi y best practices that can be used by the European reight transportsector.

    Results> One hundred companies linked to 21 industrial associations participated in the project.> The potential exists to reduce CO 2 emissions by between 20 000 to 40 000 tonnes a year i

    participating companies implement project measures. A potential reduction in energy useo between 613% has also been identi ed or each company, which in turn could cut theirlogistics costs by 35%. Savings o about 3 million could be generated rom within theInteraction project.

    > Best practices that could lead to a reduction in energy use or reight transport have beenput on a database, which can be used by other organisations in the supply chain. Thedatabase will be updated on a regular basis even though the project has nished.

    > The structure developed by Interaction should make it possible to maintain a strong sectoralapproach to energy saving.

    > Project partners have identi ed a change in attitude in supply chain actors towards energye ciency issues, thanks to the cost reductions that can be achieved.

This project aims to deploy marketingand in ormation and awareness-raising campaigns to add value to a range o urban transport initiativesthat have been designed to increase walking, cycling and the use o public transport such as park andride schemes, tram networks and pedestrian zones.

    The project runs in 11 European cities and regions, and seeks to enhance use o in rastructure that isalready in place or that will be up and running during the projects li etime.

    ResultsThe project is ongoing, though it does aim to:

    > Raise awareness o the energy-saving potential that can be gained rom the use ostraight orward marketing techniques.

    > Establish new standards or mobility management related to sustainable transportin rastructure.

    > Provide easy access to know-how and build strong links between three disciplines: energye ciency, transport planning and land use planning.

    ObjectivesPro.Motion aims to help people in residential areas residential areas to cut back on the energy they useor transport. The objective is to tackle car dependency by changing peoples perceptions and travelbehaviour, and by motivating them to embrace an energy-saving li estyle.

    Project pilots will take place in 12 countries, involving local residents and other stakeholders such asconstruction and property management companies, developers and local authorities. Together, they willtry to improve conditions that will make it possible or residents to consume less energy. The pilots willtake place across a range o urban environments, rom small neighbourhoods to complete city districts.

    In each pilot city, all citizens will be invited to ll in a questionnaire about their travel habits. AdPersonam will then select 1 000 people in each city to take part in its direct marketing programme.Thanks to the use o a travel planner, participants will receive tailor-made proposals or the use o publictransport or their home to workplace journeys. The project team will analyse the results to evaluate theimpact o its campaign.

    ResultsThe project has some time to run but seeks the ollowing outcomes:

    > A change in the travel behaviour o at least 50% o the target group, shi ting them awayrom cars to buses or their home to work journeys.

    > An increase in residents knowledge o public transport availability in the pilot cities and tobreak down peoples prejudices against using sustainable travel options.

    > About 3 000 daily uses o public transport travel planners in each pilot city one year a terthe direct marketing programme has been implemented.

    ObjectivesLocal Travel Planning Networks (LTPNs) aim to provide communities with a package o measures thatpromote cleaner, greener transport choices while reducing reliance on the car. When run properly, thesenetworks can deliver energy savings in transport and reduce local tra c congestion.

    The Travel Plan Plus project seeks to develop policy recommendations on how best to set up LTPNs. Todo this, the project will set up our LTPNs in representative locations in the EU and monitor and evaluatehow they work. Project partners hail rom Spain, Hungary, the Netherlands, Sweden and the UnitedKingdom.

    ResultsThe project has some time to run but aims to:

    ObjectivesThe proportion o the EUs population aged 50 and over is expected to increase rom 35% to 49%between 2005 and 2050. Walking and public transport used to be popular with older people, butcurrently there appears to be a strong and growing shi t toward greater car use.     Aeneas will address these issues in a bid to encourage older people to use more energy-e cient modeso transport. The project aims to use in ormation and awareness campaigns and provide mobilitytraining and guided tours. These measures will target speci c groups such as car drivers who are nearingretirement age and public transport users aged 80+.

    ResultsThe project has some time to run but aims to:

    > Achieve an increase in the use o walking, cycling, public transport and car sharing amongolder people, while raising awareness about the challenges that an ageing society presentto urban mobility at local and European level.

    Energy-e cient transportGreen mobility on the moveThis brochure presents 34 projects supported by the Intelligent Energy Europe programme (IEE).The projects are designed to provide Europe with greener transport choices by improving transportenergy e ciency. The objective is to encourage a shi t away rom energy-intensive modes by tacklingnon-technological barriers to the use o cleaner transport and alternative uels (both or people andthe movement o goods). The projects promote greener mobility solutions which help people andorganisations to rationalise the number o trips they make while encouraging intermodality, greater useo public transport, cycling and walking.

    The IEE programme promotes sustainable transport solutions in order to create a more energy-intelligentEurope. This series o reports provides examples o projects unded by the programme in key areas.
