Purpose
n On November 6, 2007, the Los Angeles County Board of Supervisors approved an Energy Efficiency Project Services Master Agreement (EEPMA) to enable the Internal Services Department (ISD) to qualify vendors to compete for various categories of energy support services, on an as-needed basis.
n Through the Request for Statements of Qualifications (RFSQ) process, ISD qualifies Vendors to compete in the various contracting opportunities throughout the term of the Master Agreement.
n The current Master Agreement expires on October 30, 2015.

Work Order Process
When the County identifies a need for an Energy Efficiency Project (EEP), a Work Order solicitation is released to Contractors that have been pre-qualified in the various EEPMA categories.
Vendors must be pre-qualified in one or more of the EEP Categories listed in Master Agreement to bid. The categories are readily available on the County’s website.

EEPMA Process
n Once a Vendor is qualified, an EEPMA will be executed between
the County and the Vendor. n The qualified Vendor will become a County Contractor and receive
notifications of competitive bid opportunities under their prequalified EEPMA categories.
n Work Order solicitations include a Statement of Work which will provide the scope of the services required.
Note: The execution of an EEPMA does not guarantee a
Contractor any minimum amount of work.
