Energy Conservation Projects for Non-government Organisations

(Not Applicable to Energy-cum-Carbon Audit Projects & Energy Efficiency Projects

under the Buildings Energy Efficiency Funding Schemes)

Purpose

This paper seeks Members’ consideration for 115 funding applications received under the Energy Conservation Projects for Non-Government Organisations (NGOs) Scheme.

Background

2. The Government is committed to promoting a low carbon economy based on low energy consumption and low pollution, and working closely with the international community in tackling the challenge of climate change. As part of the measures drawn up to pursue this goal, the three-year Energy Conservation Projects for NGOs Scheme was introduced in October 2009. The Energy Conservation Projects Vetting Subcommittee (ECPVSC) has been established under the Environment and Conservation Fund (ECF) Committee to consider funding applications under the Scheme.

3. The ECPVSC is authorized to approve funding for energy conservation projects for eligible NGOs up to $2 million. For funding applications exceeding $2 million, the recommendations of the ECPVSC have to be endorsed by the ECF Committee. Since the Scheme was launched in October 2009, up to 31 December 2012, a total of 786 applications were received. Out of these, 115 funding applications require Members’ consideration at this meeting.
