Extraction and Translation from the Circular released by Energy Commission of Malaysia on 17 Aug 2011 Energy Commission Circular No. 3/2011 On the Declaration of Lightning Protection System Installation for Buildings PURPOSE The purpose of this circular is to inform all parties involved in enforcing the use of Malaysian Standard for the design, installation and maintenance of lightning protection system for buildings. BACKGROUND 2. Follow up from the recent lightning incidents on buildings, there is a misconception among the industry players on the use of effective lightning protection system. Generally, the method used for lightning protection system installation is according to the consultant involved in the project, which sometimes contradicts the recognized standard. 3. In this regard, Malaysian Standard Department has developed a standard on lightning protection system namely the MS IEC 62305- Protection against Lightning, which covered the parts as follows, as standard for installation and utilization of lightning protection system. MS IEC 62305-1: 2007 – General principles MS IEC 62305-2: 2007 – Risk management MS IEC 62305-3: 2007 – Physical damage to structures and life hazard MS IEC 62305-4: 2007 – Electrical and electronic systems within structures ENFORCEMENT 4. Sec. 47, Electricity Supply Act 1990 (Act 447) on the precaution on atmospheric electricity allocates “Any Federal Government departments or State departments or any other users which take or use electricity from any installation must, if requested by the Commission, allocate any step for avoiding any risks of failure to the installation through atmospheric electricity as instructed by the Commission or as imposed through the regulations under this act.” 5. According to this allocation under Sec. 47, Electricity Supply Act1990 (Act 447), Energy Commission hereby imposes that the design, installation and maintenance of lightning protection device on buildings must be done according to the lightning protection system endorsed by Malaysian Standard MS IEC 62305 – Protection Against Lightning. USAGE This circular is applicable and valid to all installations of lightning protection systems for buildings effectively on the enforced date of this circular. ENFORCEMENT DATE 1 September 2011.
