Neutralization of Melanj

• Melanj is a highly toxic substance that was widely used by the Soviet

Forces as a liquid propellant oxidiser for small and medium range missiles

• Consists of nitric acid, in the form of Inhibited Red Fuming Nitric Acid

(IRFNA)

• Highly reactive liquid stored in steel or aluminium tanks which are corroding

and leaking, posing a major risk to public health and the environment

• Total 2,500 tones of Melanj was neutralized

• Projects successfully completed in:

• Moldova: Dec 2001-Dec 2002

• Azerbaijan: Jul 2006-Jun 2008

• Uzbekistan: Nov 2009-Oct 2010

• NATO Science for Peace and Security (SPS) project

• SPS Committee approved the project on 16 October 2014

• NSPA is Executing Agent

• Estimated duration: 2 years

• Objective:

• To provide a low-cost solution for the identification and remediation of

contaminated land with anthrax agent (bacillus anthracis) in Moldova

• Project includes:

• Training of the personnel

• Providing mobile biological laboratory

• Pilot area:

• Sampling

• Mapping the contaminated locations

• Remediation of the contaminated land

• Public awareness campaign
