From any given chair in the conference room of his corporate security command center, Eric Levine can see the world — or, at least the parts of the world that matter most to him.

Within the walls of his state-of-the-art Corporate Situational Awareness and Response Center, or CSARC, Levine has a window into each of his com-pany’s locations, as well as instant access to incidents and events happening around the world that could potentially impact business operations.

For Levine, vice president and director of corporate security for WellPoint Inc., one of the nation’s largest health benefits company, having access to such situational awareness was the focus of a recent security upgrade project. The multi-year, multi-phase project so far has resulted in the design and construction of CSARC as well as the beginnings of an access control modernization and standardization project for WellPoint regional offices in North America and around the globe.

Multi-Location ChallengesAmassed though a series of mergers and acquisitions

spread across 10 years and 14 states, WellPoint’s network of approximately 120 locations are very different in size, type and business function. By nature of acquisition, the facilities also featured a diverse mix of access control platforms, several types of employee credentials and a mix of legacy surveillance equipment. The acquisitions also included eight regional command centers across the country — originally designed to handle small networks of locations in one or more states.

Levine and his team evaluated WellPoint’s security infrastructure and overall exposure to risk with a com-prehensive risk assessment. After identifying the overall risks to the enterprise from the traditional security side, Levine and his team determined that they needed to move WellPoint’s corporate security operations toward a more intelligence-based, proactive approach. “We needed to be able to bring all of our disparate information that we had

out in the field and be able to distill and analyze it from a central location,” Levine says. “CSARC is the heart of our operations and enables us to make decisions swiftly and intelligently.”

Security Overhaul Ensures Situational AwarenessFrom his corporate headquarters location in

Indianapolis, Levine enlisted the help of Indianapolis-based Koorsen Security Technology, a member of Security-Net, a national network of systems integrators. The first order of business was to perform a cost-benefit analysis of consolidating the smaller, regional command centers into a central location. At the same time, Levine’s

team created WellPoint’s first set of security standards for the company, and an execution plan to standardize all regional locations on the Honeywell ProWatch security management system — which meant re-badging the com-pany’s approximately 37,000 associates.

Armed with data demonstrating the three-year ROI of consolidating the command centers, Koorsen design-ers worked with Levine and his team to design of the 3,200-square-foot CSARC command center, which would feature a massive, 10x6-foot LCD video wall from Christie Digital and situational readiness software from NC4.

From the central monitoring console, three full-time oper-

ators are able to view on the video wall camera feeds from the company’s remote locations and active alarm monitoring functions from the access control system — all cross-referenced with a large situational map that Koorsen integrated with the NC4 software. Several LCD screens also broadcast news from CNN, other global news channels and live global weather monitoring.

Inside the Command CenterThe video wall is the heart of the command center,

and it features two unique components conceived and designed by Koorsen Security and another Security-Net member, Operational Security Systems (OSS) of Atlanta.

First, thanks to a cooperative effort between the integra-tors and engineers at Christie Digital, the video wall has no gaps between the individual screens. “It was crucial for WellPoint operators to have this level of sophisticated integration viewed on a very large, crystal clear display to easily be able to distill and analyze all the information pour-ing into the CSARC,” says Skip Sampson, vice president of Koorsen Security.

OSS engineers were then able to write a software inter-face to enable the NC4 mapping and situational readiness software and access control system to integrate seam-lessly for true command-and-control functionality in the CSARC. In the event of an incident occurring within a set distance from a WellPoint facility, the integration with NC4 enables video and access control data from that particular facility to quickly pop up on the video wall.

“The uniqueness of our system is Koorsen and Security-Net’s integration of NC4’s technology into the system, the

cameras, and ProWatch to release doors from a central location,” Levine says. “Now, we know how far an inci-dent may be from one of our locations, and no matter if it is 30 miles from us or across the country — we can take action from the CSARC.”

While each regional location has the ability for local alarm and surveillance monitoring onsite, CSARC opera-tors will take over in the event of an alarm not addressed within a certain time period.

This allows CSARC operators to be aware of system events and act as a central communications hub for WellPoint security without being overwhelmed by the volume of alarms during the transition from legacy to the

updated access control systems.CSARC operators are not limited to their seat at the

central console for command and control. OSS engineers also enabled control of the integrated system via iPad, so WellPoint security officials can remotely access the sys-tem from home during off hours or while traveling.

Under the guidance of Melissa Serban, CSARC opera-tions manager, operators in the command center can also track traveling WellPoint executives and employees, ensuring their whereabouts and safety in the event of a global incident. CSARC staff has also been success-ful in warding off potential incidents around WellPoint facilities, such as planned demonstrations, because of the intelligence capabilities and industry connections of Serban and her staff.

The watchful eye of CSARC has also benefitted enti-ties outside of WellPoint, and helped law enforcement communities local to WellPoint solve some major crimes, including a recent homicide and a bank robbery.

Progressing to Total IntegrationTo date, nearly 28 sites have been converted by

Koorsen to the ProWatch system, and to Honeywell’s LobbyWorks visitor management system, another part of the standardization process.

More than 300 cameras are online and being fed into the CSARC, with several large locations currently under-way. All sites are also being connected via an enterprise-wide IP intercom system for direct communication to the command center.

Greg Wurm, WellPoint director of domestic security operations, is serving as the project manager and over-seeing Security-Net members in several other states as the upgrade projects are completed. In all, 12 Security-Net members are engaged in security upgrades on WellPoint regional locations.

As WellPoint continues to standardize and modernize its multiple locations, Security-Net technical expertise and geographic coverage was a crucial element to sat-isfying WellPoint’s need for instant access and analysis of crucial information. With CSARC as the hub, WellPoint is well on its way to deriving the benefits of a totally inte-grated, standardized solution. ❚

The first annual SD&I Fast50 best practices and ranking for security dealers and systems integration companies taught us something about the security indusrty. After our rankings were released and those companies rec-ognized at ISC West, we all learned that the recession

The responses should give integrators a sense of where they are doing well and where they need to improve; and fellow security executives can gain some insight on best practices and what to look for in an integrator partner. “Integrator sub-perfor-mance is a direct result

of poor communication from either party. Each entity has ownership in the project and needs to communicate expectations clearly.

“My biggest challenge is ensur-ing the integrator keeps the big

picture in mind. Sometimes there’s a tendency to get ‘in the weeds’ when a

30,000-ft. view is needed.

“Develop a common language be-tween all those involved so that everyone understands what each other is saying. Not everyone involved in the IT process has the same educational level, skillset or comprehension.”

“Communicate a lot and often. You should never hear

the words: ‘I thought you knew.’”

“When you don’t use a systems integrator, installa-tions take longer, cost more and create unnecessary turbulences in relationships. More often than not, the choice to use a true system integrator is usually after a failed project — not ideal.”

“Having offices across the nation and coordinating with different employees within the same integrator company cre-ates an opportunity for a large variation in customer satisfaction.”

“You must have frequent, robust measurement of work, such as Key Performance Indicators, Quarterly Reviews and Business Metrics Dashboards.”

“Set up an action plan at the onset of a project that includes key milestones and timelines.”

“As a customer, too often we become myopically

SIA and the Integrator Community: Delivering Results

Under the guidance of Security Industry Association (SIA) Chairman Jay Hauhn and the SIA Board of Directors, we have worked to create a “bottom-line” focused culture within our association. We are no

longer developing products and services based on what we think will provide value for our members; we are basing prod-ucts and services on feedback from outreach to our members, who have told us what they want from their SIA membership.

We are also listening closely to independent integrators. Through the SIA Membership Committee, led by its chairman Scott Schafer, SIA is working to increase the benefits offered to independent integrators in a way that complements and sup-ports the excellent programming offered by PSA. What will help them today? What could disrupt their businesses tomor-row? What will help them deliver strong results now?

SIA is proud of our partnership with PSA, honored by PSA’s membership in SIA, and committed to working even more closely with this leading organization and its members — some of the most innovative integrators in the industry.

Bill Bozeman has been named to receive the George R. Lippert Memorial Award, which recognizes outstanding con-tributions to SIA and the security industry, at the SIA Security Week® Gala on October 30, 2012. Bill is an exceptional leader within our industry. Among his strongest attributes is his gen-uine interest in working collaboratively with SIA to help grow our industry and facilitate new opportunities for businesses to succeed. Mr. Bozeman was chosen to receive the Lippert award by a unanimous vote of former winners.

Also at this year’s Security Week® Gala, the InterPort Police will recognize the Fred V. Morrone 9/11 Memorial Award honoree, and Cygnus Security Media is partnering with SIA and ISC Events to present the Security Innovation Awards. PSA members can register to attend the Gala at the SIA mem-ber rate of $225 per person or $2,000 for a table of 10.

Here are some ways that SIA is addressing the needs of system integrators and other important participants in the security industry:

SIA Government Relations will soon release a new SIA member benefit, its inaugural Budget and Appropriations Update, which provides valuable budget information, analyzes appropriations trends and allocations, and offers insight into federal funding decisions — helping SIA members and inde-pendent integrators to more closely “follow the money.” This complements SIA’s State Policy Digest, a quarterly review of state legislative proposals, activities and trends impacting the electronic and physical security industry.

SIA Standards subcommittees are working on application guidebooks that incorporate best practices and standards for system design.  The Digital Video Subcommittee plans to release the Video Quality Handbook this fall, and the Video

Perimeter Security working group is creating a guidebook for video surveillance in large outdoor applications.

The SIA Certified Security Project Manager (CSPM) Program, which is offered through SIA Education, is a thor-ough knowledge- and experience-based credentialing pro-gram that supports the professional growth of security project managers. SIA CSPMs learn to manage all phases of the proj-ect lifecycle: project costs, stakeholders, estimating, cash flow and risk management. The SIA CSPM Program costs $1850; however PSA members can register at the discounted SIA member rate of $1625.

SIA Education has also brought back its SIA/APCO Central Station Operator Instructor Course (CSOI) ‘Train-the-Trainer’ program. With newly-revised content reflecting advancements in Central Station operations and practices, this instructor-led course remains the industry standard for central station man-agers seeking a comprehensive training program for their call center operators.

At ISC East, SIA Education — in partnership with the ISC Education Design Team — delivers high quality, commercial-free information and insight into the most relevant new prod-ucts, technologies and strategies in today’s evolving security market, and their application in commercial, residential, insti-tutional and public settings. These educational sessions are free to all ISC attendees.

SIA members also receive free registration for ISC East, the biggest security convention in the Northeast and the place to network with your peers. ISC East brings security buyers and sellers together in a unique blend of business and free educa-tion opportunities during a productive two-day event, October 30-31, 2012. The event spans the full spectrum of products and services in the security channel with more than 300 exhibitors — it’s the East Coast equivalent of ISC West. ISC East attracts buyers across all businesses, but primarily federal/state/local government, law enforcement and transportation. Dealers, installers, integrators and specifiers will appreciate the focus on retrofitting and updating to increase profits.
