1. The meeting opened with Jack Eisenbach providing a description of the project. The goal of
the District is to zero net meter the District electric bill or as close as possible to the zero.
2. The system will be a ground mount system at the Sanfordville Elementary School.
3. The system will be a pre-meter system, tying into the grid.
4. There are two options, a PPA or a single item EPC.
a. Under the PPA option, the vendor will own the equipment and be responsible for all
maintenance.
b. Under the EPC option, the District will finance the work and it will technically be
owned by the District. The financing would be over 15 years and the project would be
eligible for NYS Building Aid of 52% in addition to all rebates. The project must have
a simple payback under this option of less than 18 years. If anyone has further

5. The solar field will be surrounded by a fence and the vendor will be responsible for all
maintenance inside the fence line including mowing or weed control.
6. The size of the system is to be determined by the vendors. The District used about 4.5 million
KWH in the baseline year.

7. The cost per kwh currently is on the bills.
8. The PPA option does not require prevailing wages to be paid. The EPC option does require
prevailing wages.
9. The engineering fees include all construction costs including equipment on site. It will not
include any utility interconnect charges.
10. Delete the reference in the RFP to reducing energy use. The solar field will replace existing
use with the solar generated power.
11. The financing interest rate to be used is 3.5% for the EPC.
12. The energy inflation rate to be used is 2%.
13. Delete the requirement to provide references for 10 SED projects. Provide references for 5
solar projects.
14. The PPA will not require bonds.
15. The District will not charge rent for the land used for the solar field.
16. There is no Buy American clause. Equipment can be purchased from any source as long as it
is quality materials.
17. The site was visited where the solar field will go. The only areas to be avoided are the
revolutionary war cemetery and campground. It is near route 94.
18. The district and E&R will review all proposals received and determine who will give the best
deal for the District. It is anticipated that three to five vendors will be short listed and
interviewed.
19. The selected vendor will then work with the District to put plans together.
