INTRODUCTION
The philosophy of the microcredit system is that the credit is a basic human right. While commercial banks give out credit
depending on the securities and guarantees provided, microcredit program is based on giving microcredit to the human being. The higher guarantees, the higher your credit limit becomes when you are applying for credit at a commercial bank. When you are applying for credit at a commercial bank, the amount of your guarantees determine your credit limit. Higher guarantees mean higher credit allowance in traditional banking while in the microcredit system “the less you have, the higher priority you have” understanding is followed.
On July 18th, 2003, microcredit application started off in the field with 500 TRY cash cheques each at a total amount of 3.000 TRY. The cheques were handed to its recipients by President Recep Tayyip Erdoğan who was the Prime Minister at the time. However, nobody in Turkey believed that any business can grow and prosper with an initial capital investment of just 500 TRY. Therefore, Prof. Aziz Akgül provided $10.000 of initial capital to the program and began implementing the microcredit application. As of December 31st, 2018, the total distributed amount of microcredit is 809.500.106 TRY given to more than 180.000 financially challenged women micro-entrepreneurs (nearly 700.000 people
with their families) as a small capital.
Our inspiring leader Nobel Laureate Prof. Muhammad Yunus’ microcredit application which he pioneers around the world was initially launched in Turkey on July 18th 2003 in the province of Diyarbakır. The first cheques were handed by President Recep Tayyip Erdoğan who was the Prime Minister at the time and apparently in 64 provinces and 93 branches, the program is maintaining very successfully.
In the name of reducing poverty, granting citizens a continuous financial aid with no re-pay is not a viable solution. In this perspective, citizens who are unable to work due to old age, illness or being handicapped should be given all sorts of financial aid as well as their other basic needs should be covered by the government as civic duty. As for the people who are able to work, should be provided with a small capital as means of participating in an income generating activity and without begging for money from others.

Dilber Sevim, 50-years old; mother of six children, is a micro-entrepreneur who believes that working diligently
will bring certain success. After divorcing her husband, she spent 3 years working as a babysitter. With the help of the money she saved and the support of the microcredit, she opened a small shop and started her first business. Thanks to the regular attendance of the meetings, she proved herself and was entitled to receive a higher amount of microcredit. With the last microcredit she received and her savings, she has purchased 30.000 TRY worth of machines and has opened the carpet washing facility. Nowadays, she is so busy that she cannot keep up with the workload.

In the name of poverty reduction, grants only is not an adequate solution. From this perspective; While we believe that it is a duty of humanity that all the cash and in-kind needs of the elderely, sick and disabled people should be met, the people who can work can be given a small capital and they should be able to perform their own income-generating activities without cadging.
Turkish Grameen Microfinance Program (TGMP) is a non-profit economic foundation. Instead of traditional donations and charity, TGMP offers “microcredit” services to help reduce poverty in Turkey. The goal of the microcredit system is to help low-income women engage in sustainable income-generating activities and contribute to their family budgets.

MICROCREDIT APPLICATIONWomen who want to use microcredit create a group of 5 women each. The group is based on trust and past relationships with other women. Microcredit does not require any sort of collateral and court proceedings are not followed if loan is not repaid. Trust and belief in each other is an essential component of microcredit.
OUR SERVICES
The purpose of microcredit is to facilitate those who are unable to obtain loans from the banks and support them in the participation of income generating activities.
Microinsurance
There are five types of microcredit within the scope of TGMP’s projects: Basic Loan, Entrepreneurial Loan, Animal Husbandry Loan, Social Development Loan and Communication Loan.
Micro-housing insurance is home insurance for microcredit members. Insurance guarantees homeowners up to 15.000 TRY. Insurance also guarantees tenants up to 10.000 TRY in damages caused by fire, floods, storms and other natural disasters.
Microinsurance is a personal accident insurance including accidental death, permanent disability, terrorism and natural disasters such as earthquakes guarantees members up to 10.000 TRY by paying only 1 TRY per month.

Insurance
Women who want to use microcredit create a group of 5 women each. The group is based on trust and past relationships with other women. The group receives training of almost 1 hour daily for 3 days and learns about the features and conditions of microcredit. Afterwards, the group becomes eligible to receive the microcredit.
Group meetings are held with Field Supervisors every week, training is continued, social relations with other groups are strengthened and credit collections are made.
Women continue to receive ongoing training and support at weekly meetings. Women who received basic credit; pays the loan in a timely manner and, if she attends the meetings regularly, she becomes entitled to receive larger amount of credit in the second year.
Thanks to the microcredit to be received by the woman, transition from housewife to businesswoman is started. The woman now becomes a person who contributes to her family’s income and helps the children to grow up better, to educate and to nourish.

MICROCREDIT TYPES
BASIC LOANIt is the main microcredit type of TGMP. All micro-entrepreneurs can receive their first microcredit as a basic loan. The basic credit limit is between 1.000 TRY and 5.000 TRY and is repaid within 46 weeks. All micro-entrepreneurs can increase their limits for their next microcredit, provided that they stay in the same system and perform regular repayments. In this microcredit system, micro-entrepreneurs can also withdraw the amount they paid after 26 weeks from the date they received their credit. 10% service fee and 5% Banking and Insurance Transactions Tax (BITT) are taken over microcredit used by micro-entrepreneurs.
ENTREPRENEURIAL LOANTGMP also applies a different microcredit program for skilled, successful, hardworking and experienced micro-entrepreneurs. Entrepreneurial loans can be given to micro-entrepreneurs who complete a year by taking a basic loan. 10% service fee and 5% BITT is taken over microcredit used by micro entrepreneurs and repayment is made within 46 weeks.
ANIMAL HUSBANDRY LOANTGMP introduced the animal husbandry loan in 2009. This microcredit is provided to every micro-entrepreneur who wants to get a job in animal husbandry and breeding especially in rural areas and has a limit of 5.000 TL. This loan is given 6 months before the Festival of Sacrifice. 10% service fee and 5% BITT are taken over the loan received from micro-entrepreneurs. Repayments are completed by weekly installments in 26 or 46 weeks.
SOCIAL DEVELOPMENT LOANIt is the type of microcredit given by TGMP in order to maximize social benefit and to support women with low income to carry out additional income generating activities besides microcredit. 10% service fee and 5% BITT is received for this microcredit type. Repayments are completed within 46 weeks.
COMMUNICATION LOANCommunication credit is a type of microcredit that is intended to eliminate digital inequality and to ensure that all low-income women have a telephone. 10% service fee and 5% BITT are taken. Repayments are completed within 46 weeks.

SMALL LOAN SIZESIn the microcredit system, an initial credit is given from the range of 100 TRY - 1.000 TRY. After that year, with reference to the accumulation of capital and success of the business the limit of the microcredit is increased.
SHORT REPAYMENT CYCLESOur repayment cycles are 46-weeks long, enabling micro-entrepreneurs to repay their loans quickly and receive larger loans after successful repayment.
THE SECRETS TO OUR SUCCESS
HIGH-TOUCH MODELOur micro-entrepreneurs meet with our staff every week, and these face-to-face meetings build trust and enable members to receive regular training in business and finance.
SOCIAL COLLATERALWe do not require our micro-entrepreneurs to have financial collateral or credit histories and instead emphasize a social contract that holds women accountable to each other.

Güldeste Mahmutoğlu settled in the city of Kursk, Russia with her family due to the Revolution in Uzbekistan in
1989. She, then, moved to Azerbaijan because she could not find the life she was looking for in Russia. 4 years later, the Karabakh war broke out and they had to immigrate to Bursa province of Turkey. However, they were still having financial troubles. Mahmutoğlu opened a workshop with the money she saved for 2 years, was soon deceived by her client and as a result went bankrupt. Right about during these period, she heard about the microcredit application from her friend in the neighborhood and immediately applied. In 2012, she purchased a sewing machine with her first microcredit of 1,000 TRY and started to sew wedding dresses at home. In a short period of time, she closed her loan debt and improved her success rate by getting higher amounts of loans. In 2012-2019, she used a total of 22,000 TRY microcredit and managed to close her loan debt which was a total of 100,000 TRY. Nowadays, she lives a comfortable life with a profit of 5,000 TRY per month.

Microcredit application which is pioneered by Founder of Grameen Bank, Nobel Laureate Prof. Muhammed Yunus, was launched in Turkey on 18th July, 2003, when the member of the parliament in the 22nd term, Prof. Dr. Aziz Akgül who is the Chairman of the Turkish Foundation for Waste Reduction (TİSVA) distributed 500 TRY cash cheques each to 6 women in Diyarbakır with a total amount of 3.000 TRY. Microcredit is being successfully implemented by 93 branches in 64 provinces of Turkey.

BRANCHES OPENED BY GRANTORS’ SUPPORT
We believe that grants must be limited to the elderly, sick and disabled people who cannot work. In this regard, by opening new branches of Turkish Grameen Microfinance Program which was implemented to be able to help women to create their own income generating activities in a more dignified manner, it will be possible to reach about 10 million poor people and 3,2 million families according to TurkStat data. Thus, it could make a significant contribution to the reduction of poverty.

Sadet Songül supported her husband with her dowry lace and braids for many years, while raising her two children.
But she had bigger dreams for a better life and a better future. To persuade these dreams, she started taking courses of public education but soon after she met microcredit. She began to pursue her dreams by taking her first loan as soon as possible. In 2013, she and her friends founded the Eskişehir Women’s Manual Support Association, which is now supporting women up to 200. In 2016 she participated in weaving courses and learned the intricacies of the work and was connected with love to weaving. Nowadays, her products are of great interest from all domestic and foreign tourists.

Ayla Yilmaz embraced life with four hands and reached the achievements that most people could not even imagine,
despite all the difficulties in her life. Yılmaz, who had difficulty finding a job due to her physical disability, started to make handicrafts instead of getting desperate. In 2012, she entered business life by receiving her first 700 TRY microcredit. Ayla Yılmaz, who used a microcredit of 15,300 TRY in total between 2012 and 2018, has stated that she has generated about 36,240 TRY from the microcredit she has used. Ayla Yilmaz, a woman with disabilities and determination, who has nothing but only a business idea, is now a successful businesswoman who is generating 600 TRY per month from the production of noodles today.

Microcredits Are Being Digitized with Turkcell.Turkcell supports TISVA with the next-generation payment platform “Paycell” and digital authentication service “Fast Login” to become the first non-governmental organization that fully operates in the digital environment.
Turkcell has created a new payment system through digital payment platform “Paycell” and digital authentication service “Fast Login” for Turkish Foundation for Waste Reduction (TISVA) which aims to empower women with low income through microcredit application.
According to Turkcell, the company is taking a new step in its collaboration with TISVA, which is carrying out the microcredit application for low-income women in Turkey, within the framework of social responsibility.
The digitalization project, which was initiated in the 15th year of TISVA’s foundation, will be launched in 2019. As a result of the project; TİSVA will have the title of the first fully digitally operated foundation in Turkey. Microcredit will be disbursed with special cards called “Paycell Card” to low-income women by TISVA in 64 provinces and 93 branches. Through the use of the Paycell Card API, microcredit disbursement and collections can be made in digital environment instead of using physical money.
In this digital transformation move, Turkcell’s “Fast Login” technology will also be used to make members login to mobile applications faster and safer. Thanks to the Turkcell Fast Login system, which makes a difference as a secure digital identity solution in mobile and online services, a platform which micro-entrepreneurs can examine their accounts at any time will be built. This, eventually, will also help to improve our principles about transparency and accountability.

SWITCHING FROM PASSBOOK TO NFC TECHNOLOGY
In 2009 and before, microcredit collections were made by TGMP employees in physical environment on passbooks. This method resulted in human error, time loss and inefficient collection of information. In 2010, the system of collections made through passbooks was removed and the system was moved to POS system. The aim of the transition to this system was to record the operations electronically and to eliminate the problems that may arise from human error. In addition, the system with POS device reduced the time required for the collection and made the collection process more reliable. However, this system was inadequate in line with the objectives of TGMP as a modern microfinance institution compared
to existing technologies. For this reason, in 2013, TGMP terminated the collection system with the POS devices and switched to digital collection system called NFC (Near Field Communication). This system enables our micro-entrepreneurs transfer money using their NFC cards through NFC compatible phones owned by every employee. Thanks to this system, the collection information of Micro-entrepreneurs is transferred online to the Damlabank data system and all transaction details are reported via SMS to each of our micro-entrepreneurs. In this way, human error is minimized in transactions, saving time and paper as well.

Mary Alpaslan, mother of six children, is engaged in animal husbandry and agriculture. Alpaslan, whose adventure
with microfinance began in 2016, continues to multiply her success day by day and set an example for many women. Besides being successful, she is also very bright and cheerful. In 2016, Mary Alpaslan, who supplies agricultural materials with her first microcredit of 700 TRY, then purchased 4 goats with her next credit. Now she has 5 bovine and 40 ovine animals and continues to expand her business with microcredit.
