Our Changing Service Environment
The world is changing
1) Federal and State laws that emphasize integrated
community employment. Current pressure on:
– Services delivered in group facility settings
– Wages based on productivity/14(c)
2) Young people coming out of school are interested
in and prefer careers in the community
3) Employers are more educated and open to the
benefits of hiring individuals with disabilities

Our Response
Goodwill is adapting our services:
– Toward integrated services with focus on community employment
– Striving to have greater impact
Movement into a variety of options along our service continuum
– Funding source & stakeholder engagement and support
– 1:1 meetings with all individuals and families
– Ensuring smooth transitions for all individuals
– Commitment to the people we serve & “taking care of our own”
Changing our culture to prepare people for community
employment
– Currently serving 200 individuals
– 106 already in community jobs or on track to get there
– Reinvestment in training and pathways

Transformation Efforts Underway
• Changing our production environment to better reflect
manufacturing jobs in the community:
• More automated environment that matches community
employer opportunities
• Increased performance expectations in line with what
community employers expect
• Integrated workforce made up of individuals with
disabilities and disadvantages working together
• Shift from long-term organizational employment to short-
term training that prepares people for community jobs
• Implementing minimum wage in 4th Quarter 2016

Goodwill’s Transformation Timeline
• New Prevoc Guidelines from DHS
• Pilot Community Access under DOL grant
• 8 people served in community
• Michael Callahan Discovery training
• At peak, 450 people working in facility-based employment
2009 - 2010
• Started managing Supported Employment
• 24 people working in community
• First contract for community-based prevoc in Milwaukee
• Supported Employment becomes more available under Family Care
• CMS & DOJ focus on integration
• Closed intake into work centers
• Grew Community Access – 60 people served/yr.
• Grew Supported Employment - 250 people served/yr.
• Hit milestone of 100 jobs in the community
2011 - 2012 2013-2014 2015-2017
• Began work center transition in 2015
• Will complete transformation by end of 2017
• Business development support to get 100 more people jobs
• Will hit 300 jobs milestone this year (2016)

• Nurture positive and determined attitude
• Hold long-term vision and remain steadfast
• Project management helps – this is a BIG team effort!
