  • Employment and Unemployment Developments,August 1973

    The Nation's employment situation in August waslittle changed from July. The unemployment rate, at4.8 percent, was essentially the same as it was in Juneand July but was substantially below the 5.6-percentlevel of a year earlier.

    Total employment (as measured through the house-hold survey) remained about unchanged in August at aseasonally-adjusted level of 84.4 million. This was thesecond straight month in which employment did notincrease, after posting particularly strong gains earlierthis year. Total employment has increased by 2.4 mil-lion since August 1972.

    Nonagricultural payroll employment (as measuredthrough the establishment survey) rose by 290,000 to75.8 million. Since August 1972, payroll jobs haveadvanced by 2.8 million.

    Unemployment

    The number of unemployed persons in August, at4.2 million (seasonally adjusted), and the unemploy-ment rate, at 4.8 percent, were virtually unchanged fromJuly. However, the jobless rate has declined from aplateau of 5 percent at which it held during the first5 months of the year and from about 5% in mid-1972.

    The stability in August was reflected in the ratesfor all of the major demographic groups. More specifi-cally, jobless rates of household heads (2.8 percent),married men (2.1 percent), adult men (3.1 percent),adult women (4.9 percent), and teenagers (14.3 percent)were virtually the same as in July. There was also littlechange in the unemployment rates for Negro and whiteworkers. All of these groups, however, have shownimprovement over the past year. Among the majorindustry groups, the rate for construction workers de-clined from 9.6 to 8.2 percent, while there was an in-crease in joblessness among agricultural workers.

    The average (mean) duration of unemployment was10.0 weeks in August, up slightly from the previousmonth but 2 weeks below the year-ago average.

    For workers covered by State unemployment insur-ance programs, the August unemployment rate was

    2.7 percent, unchanged from July but down sub-stantially from the 3.4-percent rate of August 1972.

    Civilian labor force and total employment

    The civilian labor force and total employment, at88.7 million and 84.4 million, respectively, were virtuallyunchanged from their July levels (after seasonal adjust-ment). Jobholding among adult men did show a slightdecline over the month, while employment of teenagersand adult women was unchanged.

    Since August a year ago, total employment has ex-panded by 2.4 million. Adult women made up over1.1 million of this increase, while adult men and teen-agers accounted for 900,000 and 330,000, respectively.

    Vietnam Era veterans

    The employment situation for Vietnam Era veteransin August was much the same as it has been for the pastyear. The unemployment rate for the declining numberof veterans 20 to 24 years of age, at 10.1 percent sea-sonally adjusted, remained substantially higher than thejobless rate for nonveterans of the same ages (7.0 per-cent in August). In contrast, jobless rates for veterans 25to 29 years (4.1 percent) and 30 to 34 years (1.9 per-cent), most of whom have been discharged from the serv-ice longer, were not materially different from those oftheir nonveteran counterparts.

    Industry payroll employment

    Nonagricultural payroll employment increased sub-stantially in August and after seasonal adjustment was up290,000 to 75.8 million. Since August a year ago, thenumber of payroll jobs has risen by 2.8 million, nearlytwo-thirds of them in the service-producing sector.

    The July-to-August increase in payroll jobs waslimited almost exclusively to the service-producing in-dustries, which as a group posted an increase of 270,000,the largest monthly pickup this year. This advance waspaced by gains of 90,000 in services, 75,000 in whole-sale and retail trade, and 60,000 in State and localgovernment jobs.

  • Within the goods-producing industries, employmentin manufacturing was virtually unchanged in August,as a small increase in durable goods was largely offsetby a decline in nondurable goods. The decrease in non-durables was primarily traceable to job cutbacks infood processing. Manufacturing employment has re-mained steady since June, following a sustained surgesince the beginning of 1972; during this period, factoryjobs expanded by 1.3 million, recovering all but 400,000of the job loss incurred during the 1969-70 recession.Nearly all of this gain took place in the durable goodssector.

    The number of construction jobs was virtuallyunchanged in August, after rising gradually over theprevious 3 months. At 3.7 million, construction em-ployment was up 150,000 from its August 1972 level.

    Hours of work

    The average workweek for all rank-and-file workers onprivate nonagricultural payrolls was 37.1 hours (sea-sonally adjusted) in August. Average hours have been atabout this level since February. The workweek in manu-facturing declined by 0.2 hour in August, returning to itsJune 1973 level of 40.6 hours. Factory overtime hoursalso declined by 0.2 hour to a 1973 low of 3.6 hours,after hitting a peak of 4.1 hours in April. Average hourswere unchanged from a year earlier both for allrank-and-file workers and for factory workers.

    Hourly and weekly earnings

    Hourly earnings for production or nonsupervisorypersonnel on private nonagricultural payrolls rose 0.3percent from July to August on a seasonally adjustedbasis. Since August 1972, hourly earnings have risen6.8 percent. Average weekly earnings were unchangedfrom July (seasonally adjusted) but also showed a6.8-percent increase since August of last year.

    Before adjustment for seasonally, hourly earningsedged up 1 cent in August 1973 to an average of $3.91.Hourly earnings have risen by 25 cents since August1972. Average weekly earnings were $147.02 in August,up 38 cents from July and $9.40 from a year ago.

    Hourly earnings index

    The Bureau's Hourly Earnings Index, adjusted forinter-industry shifts, overtime hours in manufacturing,and seasonality, was 147.5 (1967=100) in August,0.4 percent higher than in July, according to pre-liminary figures. The index was 6.5 percent aboveAugust a year ago. All industries recorded gains overthe year, ranging from 5.5 percent in finance, insur-ance, and real estate to 8.9 percent in transportationand public utilities. During the 12-month period endingin July, the Hourly Earnings Index in dollars ofconstant purchasing power rose 0.7 percent.
