EMPLOYER APPLICATION AND PROGRAM CRITERIA

PLEASE READ CAREFULLY

PROGRAM OBJECTIVE

To provide students with employment related to their skills and education. Approved jobs aim to enhance the students’ employment prospects upon completion of their studies while enabling them to finance the continuation of their education.

ELIGIBLE EMPLOYERS

• Non-profit organizations • Municipalities • Provincial government departments and agencies • First Nation Communities • If applicable, the employer is responsible for the WorkSafe NB premiums. • If applicable, the employer must consult with Unions and ensure that the placements are not in contravention with provision of the collective agreement.

JOB REQUIREMENTS

• Job length of at least eight weeks. The placement MUST be completed by the last Friday of August. • Jobs MUST NOT start before receiving formal approval by the Department. • Jobs must provide a minimum of 35 hours of work per week. • The reimbursement rate is the minimum wage plus the employer’s share of benefits (CPP, EI, and vacation pay). The wage reimbursement is up to a maximum of 40 hours per week. • Jobs must not displace or replace permanent employees on layoff, vacation, parental or sick leave. • Jobs must not convert part-time positions to full-time positions. • Jobs must not already be funded by another Federal or Provincial job creation program. • Jobs must offer CONTINUOUS employment for the duration of the program.

HIRING PROCEEDURE

PLEASE READ THE FOLLOWING HIRING PROCEDURE CAREFULLY.

No referrals will be sent to the employer. Employers will be responsible to find a student for the position(s) approved.

The candidate (student) must be:

• completing grade 12 or have completed GED in this current year • enrolled or attending a recognized post-secondary institution full time in the fall • registered with the Provincial Student Referral Office for the current year

If a candidate cannot be found, the employer can fax, e-mail or call the Provincial Student Referral Office. Local students will be referred.

IMPORTANT: Students CANNOT be immediate family members (spouse, children, parent, brother, sister) of the employer.

CLAIMS FOR REIMBURSEMENT

Employers MUST return A SIGNED LETTER OF OFFER and ONE NOTICE OF HIRING FORM PER STUDENT. The REFERENCE NUMBER of the student MUST be written on the Notice of Hiring form in box Q. Once both documents are processed, you will receive a WAGE CLAIM FORM which must be submitted every two weeks. The last Wage Claim Form will include the ATTESTATION OF SALARY FORM. Each student MUST complete and sign the Attestation of Salary Form and return it to the employer. The employer MUST return all completed Attestation of Salary Forms with the last Wage Claim Form in order to receive the final payment.

IMPORTANT: This program operates on a reimbursement basis only. Employers MUST ensure that they have funds available to pay the student(s). Reimbursement normally takes four to six weeks before the first reimbursement check is received. Direct deposit is also available to accelerate the payment process.

AUDITS

Employers must maintain accurate payroll records and make these available to the Department upon request for audit purposes. Employers shall also allow representatives of the Provincial Government to enter at all reasonable times into the work area to ensure that program guidelines are being adhered to.

HOW TO APPLY

Eligible employers wishing to apply under the Summer Employment Placement Component of the SEED Program MUST fill out the two-part form included in this package:

1. Application Form for Employer, Part 1 (including the consent form); AND 2. Employer Work Order Form, Part 2.

BOTH FORMS can either be mailed or faxed to your local regional office. The forms must be received no later than March 1st. Note: Envelopes postmarked as March 1st will be accepted.

Employers MUST fill out a work order form for each different type of position they apply for. For example, an employer could use one form to apply for three labourers but would need a separate form to apply for a coordinator position.

The following information will help you fill out the form:
