SUMMARY AND OVERVIEW

Poland is bordered by Germany to the west; the Czech Republic and Slovakia to the south; Ukraine, Belarus and Lithuania to the east; and the Baltic Sea and Kaliningrad Oblast, a Russian exclave, to the north.Since 2004 Poland has been a full member of the EU, ushering in a new era for a country with a turbulent political history. EU membership has had a major effect on the strength of the economy, opening the door to the enormous EU economic zone to Polish businesses. However, unemployment is high at 11 per cent, the highest rates being to the east of the country. Entry into the EU initially caused a drain of skilled labour from Poland into other member countries, but the tide seems to be turning. Many migrant workers have become disillusioned and are seeing the potential within their own country, prompting a return homeThere is 500km of Baltic Sea coastline, most of which is not ideal for boating as it is exposed with little shelter from the prevailing winds. There are only around 60 marinas and harbours on the coast, providing a total of 2,500 berths/moorings. Most coastal activity takes place in the large bay around the second city of Gdansk. However, the majority of Polish boating takes place on the country's thousands of lakes, and rivers.Sailing on the thousands of Polish lakes was popular even during Communist years, with many sailing clubs linked to state-owned factories, sailing being more popular than power due to the availability and cost of reliable marine engines and fuel. However as the population’s wealth increases, leisure boating will undoubtedly gain in popularity creating growth and opportunities for those servicing the leisure marine industry.The total number of boats in Poland is estimated to be around 80,000, a very high percentage of which are located within the lakes and inland waterways, sailboats outnumbering motorboats by around 7:1. Virtually all of those are below 8.5m (28ft). There are estimated to be another 1,000 sailing boats and 500 motorboats on the coast.

In the north-eastern part of Poland, in the middle of the Mazury Lakeland area lies the largest series of lakes in Poland - The Great Masurian Lakes. This is one of the most beautiful and popular regions of Poland. There are over 3000 large lakes here and a countless smaller lakes. This is why people often speak of the ‘Land of Thousand Lakes’ or ‘Polish Finland’.

The centre of this region is District Gizycko with its 20 marinas, more than 30 charter yacht companies with around 350 sailings boats, and more than 110 lakes. The Great Masurian Lakes are popular all year round with leisure boaters and anglers. In the winter, ice yachting is popular. Domestic marine leisure activity exists, particularly for sailing on the lakes. Business for a handful of Polish boatbuilders is excellent. Most of them contract build for the likes of Brunswick EMEA (formerly) Marine Power Europe and Group Bénéteau. A few small sailboats and motorboats are built for the local market, but the export percentages tend to be well over 90 per cent. With all this OEM activity there is good business and hence opportunities for UK equipment suppliers exporting to the country. As for imported boats, the market is currently very small with only a handful of boats coming in each year as consumer-spending power in the country is way behind the rest of Europe and marina places and cruising destinations are few and far between on the coast.

LEISURE BOATBUILDING

There are six main leisure boatbuilders in Poland, nearly all of which have at one time or another built under contract for Jeanneau, or Brunswick EMEA (formerly Marine Power Europe), or both and four of the six still do. Most of the building activity is small-boat oriented; principally between 10m (33ft) and 7m (23ft). In addition to the six main ones, there are a number of very small builders, in some cases producing no more than one or two boats per year for the domestic market.Poland still has relatively low labour rates compared to Western Europe, but benefits from an experienced and skilled pool of workers. The country has a very strong background in commercial shipbuilding. For these reasons and that the fact that it is an EU country with no trade barriers, Poland makes an attractive place for foreign companies to set up boatbuilding operations either through wholly owned subsidiaries or working with partner companies. For example, as well as Jeanneau and Brunswick’s operations, as mentioned previously, the German yacht builder Hanse Yachts has a moulding operation near Szczecin in the North West of the country close to theGerman border and Victor Boats, builders of the Luca Devotti Finn dinghy and the European license holder for the Melges 24, also has a production facility in Poland.

LEISURE BOAT IMPORTS

The total import value of motor yachts and sailing boats into Poland in 2008 was around €30 million. This low figure reflects the relatively few high net worth individuals, and therefore potential customers, in Poland. CHARTER INDUSTRY

Poland now has around 100 charter operations. Around 80 per cent of those charters are within Poland, with the rest concentrating on charters elsewhere in Europe. As recently as 10 years ago there were no such companies. The biggest charter operator is Tiga Yacht, which has over 40 boats between 7m-9m (23ft-30ft) in its Polish fleet.

In all there are more than 60 marinas and harbours suitable for leisure boating on the Polish coast, mostly located in the large bay around the second city of Gdansk.These provide an estimated 2,500 moorings in total. REPAIR & REFIT

There are many small repair yards in Poland, some of them inland. These small yards can also make repairs and refit on the big yachts, but we have included only yards with access to the water here. It is interesting to note that more and more small volume boat production yards are offering repair and refit services as a result of the current downturn. The likelihood is that these yards will return to their boat building activities as the market recovers.

CHALLENGES FOR BRITISH EXPORTERS

Import duty – as a full member of the EU there are no import duties or additional taxes for goods transferring to or from the UK.

User-licensing - there is a complex user-licensing structure. Sailboats with over 10m2 (176ft2) of sail require a licence, as do users of motorboats with 5hp or more engines. Beyond the basic sailor licence there are varying levels of competence, the top grades of which are very demanding and time-consuming. Licences are issued by the PZZ (Polski Zwiazek Zeglarski)

Credit - for most companies, cash flow is tight, particularly in the current economic climate. Strict credit control is therefore essential for any company trading in Poland. All usual methods of payment and insurance of payment are acceptable. Most companies seek delayed payment (30-60 days normal).

Infra-structure – by UK standards the marine industry supply chain is still under-developed, although the situation has improved considerably over the past 5 years. However, it can still take a long time for goods to reach their final destination, so allowances must be made.

Price sensitivity - as with most emerging economies, the market tends to be price sensitive rather than quality driven.

Poland has a limited number of marina berths, which has restricted the rate of expansion of the leisure marine industry. Whilst there are programmes to address this with new marina development, progress is generally considered to be too slow. This is further exacerbated by the present global economic conditions.
