IMPORTACION TEMPORARIA

La importación temporaria requiere de un previo permiso del Director General de la Aduana para cada embarque individual. Además, una garantía de cheque o banco o depósito bancario el cual cubra la cantidad sujeta a impuestos durante la utilización de la materia en Qatar. Estos incluyen: maquinaria y equipo pesado para la ejecución de proyectos, productos y maquinarias para el uso en exhibiciones y acontecimientos, animales para apacentar, y muestras de propagandas.

Materiales re-exportados para el reemplazo o reparación de materiales dañados están exentos de pago aduanero, como también algunas categorías de bienes pueden ser admitidos temporalmente sin los requisitos aduaneros.

INTERNATIONAL CONFORMITY CERTIFICATION PROGRAM "ICC P"

El Estado de Qatar aplica la certificación según estándares de ISSO 22 y 28. La certificación va paralelo al certificado del fabricante, la auto-declaración o las pruebas informadas por laboratorios acreditados del país exportador.

El Estado de Qatar posee laboratorios acreditados para realizar investigaciones y análisis a los materiales a importar, Organización encargada de dicha función es Qatar General Organization for Standards and Metrology.

Toda documentación debe ser original y los bienes de origen deben estar acompañados de su factura comercial de origen, lista de los bienes empacados y con su respectivo Certificado de Origen. Dependiendo de los términos del embarque, las legalizaciones pueden ser realizadas en Doha y los documentos deben estar notariados por la cámara de comercio de origen, Cámara de Comercio Argentino Árabe y consulado árabe que se encuentre en el país de origen. Se sugiere realizar las legalizaciones de los documentos en la Embajada de Arabia Saudita en Argentina por ser un miembro representante del CCG.

Todas facturas deben tener una cláusula no-israelí claramente mencionado.

Clima.- Las temperaturas del verano son altas con un promedio entre 25-46° Centígrado. El invierno es templado y relativamente tibio. La lluvia esta por debajo de los 75 Mm al año como promedio. Se puede observar bastante humedad entre Julio a Septiembre y ocasionalmente durante el invierno. Religión y Horarios de Trabajo.- El Islam es la religión oficial y el sharia (Ley Islámica) es la fuente principal de la legislación. El idioma oficial en el Estado es el Árabe, sin embargo, el uso del idioma inglés es utilizado comúnmente en transacciones entre funcionarios y en negocios. El horario de trabajo para empresas gubernamentales es de 7:00am a 2:00 pm. Para empresas privadas de 8:00 am a 4:00 pm. Viernes y Sábado son días libres. La diferencia horaria es de 7 horas mas que Argentina.

Los días festivos musulmanes son el Eid Al Fiar 4 días libres y el Eid Al Adha 5 días libres, y el dia de la Independencia 3 de Septiembre

Doha Capital del Estado de Qatar

Mesaieed Industrial City (MIC)

Primera ciudad industrial en Qatar localizada al sur de Qatar a 45 Km de Doha. El área industrial de dicha ciudad alberga procesamiento de talla mundial de gas, refinamiento de petróleo, sustancias químicas, producto petroquímico e industrias metalúrgicas además de poseer equipamiento industrial completo.

Ras Laffan Industrial

Esta localizado a 80 km al norte de Doha cubriendo un área de 90sq. km. La ciudad se dedica a


City (RLC) plantas Industriales de LNG y otras industrias de Hidrocarburo. La ciudad, con su puerto moderno ultra de LNG aparte del QatarGas y plantas de RasGas. Qatar es considerado uno de los mas grandes exportadores de LNG mundialmente.

Al-Khor Situada a 57km al norte de Doha, su puerto es utilizado para la pesca.

Al-Wakrah Situado entre Doha y Mesaieed a 15km al Sur de Doha. Su Puerto es utilizado para la navegación y pesca.

Dukhan Es el centro de producción de petróleo situada a 84 km de Doha.

The Government offers several attractive incentives for joint ventures, such as:


Natural gas priced at $0.60-0.75 per mn Btu. Electricity at $0.0178 per kwh. A developed infrastructure. Industrial land at a nominal rent of one Qatari Riyal per square meter per year. No custom duties on imports of machinery, equipment and spare parts. No export duties. No taxes on corporate profits for pre-determined periods. In addition to the above, the Government also offers the following incentives: No quantitative quotas on imports. No income tax on salaries of expatriates. No exchange control regulations - the Oatari Riyal is freely convertible at a parity of US$1 = Oatari Riyals 3.65; an exchange rate which has been stable for over two decades. Excellent medical and educational facilities. • Low rates of inflation. Easy access to world markets with first class air and sea connections, Excellent telecommunications facilities. • Liberal immigration and employment rules to enable import of skilled and unskilled labour. An Emiri decree was issued on 15th October 2000, which allows for foreigners to own up to 100% in Hotels, hospitals, Power Plants, Schools and Colleges. However, the following features were considered in the New Foreign Investment Law (No, 13) for the year 2000:

• Foreign investors al'8 defined as non-Qatari persons, whether- natural or juristic, who invest their money in any of the projects in which direct investment is permitted by the Government.

• Foreign investors may invest in all sectors of the national economy

provided they have one or more Qatari partners whose share shall not be less than 51 %, of the capital. It is however permissible by a decision from the Minister of Economy and Commerce for foreign investors to exceed the percentage of their participation up to 100% of the project's capital in the sectors of agriculture, industry, health, education, tourism and the development and exploitation of natural resources or energy or mining.

• It is prohibited for foreign investors to invest in the sectors of Banking, Insurance, Commercial Agencies and Real Estate (exception being the new "Pearl of the Gulf Island", "West Bay Lagoon" and "AI Khor Resort" projects).

• The Law offer's several incentives for foreign investors including the

allotment Of land through long term lease agreements for a period up to 50 year's which may be renewed.

• Foreign Investors are permitted to perform whatever is required for the

establishment, operation and expansion of the project.

• The Ministry may grant foreign investors:


- Exemption from income tax for a period not exceeding ten years. - Exemption from custom duties with regard to imported machinery and equipment necessary for the establishment of the project. - Exemption from custom duties with regard to primary or semi-manufactured materials necessary for production, provided such materials are not available in the local market. • Foreign Investors have the freedom to transfer investments to and from abroad without delay. New Laws Qatar's efforts in attracting foreign investment have led to the promulgation of new laws directed at creating a favorable business environment. Pensions Law (Law No. 24 of 2002). Mutual Funds l. .. aw (Law No. 25 of 2002). Money Laundering Law (Law No. 28 of 2002). Judiciary Law (Law No. 10 of 2003). Labour Law (Law No. 14 of 2004). Property Law: Non-Qatari's (Law No. 17 of 2004). New DSM Law (Law No. 13 of 2005). Qatar Financial Centre Law (Law No. 7 of 2005). Qatar Financial Centre The Qatar Financial Centre (QFC) opened its doors on May 'I st 2005, under Law No.5 of 2005, to attract international financial institutons and multi-national firms to establish themselves in Qatar. Qatar's vibrant economy and an estimated capital investment programme of over $130 billion in the coming five years provide vast opportunities for international financial institutions. The QFC has been designed to attract the premier international financial institutions and corporate to sham in the wealth of Qatar and the region and to share in the vision of a long-term mutually beneficial partnership with Qatar, The QFC will provide a world-class business environment for undertaking financial services and will also promote revenue generating opportunities internationally. The QFC provides a familiar international legal and business infrastructure that is separate from the host Qatari systems. The QFC will be led by a commercial authority and a regulatory authority - the QFC Authority and the QFC Regulatory Authority that will be independent from each other and the government of Qatar. The OFC is currently functioning from the Ministry of Economy and Commerce building, but is in the process of finalising an independent office building. Oatar Science and Technology Park The Qatar Science and Technology Park (QSTP) were set up to be an internationally renowned centre for research excellence and commercialization. The OSTP is part of the Qatar Foundation and aims at being a home for technology-based companies from around the world, and an


idealization for startup companies. The QSTP will operate as a 'free-zone', providing favourable investment incentives and access to world-class international research universities present at the 'Education City'. The OSTP has been successful in attl'8cting leading world-wide business establishments and current tenants include European Aeronautic Defence and Space Company (EADS), ExxonMobil, Gartner Lee, Microsoft, RollsRoyce, Shell and Total. Free Investment Zone The Free Investment Zone (FIZ) is to be established in Qatar as per an official government decree issued in September 2005. The above mentioned Qatar Science and Technology Park will be part of the new Free Investment Zone and is aimed to attract foreign companies to conduct research and development in Qatar. The new zone will allow businesses to be 100 percent foreign owned and free from tax and duties for pro-determined periods.
