The reaction to the incoming message will also determined by its surroundings. A guest lecture by Director of Communication and Social Changes Centre at University of Queensland was presented at Faculty of Social and Political Science Brawijaya Univeristy on Saturday (1/Nov/2018). In the event organized by Postgraduate Program of Faculty of Social and Political Science in theme of "Theories and Practices of Communication for Social Change - Participatory Communication and Social Movement", Elske explained that in line with the time, phenomenon among the community is media malfunction as appropriate. Most media consider communities as passive audiences who are always ready to receive vertical information which is produced centrally. Another theme to be discussed in the event took place at room 5.1 building A Faculty of Social and Political Science Brawijaya University as appropriate communication to community development. Appropriate communication of known as "Appropriate Communication for Development of Communities" used as solutions to break the deadlock on media dysfunction. Elske also explained that communication is considered to be appropriate when there is any democratic and horizontal social interaction within through the media produced, managed, and controlled by the community itself.
