1. About ELSA

The European Law Students’ Association (ELSA) is the world’s largest independent, non-profit, non-politi-cal association run by and for law students and young lawyers.

Our aims are to promote, establish and develop mu-tual understanding, co-operation and personal contacts between law students and young lawyers from different countries and legal systems, thereby equipping them for professional life in an international environment.

Scope of the association

ELSA operates in a network of 35 countries at 200 uni-versities throughout Europe with a membership of about 30,000 students. The structure consists of three levels - the local, national and the international level - and thus also prescribes the lines of communication. / The structure is uniform from the international to the local level; it con-tains seven board positions with seven specific portfolios and clear task descriptions.

Field of activities

Our focus is spread over three main areas: Academic Activi-ties (AA), Seminars and Conferences (S&C) and the Stu-dent Trainee Exchange Programme (STEP). Within these, ELSA aims at the advancement of the education of Euro-

pean law students and young lawyers in today‘s and tomor-row’s international legal community.Furthermore, ELSA maintains an International Trainers Pool, which consists of highly experienced and profession-ally skilled trainers and offers members the possibility to have trainings in numerous fields, such as conflict resolu-tion and soft skills. To be a trainer within ELSA carries a certain degree of clout and personal achievement, and is thus a strong incentive for hard work and dedication.

Governance

ELSA is managed by students in all countries of operation and advised by external groups varying in structure and re-sponsibility and comprised of prominent members of the business, academic and public sectors. ELSA International reports regularly to its Board of Patrons and are supported by its Advisory Board, whose current members are Paul Hermant (Partner Bird & Bird), Michael Renouf (Berwin Leighton Paisner LLP), Patrick Oliver (Accenture) and Ag-nieszka Stobiecka-Kuik (Legal Service European Commis-sion).

ELSA‘s Commitments

We firmly believe that Human Rights are the basis of the rule of law and are fundamental for the peaceful human society. Striving to achieve a just world in which there is respect for human dignity and cultural diversity. ELSA members are actively involved in the general promotion and development of Human Rights Law being represented at NGO level at United Nations meetings and the Council of Europe. Human Rights is also the focus of specific activi-ties of ELSA which include conferences and Legal Research Groups. Law Schools on Human Rights take place each year in different European countries.

Assistance to members with fewer opportunitiesThe ELSA Network works also very strongly in the field of strengthening regions within Europe having fewer op-portunities due to financial and infrastructural constraints. The most essential tool in this regard is the ELSA Devel-opment Fund, which offers financial support to national groups with structural weaknesses in the organisation of lo-cal and national events. The administration of the fund is in the hands of ELSA International, who handle numerous applications for a variety of events.

ELSA‘s objectives

ELSA has been increasing international understanding and co-operation since its foundation. By developing cultural understanding and management skills in students and by providing a select core of leadership potential to business, ELSA is a positive force for global development.ELSA‘s funding principles are as important and relevant to-day as they always were.

ELSA works to:

• Create opportunities for exposure and interaction be-tween young people of different cultures and nations;

• Complement the students‘ theoretical education with practical business experience; and

• Make business and students more conscious and respon-sive to the economic, social and environmental develop-ment in their communities.

Our people

ELSA members are open-minded, internationally oriented/targeted and multilingual and acquire a broader cultural understanding than other law students. They gain direct ex-periences with foreign legal systems and business practices. ELSA‘s 220 university-based local groups and 35 national groups as well as the international board are entirely stu-dent-managed and administered. Similar to a small fran-chise, each group creates its own operation plan, recruits and trains its volunteer executives and markets ELSA‘s pro-grammes to the academic and business community. In com-bination with the university curriculum, ELSA prepares its members for their future entry into professional life, espe-cially when working in an international environment.

ELSA‘s partners

Our network maintains partnerships with international organisations, development agencies, the ELSA Lawyers’ Society and law firms and companies. Through its com-mitment within the international community, ELSA has gained a special status with several international institu-

tions, e.g. participatory status with the Council of Europe or consultative status with UNCITRAL.

History and Future of ELSA

Founded in Vienna in 1981 by students from Austria, Hun-gary, Poland and West Germany, the aim of our association was to allow law students from all over Europe - at that time still divided by the Iron Curtain - to build up connec-tions between the different countries and learn more about other legal systems. Already then, ELSA was meant to be one step towards a world of wider mutual understanding and tolerance.ELSA has grown fast and today has become the world’s largest independent law students’ association. It still has a clear European objective, which is one of the most impor-tant reasons for students to join our activities. Our main objective is to encourage this development, to transfer the knowledge to give our members the opportunity to develop their own skills and to increase the quality of such activi-ties.Furthermore, ELSA has established itself as an important institution within the academic education of law students. Through the past years we were able to facilitate projects as pan-European publications, campaigns on human rights, moot courts, trainings on soft skills as well as seminars and conferences and other high level academic activities. Be-sides, ELSA also runs a trainee exchange programme that enables law students the opportunity to live and work in another country.The ultimate goal of our association is to strengthen the European cooperation of young people. As the executive organ of the network, the International Board therefore im-plements the European perspective of ELSA by establishing a work programme that consists of a great variety of differ-ent events.Even 26 years after its foundation, the ELSA network has not yet stopped growing. We are in close contact with other law students’ organisations in other countries, mainly from

Just over 50 % of visits to the ELSA website are direct clicks; almost a quarter are directed by search engines through key-word searches.

2.4 ICM

The International Council Meeting is composed of the rep-resentatives of the National ELSA Groups. The Council de-cides on the policy and direction that the organization will follow. The Council at the Spring Council Meeting elects the International Board for the forthcoming year.

During the International Council Meetings the delegates participate in workshops, depending on the position they hold in their respective National Board. The workshops fa-cilitate debate and discussion to allow more expedient deci-

sion making in plenary. By attending the workshops, the participants can also get the opportunity to improve their ELSA knowledge, soft skills in professional matters as a re-sult of Trainings provided. The plenary sessions hold at the end of the International Council Meeting assembles around 300 delegates from 30 countries. These delegates represent their national groups and are the ones implementing our vision and objectives.

We offer our partner the opportunity to address the council during the final plenary and present their company. This is a unique chance of direct contact with highly engaged people from all over Europe and might be the basis of future corpora-tion and the place to present successfully implemented strategies.

Another way of participation is to be present at one of the seven workshop on seminar & conferences, academic activities, the student trainee exchange programme, marketing, financial management, internal management, board management and expansion. We offer partners to give trainings on specific topics in accordance with the general training agenda of ELSA In-ternational. These training are given for 20 – 40 ELSA officers and are meant to focus on a specific area or a specific project in our network. These trainings improve the soft skills of our officers, facilitate communication and improve the quality of the activities carried out in the network.

The International Council Meeting is the highest decision-making body of ELSA, the decisions of which are bind-ing on the entire organisation. It takes place twice a year, in Spring and Autumn.

2.5 Network Events

The ELSA officers are the ones carrying out and working to reach the goals set for each event. The task of the Interna-tional Board is to supervise and control that these events are carried out in the best way; to ensure education and quality in the academic program, give inputs on how to make the event more international and open for the rest of Europe and the world, and to help the organizers find topics that develop each students’ personal, social and academic skills. This division of projects throughout the Network leads to a situation where all national groups can find a project and

topic that is relevant to the students in that geographical or academic environment. The events will then be highly relevant and interesting to the students living where they are organized, something which hopefully gives a better balance in events offered to students on different levels, at different age, with different legal interests and from differ-ent cultural backgrounds.

2.6 STEP

The traineeship lasts between 2 weeks and 18 months and take place in any law related area; law firms, courts, public institutions, banks, in-house legal departments, consulting firms and international organisations. Students enjoy a di-rect experience in a foreign business environment. Because ELSA works with well-regarded advisors, the employers

receive the appropriate students for their respective needs. Using an online matching tool, employers and students are coordinated all year round ensuring a flexible and dynamic exchange programme.

To be partner in our exchange programme means supporting the European legal education and improving students’ skills of adapting in a foreign environment and in other legal systems. 2.7 IFP

In the IFP framework, local and national groups work to-gether with ELSA International and legal institutions to build a concrete knowledge base and to organize events, such as seminars, conferences, legal research groups, de-bates, moot court competitions, publications and trainee-ships, that will have an impact on law students, society and the international community.The field of Intellectual Property is gaining in importance both in economic and in social terms. In recent years both its scope and its time span have significantly expanded. IFP events on Intellectual property law will deal with Interna-tional and European Laws in the field of IP Law, namely Copyright, Industrial Property and Trademarks while leas-

ing with; Research Institutions and University Depart-ments, International and Governmental Institutions.This is the 13th year that ELSA runs an International Focus Programme. IFPs are usually concluded with a major in-ternational conference and a publication that encapsulates the outcome of the work made within the frames of the IFP. This final publication includes input data from all re-ported events (based on the supplied IFP Event Reports) and draws conclusions that seek to contribute to the Euro-pean legal education. A final conference and a subsequent publication are also part of the current IFP programme on Intellectual Property law.

2.8 Moot Court

The competition features a total of more than 70 teams composed of approximately 280 students representing all continents in a simulated hearing in the World Trade Or-ganization (WTO) dispute settlement system. The EMC2 is an annual event now in its 6th consecutive year, con-stantly evolving and seaking to further establish itself as one of the most prestigeous moot courts in the world.

The Competition itself is structured in two levels. Participating teams from all over the world have to undergo

qualification for the Final Oral Round in Geneva through either the ELSA Regional Rounds (for northern and southern Europe) or the non-ELSA Regional Rounds for Asia, Asia sub-continent, South East Asia & Pacific, Latin America and probably for next year, for the first time in the history of the EMC², North America. Teams from Africa and Middle East will undergo selection through the International Written Round. During the edition 2006/2007 the ELSA Regional Rounds were held in Germany and Romania and the non-ELSA Regional Rounds in Australia, Chile and Taiwan.

Moot Court Brochure – The ELSA Moot Court Competition on WTO Law Brochure is a publication that is distributed to Universities and Law Faculties world-wide. The Brochure is published for potential Moot Court participants and con-tains general information about the Moot Court, this year’s case, the judges pool, team registration and ELSA. To advertise in this publication is an excellent way of profiling your University or Law Firm as one of the leading within the field of International trade law to a world-wide market of potential top quality LL.M. students or future employees.

Moot Court Website Link – The Moot Court Website is a newly launched online resource centre for everyone connected to the competition. First and foremost it is meant for teams participating in the competition and for students interested in participating. Through a link placed on this website you will reach a specific target group of top quality students interested in International trade law. A survey conducted among the 2005/2006 participants of the ELSA Moot Court Competition on WTO Law showed that 77% of the participants only had one year or less left of law school and that as many as 76% were interested in doing an LL.M. on International trade law after their participation in the moot court.

The ELSA Moot Court Competition on WTO Law (EMC²) is organised annually by the European Law Students´ Association. Being now recognized as the world’s leading competition on international trade law; the EMC² was launched for the first time in 2003 and provides law students worldwide the opportunity to practice legal work in a challenging field of law.

3. Monitoring and Evaluation

Overview of ExpendituresELSA International will provide its partners with audited accounts, following the fiscal year of ELSA International which runs from August 1 to July 31. Our accounts are audited by Deloitte Belastingad¬¬¬viseurs B.V., the auditing partner of ELSA International, as well as by auditors elected by the council at International Council Meetings. The council also has the ultimate responsibility of approving the final accounts.

Overview of Operations

• Results of the market research which is conducted among law students all over Europe by local ELSA officers in coopera-tion with IPSOS

• Access to the results of the „State of the Network“ report which is compiled twice a year after each ICM from inquiry forms all the National Groups have to fill in and which reflects and evaluates the activities of the ELSA network on the national and local level

• Regular information about the activities of the ELSA network on the international level

Participation in international meetings of ELSAELSA International invites its corporate partners to the international council meetings, so that you will have the opportu-nity to survey the development of the organisation and give valuable advice to ELSA on its direction and activities through this forum.
