– Spring English Language Proficiency Assessment (ELPA21) Scores and Proficiency Levels - Student must score proficient or above in all five sections (listening, speaking, writing, reading and comprehension) of the spring English Language Proficiency Assessment. For ELPA21, students must score “Proficient”; see slides 7 & 10.

– Previous Year’s Grades - Student must earn a grade of “C” or above in all core subject areas (English/language arts, mathematics, social studies, science)

– State Standardized Achievement Scores - Student must score proficient or advanced on the literacy and mathematics criterion-referenced test or score at OR above the 40th

percentile on the norm-referenced test (NRT).– At least two current teachers recommend exit or reclassification based on the criteria

above.– The decision to exit or reclassify the ELL student from the English as a Second Language

(ESL) program must be made on an annual basis by the LPAC following a review of spring ELPA results.

To find ISRs for a school, look under the original Questar naming (01, 02, 03, etc.) in “Testing Groups”, not how you renamed them (e.g. Ms. Brown’s 3rd grade class).

Level & Proficiency Explanations (ISR)Performance LevelAdvanced (Level 5) – Exhibits superior English language skills, as measured by ELPA21.Early Advanced (Level 4) – Demonstrates English language skills required for engagements with grade-level

academic content instruction at a level comparable to non-ELLs.Intermediate (Level 3) – Applies some grade-level English language skills and will benefit from ELL Program

support.Early Intermediate (Level 2) – Presents evidence of developing grade-level English language skills and will

benefit from ELL Program support.Beginning (Level 1) – Displays few grade-level English language skills and will benefit from ELL Program

support.

Proficiency DeterminationProficient – Students are Proficient when they attain a level of English language skill necessary to

independently produce interpret, collaborate on, and succeed in grade-level content-related academic tasks in English. This is indicated on ELPA21 by attaining a profile of Level 4 or higher in all domains. Once Proficient on ELPA21, students can be considered for reclassification.

Progressing – Students are Progressing when, with support, they approach a level of English language skill necessary to produce, interpret, and collaborate, on grade-level content-related academic tasks in English. This is indicated on ELPA21 by attaining a profile with one or more domain scores above Level 2 that does not meet the requirement to be Proficient. Students scoring Progressing on ELPA21 are eligible for ongoing program support.

Emerging – Students are Emerging when they have not yet attained a level of English language skill necessary to produce, interpret, and collaborate on grade-level content-related academic tasks in English. This is indicated on ELPA21 by attaining a profile of Levels 1 and 2 in all four domains. Students scoring Emerging on ELPA21 are eligible for ongoing program support. Presented 11/29/16

Communication• Districts have immediate access to electronic

ISRs within Nextera upon notification from ADE.

• Email from ADE as to when to expect paper copies for parents/guardians (TBA)

• Districts will copy and send translated ISRs along with the paper copy of the ISRs.

• No parent letter will accompany the ISRs.
