The Ellison Park Cyclocross (EPCX) is the premier cyclocross race in New York State. This document provides the 2015 event’s technical guidelines, information and regulations for officials, team personnel and athletes.

LICENSING AND PARTICIPATION

All riders in the amateur fields must possess a valid USAC or UCI license. One-day USAC licenses will be available for Category 5 riders, Category 4 riders and Juniors at the event for $15.

To compete in the Elite Men’s and Women’s fields, riders must possess a valid UCI international license. NOTE: a valid UCI license MUST be acquired pre-event. A rider’s 2015 racing age, according to UCI 5.1.01 The category to which the license holder belongs on 1 January of the civil year following will be used for his participation in events for the whole season, or in other words, a rider’s racing age for all categories is determined by his/her age on December 31, 2016.

2015 UCI Categories by age: Men Elite: 1997 or earlier Women: 1998 and older

U-23 men and Elite Men shall ride in the same event.

Junior Men 17-18 may NOT compete in the Men’s Elite competition.

Registration closes at 8:00 p.m. on September 3rd, 2015.

Valid UCI license required for all riders

Sign-in for Elite Women and Men will close 1 HOUR PRIOR TO RACE START. Riders and support staff must pick-up bib numbers and credentials 60 minutes prior to race start EACH DAY. PLEASE NOTE: There will be an Elite Women’s & Elite Men’s course preview on Friday from 4:30pm to 6:00pm

Amateur Races:

Pre-registration fee is $40

Day of registration fee is $50 (if fields are still open)

Juniors registration fee is $10.00

One-day licenses for Category 5 Men, Category 4 Women and Juniors at the event for $15.

All other riders must possess a valid annual license. Registration/sign-in closes 30 minutes prior to each race – NO EXCEPTIONS. If a rider has pre-registered but has not picked up his/her bib number 30 minutes prior to race start, the promoter reserves the right to reassign the bib number to another rider.

DIRECTIONS

From 2015 Host Hotel: Turn left on State Street and your next left on Main Street. Take the next right turn onto St. Paul Street heading south. Merge onto ramp to 490 East. At Exit 21, follow signs for 590 North (note: keep left at the fork and merge onto 590 North). Take the first exit, Exit 6, to Blossom Rd. At the light make a right onto Blossom Rd. Go East for 1.3 miles on Blossom Rd and after a steep downhill, make a left into the entrance to Ellison Park. 12 minutes driving time. NOTE: for Google directions, the address for the parking lot is; 1812 Blossom Road, Rochester New York 14625 From the East: Take I-90 West (NYS Thruway) and exit at Exit 45 for I-490 West. EVENT and ELLISON PARK HISTORY

The Full Moon Vista - Ellison Park Cyclocross Festival began in 2008 as the first sanctioned cyclocross event in a Monroe County Park. The event was awarded a 1-day Class 2 UCI event in 2010 and advanced to a 2-day Class 2 UCI in 2012. In 2014 the event was granted Class 1 status on Saturday and continued as a C2 on Sunday. For 2015 the event will continue to be a Class 1 for Saturday and a Class 2 for Sunday.

Ellison Park was the first park in Monroe County, donated as a gift from Frank T. Ellison in 1927.

The original name for the area was Tryon, now referred to as “The lost city of Tryon”. This was the first settlement in Monroe County, which was once located in Ellison Park and was established in 1797. Tryon was the only settlement between Oswego (80 miles east) and Lewiston (80 miles west).

The Fort Schuyler Gravity Check section of the course highlights a log cabin originally built in 1721 as an English trading post. A replica was re-built in 1938 in the same location.

COURSE DESCRIPTION

Cyclocross races have been held at Ellison Park since 2008. The 2.8 km course is grassy, hilly and is located in an area of the park that was carved by glaciers. Each lap of the course contains approximately 256 feet of vertical climbing per lap. The race course includes 1 man-made barrier set, one natural barrier obliging riders to dismount their bikes and a “Belgian staircase” located adjacent from the finish line. The double-sided pit is located at mid-point on the course and is clearly labeled.

Overall, the course contains a variety of terrains including grass covered slopes, a section of paved road and dirt sections. The course winds through a section of old growth evergreens, uses natural features as barriers and takes riders past 200 year old oak and maple trees. One portion of the course races past a log cabin and through an adjacent gully before hitting the pavement on Park Road, known as the “Fort Schuyler Gravity Check”.

There is a run up/descent (depending on the direction of the course) named the “Chutes & Ladders”. It is located behind the finish area - expect a demanding run-up! There is a second run-up/descent that is about 50 meters from “Chutes and Ladders” – this run-up, called the “Elite Run-Up”, will be utilized by the men’s and women’s elites ONLY. There is also an uphill & downhill named the “Ellison Alpe d’Huez” adjacent to the finish line. This downhill adds some speed to the course, right in front of the spectators!

The Start section is separate from the race course and is only used for the start of each race.

The course direction will be reversed for the second day. COURSE MAPS Course may change due to weather conditions. Please note the location of Start and Finish lines.

Upon athlete and team manager arrival, please go to the finish area and registration as soon as possible.

Day 1 on Saturday (C1) is clockwise in direction (race course is 2815 meters in length). Day 1 start section is 200 meters to course entrance Day 2 on Sunday (C2) is counter-clockwise in direction (race course is 2815 meters in length). Day 2 start section is 275 meters to course entrance

LOCATION OF OFFICIALS, SECRETARIAT, ACCREDITATION ISSUE POINT, REGISTRATION & PRESS/MEDIA TENTS

The included course map illustrates the location for: (please refer to the course maps on pages 9 & 10)

1) The OFFICIALS’ tent is located immediately adjacent to the FINISH line on a raised platform. 2) The SECRETARIAT and PRESS/MEDIA tent is located at the southeast end of the finish straight - it is

equipped with tables, chairs, and internet access for the officials/press/media to use. 3) The ACCREDITATION issue point and REGISTRATION area is within an orange tent located next to the

finish truss. TIMING, SCORING AND RESULTS

Timing and scoring will be done using a computer program by our timing staff. In addition to the staff and computer program, a high-speed camera will also be present at the finish line. The timing equipment and staff will be located in the officials’ tent on a custom raised platform immediately adjacent to the finish line and truss. Results will be posted on the Results Board adjacent to the Registration tent. Results will also be posted on the race website at www.ellisoncyclocross.com. RACE NUMBERS

EQUIPMENT REQUIREMENTS

Approved helmets required for all riders

Riders in the amateur races may ride cyclocross or mountain bikes, provided bar ends are removed. Disc brakes are acceptable.

Changes to UCI Cyclocross rules have resulted in the following equipment requirements:

Disc brakes are permitted in UCI events

Tire width is reduced to a maximum of 33 mm for UCI events

START ORDER

Amateur races: (please refer to the course maps on pages 9 & 10) The start staging area is located approximately 500 meters north of the finish truss in the Landing Road parking lot. Riders are advised to be in the vicinity of the Start Staging Area at least 15 minutes prior to race start time.

Rider call-ups/start grid position will be done based on Crossresults.com standings. If riders are not present with 10 minutes to start and miss their call-up, they will lose their start grid position. Concerns about start order should be addressed with the Race Secretary no less than 30 minutes before the start of the respective event.

Elite Women and Men’s races: (please refer to the course maps on pages 9 & 10)

The start staging area is located approximately 500 meters north of the finish truss in the Landing Road parking lot. Rider call-up will begin about 10 minutes before race start. Riders not present who miss their call-up will lose their start grid position. Call-ups will be in a generally numeric order.

The start order is determined:

1) Per the latest published individual UCI Cyclocross Classification.

2) Unclassified riders by random draw established by the commissaires

Confirm your ranking points with the Race Secretary when you pick up your bib number each day.

Upon entering the starting grid, race officials will be checking the placement of your numbers and the width

of your tires.

PIT REQUIREMENTS AND NEUTRAL SUPPORT

Elite riders with a mechanic will be issued a Pit Pass. Each rider is allowed one mechanic and the rider will be issued a pass with their corresponding rider numbers at sign-in. No other personnel shall be allowed in the Pit Zone. Anyone receiving a pit pass must show a USAC license and have it recorded with the number of the rider(s) they are supporting. All credentials MUST be picked up 1 hour prior to the start of the race. Race staff and officials will check for credentials in the pit and any individual found without proper credentials will be asked to leave the pit area. Neutral Support will be available for all riders in the pit area for both days. A USAC certified mechanic will be available. A powered pressure washer will be utilized by a staff operator on-site in the pit area. There are also 1.5 gallon mini water sprayers available in the Wheel Pit for individual use. SRAM NRS is our official neutral support company FEEDING

If the temperature is above 68 degrees, the Chief Referee/President may announce that feeding is permitted during the race. Feeding must take place in the service lane of the pits and in no other area. In any case, feeding is not permitted during the first two laps or the last two laps of the race. Feeding outside the designated parameters may result in immediate disqualification. Riders may not take food or beverages offered by spectators from the beer garden/food court or any other places on the course. LAPPED RIDERS

Please be courteous and move to the side when being lapped, do not contest or interfere. The Chief Referee can and will pull lapped riders, but it is our intent to allow all riders to finish each event. For the Men’s and Women’s UCI events, the 80% rule may be applied at the President’s discretion.

EVENT MEDICAL STAFF

Local ambulance services and the county sheriff have been informed of the event. An ambulance will be on standby on Landing Road (please refer to the course maps on pages 9 & 10) for the treatment of minor injuries for athletes, staff and spectators. First aid will be available in the Medical Tent located at the southeast end of the finish straight (next to the registration tent). At least one doctor and 3 trained first aid providers will be on course. (please refer to the course maps on pages 9 & 10) HOSPITALS

County sheriff deputies and park security have been notified and will be available throughout the event. There will be a minimum of 4 crosswalks on the course and these will be manned by course marshals on both sides of the course throughout the event. Security personnel will be located at the beer garden/food court under the 30’ x 60’ tent by the finish line. ANTI-DOPING

The Ellison Park Cyclocross Festival is subject to UCI/USADA anti-doping Examination Regulations and all competitors and team personnel must abide by these regulations. Any riders with a nonnegative test result (following any adjudication process) will forfeit any prizes won at the event. Anti-doping control will be within the Monroe County Sheriff Command Center located by the start section of the course. The list of riders required to report will be posted on the Results board prior to the finish of the race. The racers will be required to report to anti-doping control within 30 minutes after the finish of the event. It is the responsibility of the rider and/or his/her team personnel to ensure that he/she reports to anti-doping within the required time.

PODIUM ETIQUETTE AND CHANGING AREA

Immediately following the completion of each race on both September 5th and 6th, the top 3 riders must proceed to the podium area. This includes ALL amateur and elite events. The podium area is on a raised platform adjacent to the finish truss. The top three finishers must report to the stage for awards, podium pictures and potential interviews with the professional announcer.

Riders are advised to have podium bags ready prior to the race (a podium bag typically contains a clean jersey and any essentials to prepare for awards and photos). If riders have support staff, they may assist their rider in the changing/preparing but support staff is not allowed on the podium stage.

Prize money may be withheld from a rider who does not report for the podium ceremony. It is a rider’s responsibility to be present for the awards presentation. All podium finishers must wear his/her race/team kit for podium pictures. This is your opportunity to support your sponsors and the event sponsors! BIKE PODIUM DISPLAY (Elite Riders Only) Podium finishers in the men’s and women’s elite races are asked to report to the podium with his/her bike. A “top 3” bike display is located adjacent to the awards stage. Again, this is another opportunity to support your sponsors and the event sponsors! AWARDS CEREMONY PROTOCOL

The riders that must report to the podium are the Race Winner, 2nd and 3rd place. Note that failure to attend awards ceremonies results in 200CHF and forfeiture of prizes for a C1 event, 100CHF and forfeiture of prizes for C2 event.

Awards will be given and podium ceremonies will be held approximately 15 minutes after the completion of each race on both September 5th and 6th. POST EVENT PRESS CONFERENCE

Top 3 athletes should go straight from the Awards Ceremony to the Press Conference.

The Press Conference and interviews will be held at the Awards Stage (Unless raining, they will be held in the

media tent next to the awards stage)

Riders shall remain in the podium area briefly after their ceremony for potential interviews.
