Re: Staff intent to make recommendation regarding PGE application to update Schedule 201 (avoided cost prices) to Commission on October 1, 2013
Dear 1610 Parties:
Portland General Electric Company (PGE) has filed an application to revise Schedule 201, Qualifying Facility Purchase Information for Qualifying Facilities 10 MW or Less based on the awarding of a bid for a new baseload resource and consequent change in date for the next resource addition from 2016 to 2021.1 PGE states that its order is consistent with Order No. 10-488, which states, "a utility may propose to update its avoided costs at any time based on a "significant change."
Staff of the Public Utility Commission (Staff) intends to make a recommendation regarding PGE's application to revise Schedule 201 at the public meeting scheduled for October 1, 2013. Staff notes that in Docket No. UM 1610, some parties testified regarding concerns with "rate pancaking" stemming from avoided cost price changes that occur at times other than after acknowledgment of a utility's Integrated Resource Plan (IRP).
To the extent a stakeholder wishes to submit comments regarding whether the Commission should allow the update or whether it should depart from its current policy of allowing mid-cycle price updates for significant changes, Staff asks that stakeholders submit comments no later than September 13, 2013.
