Hopefully, a number of those thoughts will in- clude the time spent in our lovely Elkhorn communi- ty. All of our amenities were well used, and our special events were well attended. The weather was perfect, and even the smoke mostly avoided us. As I think back over this busy year, I am apprecia- tive of all of our SVEA board members I have had the privilege to work with. Nancy Auseklis and Harry Griffith, who are both leaving the board after six years of service, will be greatly missed. Nancy and Presidents Message bers informed of issues affecting them and the broader Elkhorn communi- ty. Preserving the beauty of Elkhorn by guiding the design of attractive resi- dences and landscaping and by protecting associa- tion owned land. Assuring compliance with the approved rules, regulations and govern- ance policies. I think our efforts this year have followed these principles, and I look for- ward to 2019 with enthusi- asm. And after ringing in the New Year, dont forget about the Elkhorn home owners meeting on Satur- day, January 5th at 3:00 p.m. Its a great oppor- tunity to mix and mingle with your neighbors, and get caught up on SVEA business. Annual Meeting January 5, 2019

The Annual Membership meeting is scheduled for January 5, 2019 at 3:00 p.m. at the American Legion Hall at 220 Cottonwood in Ketchum. There will be a half hour social with refreshments fol-lowed by the Membership meeting starting promptly at 3:30 p.m.

Each year staff prepares and sends out approximately 1450 annual meeting packets. With postage, supplies and labor the annual meeting packet mailed to owners is estimated to cost approximately $2,500 - $3,000. Each year staff struggles to achieve a quorum prior to the meeting. SVEA often achieves a quorum with only 51%-52% or 830 to 850 owners submitting their proxies. This low re-turn often requires an eblast reminder or follow up mail request to all those not responding.

PLEASE! We are asking that you please return your proxy even if you plan to attend the meeting. Your efforts in returning your signed proxy helps in our preparation efforts and assures a quorum. The lack of a quorum will require the meeting to be rescheduled incurring additional mailing and meeting preparation expenses.

PROXY QUESTIONS? The proxy may appear more complicated than it really is. The proxy has two sections. You either check section I or check a single box in section II – but not both. By checking Section I and signing at the bottom your proxy is used for quorum only. In Section II you will either personally vote for board candidates or transfer your right to vote for candidates to someone else in one of three ways. Just check only one box in section II. If you check #1 in section II, just vote the number of votes shown and assigned to your property. Any questions, please don’t hesitate to con-tact the administrative office at 208-622-7420. Be sure to sign and date the bottom where indicat-ed to validate your proxy.

A Holiday Delight!

Chocolate Bread Pudding with a Brandy Custard Sauce Serves 12

2 – 3 loaves sliced bread – crusts removed, cut in 1” squares

1 c. melted butter

½# bittersweet chocolate

3 c. heavy cream

1 c. milk

1 c. sugar

12 yolks

1 t. vanilla

Pinch salt

Brush bread with butter and toast in the oven.

Chop chocolate and melt over a double boiler.

Heat milk and cream until almost boiling.

Whisk sugar and yolks until well blended.

Slowly mix in the cream/milk mixture. Strain.

Add this to the chocolate and stir in the vanilla and salt.

In a 9 x 12 pan, arrange the bread. Pour the liquid mixture over the bread.

Cover with plastic and weight the pan with another 9 x 12 pan on top of mixture for about one hour allowing the mix-

ture to soak into the bread.

Remove plastic, cover with foil.

Punch holes in the foil to allow steam to escape.

Place in a water bath.

Bake one hour and 45 minutes at 325 degrees or until the liquid is absorbed.

Brandy Custard Sauce

3 yolks

1/3 c. sugar

1/3 c. milk

1 c. heavy cream

Pinch salt

¼ c. brandy

Beat yolks with sugar until well blended.

Bring milk and cream to a boil.

Whisk ½ c. of the cream mixture into the yolks and sugar. Whisk this back into the pan with the remaining cream

mixture.

Cook over medium heat until it begins to thicken. Do Not Boil. Remove from heat, add the salt and brandy. Strain and

cool.

SVEA Financial Report Balance Sheet Snapshot

The Board of Directors have received and reviewed all financial statements as of October 31, 2018.

The SVEA fiscal year began on November 1, 2017 and ended on October 31, 2018

The Capital Reserve asset replacement fund balance as of October 31, 2018 totaled $1,235,240

The Operational Account cash and investments balance as of October 31, 2018 totaled $613,176

The Property Owner Accounts Receivable balance as of June 30 was $103,854 – the number of accounts 90

days or more delinquent stood at 7 as of October 31, 2018.

There were no outstanding liabilities as of October 31, 2018

Each year, as part of SVEA’s efforts to prudently manage the finances of the

Association, an audit of the books and records is performed by an independ-ent CPA. The 2017/18 audit will be performed by Mahlke, Hunsaker & Com-

pany PLLC located in Twin Falls. Scott Hunsaker has worked with SVEA

since 2014. The auditor will spend several days onsite reviewing all account-

ing procedures, income and expenses, bank statements, electronic files, Board

minutes, review capital reserve accounting and expense classifications and conduct staff interviews. Once the audit is complete a draft is sent to the Gov-

ernance Committee and Finance Committee for review prior to final approval

by the Board of Directors. After the audited statements are approved by the

Board of Directors they are posted online for distri-

bution to the membership. The audit information

is summarized and reviewed during the annual meeting.

are closely reviewed in this multi-step process!

RESIDENTIAL DEVELOPMENT: The Hennessy Company plans for continued residential expansion in the Village core have not yet materialized. To date, no plans have been sub-mitted for approval to either SVEA or the City of Sun Valley. Hennessy Company owner, Dave Hennessy, indicated previously his company would like to start construction in the spring of 2019. Owners will be kept informed as this matter progresses.

HOLIDAY LIGHTING: Please remember that holiday lighting should be turned off by 11:00 p.m. daily. Cooperation is greatly appreciated by your neighbors.

SKATING ON THIN ICE: Winter in the Idaho mountains brings a special beauty and the ex-citement of cold-weather outdoor activities. Your Elkhorn Staff would like to take a moment to remind you of the dangers of thin ice. The many ponds and water-ways in Elkhorn and the surrounding areas offer fun recreation oppor-tunities. However, as everyone knows thin ice can be hazardous. Please use caution and carefully supervise your children and pets around ponds and waterways. Be Safe!

VILLAGE TENNIS COURTS UNDER CONSTRUCTION: The Village tennis amenities are under construction. Courts 1 and 2 have been removed and will be replaced with Har-Tru clay courts in the spring. When complete, there will be a total of 4 Har-Tru clay courts for our Owners and guests to enjoy. It is anticipated that the courts will be ready for use by July 4th.

VILLAGE BATH HOUSE RENOVATIONS: The Village pool bathhouse has undergone renovation of the shower facilities for the Women and Men’s locker rooms. The Hot tub Facilities opened on Thanksgiving weekend and will remain open from 3:00 p.m. to 10:00 p.m. daily throughout the ski season.

MOUNTAIN RIDES - Red Route Winter Bus Schedule

Mountain Rides is again providing fun, easy and FREE service within Elkhorn. The Mountain Rides winter schedule will begin on Thanksgiving Day, November 22nd and run until end of ski season, April 15, 2018.

The Red Route will run seven days/week. The 30-minute service starts at 8:30 a.m. in Elkhorn Springs and ends at 4:59 p.m. in Ketchum at the Wells Fargo stop. The Red route starts in Elkhorn Springs and goes through the Elkhorn neighbor-hoods to River Run and continues through West Ketchum to the post office and ends at the Wells Fargo Bus stop. On the return to Elkhorn, the Red route will start at the Main & 4th (Wells Fargo) stop, go to the post office through West Ketchum to River Run Plaza and then on to the Elkhorn neighborhoods with the last bus leaving at 4:30pm ending in Elkhorn Springs at 4:55pm. Please check the times for your stop as it may have changed. The Blue Route will also run seven days/week. Service is every 30 minutes and begins at Warm Springs Base at 7:00 a.m. and ends at Baldy View Circle in Sun Valley at 10:20 p.m. (Elkhorn Springs upon request) Hourly service continues with the last bus leaving Elkhorn Springs at 1:02 a.m. back to Ketchum. On the return from Ketchum, the last bus is at 1:45am from the Sun Valley Rd and East Ave (Elephant’s Perch) stop. Wildlife Feeding—Do it Right!

ADC Matters

The feeding of Elk and other wildlife in Elkhorn has been a long-debated topic without con-sensus. This very emotional issue often pits neighbor against neighbor as feeding con-gregates the animals which eventually go in search of other food sources, often neigh-boring landscaping between feedings. The feeding of elk on SVEA open space land is not permitted. In the winter of 2016/17 Sun Valley Mayor, Peter Hendricks, issued a letter on the subject of feeding elk on private property. Please read the following ex-cerpt before initiating the feeding of elk on your property this winter season:

“So, to feed or not to feed?

If you feed, make sure the food is safe for the animals. Giving them stuff like store pro-duce, bread and the like, is consigning them to death.

If you must, use pellets or hay but first check with Fish & Game as to the appropriate foodstuffs. Additionally, have a space that will accommodate the herd, spread the food in the appropriate manner (check with F&G), and realize your liability should something unpleasant happen. Elk don't usually stop when the hay is gone -- they'll continue to the nearest bushes, shrubs and plants, some of which may not be yours. Also, your desire to feed may not be shared by your neighbors or homeowner’s association.

And here is the hard part: Don't Stop!

Elk will get used to the handout. They will expect it even when you do not feel like giving it. Think about your long-term commitment to them and how it will affect your life. The decision to feed the elk herd should not be taken lightly. It is a significant commitment of time, energy and resources.

Feeding rules are put into place to keep animals away from populated places -- for their protection and for ours. Rules are meant to protect domestic animals and livestock from the elk, and vice versa, as well as secure stored commercial crops.

There are other ways to help the animals through this winter. Numerous organizations can be found on the internet that deal with this problem in our valley. Explore the sites. Get involved with them. Offer them your resources, whether it be volunteering or finan-cial support. Any support would be welcome.

Wildlife in the midst of our City is not just a luxury, it is an essential part of the soul and spirituality of our home. We must protect it and treat it with the highest regard as we would any good neighbor. And we must help when the need is warranted.

In addition, feeding the elk may delay or alter their natural migratory habits and the congregation of these animals may attract predators such as coyotes, cougars and wolves bringing them close to homes. While we are all naturally compelled to assist the Elkhorn wildlife during harsh winter conditions, there is much to consider prior to doing so. (Reprinted from 2016/2017)

The City of Sun Valley is set to have a final reading to approve an amendment to ordinance 528 which paves the way for E-Bike operation on the City multi-use trail system as follows:

4-6-2: REGULATION OF BICYCLES, HUMAN PROPELLED VEHICLES, E-BIKES, ALTERNATIVE ELECTRIC MOTORED VEHICLES, AND WHEELCHAIRS

An E-bike shall be defined as a vehicle having two tandem wheels or two parallel wheels and one forward wheel, any two of which, are not less than twelve inches in diameter and is designed to be operated by human power with the assistance of an electric motor that has a power output of not more than seven hundred fifty (750) watts and disengages or ceases to function when the vehicle’s brakes are applied.

Use of alternative electric motored vehicles (vehicles with the assistance of an electric motor that has a power output of not more than seven hundred fifty (750) watts) shall be allowed to operate on the City trail system, provided operation of an electric motored vehicle is in accordance with regulations provided in this chapter.

Use of wheelchairs and manually-powered mobility aides by individuals with mobility disabilities such as would qualify the user to obtain an Idaho State handicap parking permit or otherwise allowed under the Americans with Disabilities Act shall be per-mitted on the City trail system. The term “wheelchair” is defined as a manually-operated or power-driven device designed pri-marily for use by an individual with a mobility disability for the main purpose of indoor or of both indoor and outdoor locomo-tion.

PROHIBITION OF MOTOR VEHICLES:

A. It shall be unlawful for any person to operate a motor vehicle upon the trail system unless the motor vehicle is: 1) a motorized wheelchair; 2) a human propelled vehicle designed for use by only one person, with electrical assist(s) totaling less than 750 watts; or 3) a maintenance vehicle which is operated on the trail system either for the purpose of maintaining the trail system or properties directly abutting the trail system.
