Uncertainties
Essentially, the following uncertainties
Nuclear power plants EU 2020 targets New thermal plants Additional decommissioning Load growth
Key drivers shaping the future energy landscape
No nuclear power plants after 2025 Pace of RES integration Security of supply : autonomy or dependency CO2 market reforms Additional decommissioning Load growth and Energy efficiency Storage developments Off-grid solutions
From today to 2020 From 2020 to 2030
Scenarios for framing uncertainty: 2030Construction of 4 scenarios 2030:• Legal obligation: in line with the
prospective study on generationresources (federal authorities)
• Legal obligation: being compatiblewith TYNDP scenarios
• Elia does not assume that onescenario is more likely or moredesirable than another
• The actual situation should tally inthese extreme scenarios

Strong decentral production (30%of power demand), no longerpassing through grids
• High adoption of intermittentRES
• Breakthrough of 'prosumption',combining local generation &storage
• Adequacy and balancing onunit or microgrid level
Pan-European mgmt of demand andgeneration fluctuations in context ofhigh intermittent production
• High adoption of intermittentRES
• High capacity interconnections• Adequacy on pan-European

Context
Solution
Experience
• Lack of stragicalligy improtant investment, 2003 blackout
• Eligible projects: interconnection andcongestion reducing domestic lines
• Incentives: 12 years (risk) and +2%WACC premium (return)
• 8 billion invested since 2008• 28 ongoing strategic projects
THIS IS ONLY THE FIRST PACKAGEFOR INFRASTRUCTURE
EU Energy Infrastructure Package
Key messages for Belgium
• Advanced regulatory treatment that has to be put inplace anyway for PCIs, could also be applied toimportant national investments
• Look at the state of the art one stop shops that arebeing implemented for permit granting
• Revisit the regulatory framework for electricitynetworks

De CREG,een blik in de keuken
ELIA Stakeholders Day 2014
Brussel, 21 november 2014
Agenda
I. Regulatoir kader
II.
80
I. Regulatoir kader
83
II.
een koolstofarme Europese economie én met voldoende concurrentiekracht;
Aangepaste, gemoderniseerde en/of sterkere netten met een groeiend percentage variabelehernieuwbare energie en een grotere flexibiliteit aan vraag- en aanbodzijde;
Noodzaak om vakgebieden aan te passen en de energietransitie zo goed mogelijk te begeleiden inhet algemeen belang van het land en van alle Belgische verbruikers;

Open vraag: andere CRM-types nodig? Te bepalen in een regionaal / Europees kader.89
III.
