Item No.1: Confirmation of the proceedings of the 10th meeting of Haryana Kisan Ayog
held on 10.01.2013.
The proceedings of the 8th meeting of the Haryana Kisan Ayog, were circulated
vide letter No. HKA/2013/6437-39 dt. 21.01.2013. A copy of same is placed at Annexure-1 for
confirmation.

The members reviewed the progress of various Working Groups and appreciated the release of four technical reports in the recent past.

4. Terms & Conditions for engagement of Consultants and Research Fellow.
It was decided that Ayog may engage upto Six Consultants as per need/specific requirements and the upper age limit for Consultants be fixed at 70 years. In case the services of a Consultant is required beyond 70 years, the matter may be brought to the Ayog.

Item No. 3: Shifting of Headquarter of Haryana Kisan Ayog The Haryana Kisan Ayog was constituted on 15 July, 2010 for a period of two
years with its headquarters at CCSHAU campus, Hisar. The government has now decided to
extend the tenure of Ayog for the 12th Plan period. It has also been decided that the
Headquarters of Haryana Kisan Ayog be shifted to Panchkula for which building space is to be
provided by HSAMB. In pursuance of this decision, HSAMB has agreed to provide a building
presently occupied by the Market Committee in Sector-20, Panchkula. Letter received from
HSAMB in this regard is placed at Annexure - 2. The HSAMB has agreed for the renovation
work and tenders have also been invited.
The Ayog will furnish the office after its renovation, mainly through shifting the
furniture and movable fixtures from Hisar. However, some furnishing work has to be done afresh
viz. putting up curtains, communication/internet, furnishing of a committee room, putting up sign
boards, fixtures in the pantry, electricity back up etc. It is proposed that financial sanction for a
sum of Rs. 15 lakhs may be accorded for taking up shifting and furnishing work that is needed for
making the office functional. Some items/fixtures will be not be shifted and left in the present
building. The Ayog may be allowed to transfer these items to CCS HAU, free of Cost.

Item No:4 Status of Working Groups.
Ten Working Groups have been formed by the Haryana Kisan Ayog so far. The
following six working groups have submitted their reports and the same have been circulated to
concerned departments and officials for information and further necessary action.
1. Conservation Agriculture and Farm Mechanisation
2. Working Group on Draft Agricultural Policy for Haryana
3. Working Group on Natural Resource Management for Haryana
4. Working Group on Horticulture Development for Haryana
5. Working Group on Protected Cultivation for Haryana
6. Working Group on Fisheries Development in Haryana.
The reports of the following two groups are in advanced stage of finalization and are expected to
be submitted soon:
1. Working Group on Development of Animal Husbandry in Haryana.
2. Working Group on Productivity Enhancement of Crops in Haryana
The work of the following two working groups is also currently in progress:
1. Working Group on Rainfed Area Development in Haryana
2. Working Group on Linking Farmers to Market in Haryana.
Above status is placed before the Ayog for information. The members of Ayog may like
to suggest suitable follow-up action for effective use of these valuable reports.

Item No:5 Progress of Project On Scientific Land Use Planning .
The following decision was taken in the meeting held under the Chairmanship of
Hon‟ble Chief Minister, Haryana on 6 June 2012, to review the Action Taken Report on the
recommendations of Haryana Kisan Ayog :
“The Haryana Kisan Ayog was advised to prepare an action plan for the scientific land use planning with the help of HARSAC, ICAR and CCSHAU. A project on this be planned involving experts in the field.” Accordingly, a project has already been sanctioned amounting to Rs. 50 lakhs to
be implemented by HARSAC, during the 8th meeting of Ayog on 8 August, 2012. The progress
of the project was reviewed recently by its Review Committee under the chairmanship of Dr.
A.K.Singh, Vice-Chancellor, Rajmata Vijayaraje Scindia Krishi Viswa Vidyalaya, Gwalior.
A copy of the proceedings of Review Committee is placed at Annexure - 3 for
the kind information of the members.
-6- Item No. 6 Status on Important Issues. The Honourable Chief Minister had desired that the Sate should frame its own
policy on agriculture and the Haryana Kisan Ayog should prepare a draft agriculture policy for
Haryana. Accordingly, the Ayog submitted the draft to the government on 6th June, 2012.
The Hon‟ble Chief Minister announced the creation of a State Agriculture
Innovation Fund to be operation by the Haryana Kisan Ayog, while addressing the Kisan Diwas
function in Hisar on 23rd December, 2011. A concept note for tis creation was submitted by the
Haryana Kisan Ayog on 4th Jan, 2012. Detailed guidelines were discussed in the 7th meeting of
the Ayog held on 30th March, 2012. After proposal by the Ayog these guidelines were submitted
to the Government on 21st April, 2013. Based on the decision by the Hon‟ble CM on 10th Jan,
2013, the guidelines were further revised and submitted to the Government.
It is also decided in the meeting chaired by Hon‟ble CM on 6th June, 2012 the
HSAMB will provide funds for research. Draft guidelines for the same were submitted by Haryana
Kisan Ayog on 25th Oct., 2012. These have been approved by HSAMB in its Board meeting held
on 3rd April, 2013. These have been sent by HSAMB to the Government for approval.
The above important issues were also discussed in the review meeting on
Pending issues concerning HKA held on 3rd April, 2013, under the Chairmanship of Hon‟ble
Chief Minister and it was decided as under:
1. Adoption of Agriculture Policy: It was decided that comments of all department be obtained by Department of Agriculture within 15 days and the revised draft may be placed in the next cabinet meeting of approval.
2. Creation of Agriculture Innovation Fund: It was informed by the Principal Secretary Agriculture that the revised proposal for creation of the Innovation Fund had been submitted for approval of Hon‟ble CM. He also informed that for the creation of a Society the proposal would also require approval of the cabinet. Hon‟ble CM desired that the matter may be expedited and placed before the Cabinet in the next meeting. The CA, HSAMB informed that a sum of Rs. 4 crores has already been earmarked for this purpose and same will be transferred soon after creation of the Fund.
3. Competitive Research Grant-Scheme: It was informed by CA, HSAMB that the guidelines for operation of this scheme had been approved by the HSAMB in the meeting of its Board held on 3rd April, 2013 and a sum of Rs. 6 crores had already been allocated for this purpose. These guidelines would now be submitted for approval of the Government. It was decided to have the same expedited.
Being important issues, the status on these is placed before the Ayog for information and
further guidance on the required follow-up work.

Item No. 7 Revision of remuneration of Ayog staff.
Haryana Kisan Ayog was constituted on 15 July, 2010. As per guidelines issued
by the Govt. vide Memo. No. 10694 dated 05.08.2010, two posts of Assistant and one post of
Accountant was sanctioned to be filled through deputation or on contractual basis. Accordingly,
these posts were filled on contractual basis on a consolidated salary of Rs. 12,000/-.
At the time of constitution of the Ayog, the remuneration paid for the above said
posts at DC rates was Rs.4864/p.m. which was less than half of the emoluments paid by the
Ayog. The DA prevailing at that time was 35% and now the same has been increased to 80%
having a hike of 45% i.e. Rs. 5400/-.
Since establishment of Ayog, almost 3 years have passed. Since then, both
dearness allowance as well as price index of consumer goods have increased considerably. Also
the DC rates applicable to the above posts for the year 2013-14 has also crossed the contractual
salary fixed by the Ayog. A comparative table is placed at Appendix - A which clarifies the
subject. The minimum wages prescribed for Hisar District- are placed at Appendix- B.
Two Computer Programmers were also engaged by the Ayog around two year
ago. They have submitted a representation dated 23rd March, 2013 (copy placed at Appendix-C)
regarding revision of their remuneration. In this connection, it is mentioned that Computer
Programmer is a technical post to provide much needed support to the Ayog. In support of their
demand, they have submitted documents concerning salary paid by the Election Commission of
India, Indian Council of Medical Research, NRHM etc. for similarly placed staff.
Accordingly, in view of considerable increase in DA rates of similarly placed staff
in the Government, it is proposed that the remuneration of Computer Programmer and
Accountant & Assistants needs revision.

Proceedings of the 10th meeting of Haryana Kisan Ayog held at Chandigarh on 10.01.2013 at 1 p.m.
The following were present:-

At the outset, Dr. R.S. Paroda, Chairman welcomed the members and
appreciated their full support to Ayog.
The agenda items for the meeting were taken up and the following decisions
were taken:

Haryana Kisan Ayog.
Action taken on all previous decisions was noted with satisfaction.
Item No. 3: Update on activities of the Ayog
The members reviewed the progress of various Working Groups and
appreciated the release of four technical reports in the recent past.
Item No 4: Terms and condition for the engagement of Consultants & Research
Fellows.
After due deliberation, it was decided that the upper age limit of the
Consultants to be engaged by Ayog may be fixed at 70 years. The present
incumbents may, therefore, be allowed to continue their services by the
Chairman on an annual contract basis. In case the services of any
Consultant are required beyond 70 years in some specific situation, the
matter may be brought before the Ayog with full justification for
consideration.

Minutes of the Review Meeting held on 18.5.2013 under the Chairmanship of Dr. A. K. Singh, Vice- Chancellor, Rajmata Vijayaraje Scindia Krishi Viswa Vidyalaya, Gwalior at TAAS office, IARI Campus, New Delhi.

At the outset, Dr. D. P. Singh, Consultant, Haryana Kisan Ayog welcomed all the participants and asked Dr. V. S. Arya, to brief about the project to the participants and make his power point presentation. Dr. V. S. Arya briefed about the project entitled “Development of Sustainable Landuse Plan of Haryana” funded by Haryana Kisan Ayog and presented approach, methodology and recommendations derived at for development of landuse plan based on Remote Sensing & GIS for Nathusari block, district Sirsa. The participants appreciated the efforts made by HARSAC to develop landuse plan of the block on 1:50,000 scale. After a prolonged discussion, the following decisions were taken:
The methodology developed by HARSAC for sustainable land use plan development
was appreciated and it was decided that all the districts of the state be completed by
following this methodology.
Socioeconomic data may be suitably integrated in the landuse plan. For this purpose,
Dr. K. N. Rai, Consultant Haryana Kisan Ayog may be included in the project and
NCAP centre, New Delhi & Dr. Suresh Pal, Head Department of Agriculture-
Economics, IARI, New Delhi shall be consulted to prepare format for collecting socio-
economic data.
Following committee of scientists from various institutions was constituted to discuss &
finalise the recommendations:

After finalizing the sustainable land use plan of the state, a workshop may be organised
and work may be presented before the expert committee and other concerned
scientists and officials of Govt. Departments. The expenditure of the workshop would
be born by Haryana Kisan Ayog.

As the recruitment of Project Scientist & Junior Research Fallows were made in the
month of January 2013 and the project work practically started in January 2013, the
starting date of the project be considered from January 2013.
It was also decided to release the second instalment of the project funds by Haryana
Kisan Ayog.
