SPF SCHOOL PERFORMANCE FRAMEWORK
Schools are evaluated annually and receive a performance rating based on their scores on indicators within the framework.
TYPES OF SCHOOLS
DISTRICT-MANAGED SCHOOLSOperated, supervised and supported by DPS and its Board of Education.
■ MAGNET SCHOOLS or programs emphasize a particular style of learning or educational need, or serve students with a common area of interest, and may provide transportation to students who live outside the school’s neighborhood.
■ INNOVATION SCHOOLS have been granted status by the DPS Board of Education and the Colorado Department of Education, providing increased flexibility with education programs, staffing, schedules and budgets to best meet students’ needs.
CHARTER SCHOOLSIndependently operated public schools governed by an independent Board of Directors.
■ All charter schools are accountable to the DPS Board of Education and to the same academic performance standards as district-managed schools.
■ Charter schools have flexibility to design their own educational programs and school-based policies.
■ All charter schools are committed to equitably serving all students within the district. Some charter schools serve a neighborhood boundary or give a priority to students who live within a designated area.

UNDERSTAND THE SCHOOL PERFORMANCE FRAMEWORK
WEB: spf.dpsk12.orgEMAIL: [email protected]
Knowing how well schools are serving students and families is a key part of how we will reach our Denver Plan 2020 goal of Great Schools in Every Neighborhood. The School Performance Framework, or SPF, measures many important aspects of what we know makes a great school, such as:
■ Student and parent satisfaction
■ Improved scores on state tests from year to year
■ How well the school serves and challenges all of its students
The SPF is like a report card for schools that lets us know where a school is making progress and where we need to focus on improving. Please keep in mind that SPF is just one factor in deciding which school is best for your student.
All schools are in the process of making improvements that may be starting to show results on the SPF. These types of big changes take the patience and hard work of outstanding educators supported by extra resources, which is why DPS provides more intense support to the schools that need it most.
Our school report card puts special emphasis on student academic growth, or how much progress students have made from one year to the next. In DPS, we believe what is most important is not where kids start, but how much they grow.

HOW TO READ THE SCHOOL RATINGS
HOW ARE SCHOOLS RATED?
We use a color-coded rating scale to show at-a-glance how schools are performing, ranging from our highest rating, Distinguished (blue), to our lowest rating, Accredited on Probation (red). In DPS, we have high expectations for all of our schools, to make sure our students are prepared for college, career and life when they graduate from DPS.
ACADEMIC GAPS
Ensuring our schools are serving all students well is an important area of focus on the 2017 SPF. In DPS, we believe a great school is one that serves, challenges and supports all students well. We are especially concerned about closing opportunity gaps for our students who have been historically underserved in our nation’s public schools, including students of color, students in poverty, English language learners and students with disabilities. That’s why each school will receive an Academic Gaps rating that directly affects their overall SPF rating.
Beginning this year, a school will only be eligible to receive our highest ratings of Distinguished (blue) or Meets Expectations (green) if it earns a blue or green rating on Academic Gaps. This change means that a school could earn an overall score that would otherwise qualify it for a blue or green rating, but will have its rating downgraded to yellow if the school is not meeting expectations for all students.
RATING SCALES OVERALL DISTINGUISHED: High-quality school that demonstrates strong results across most areas.
MEETS EXPECTATIONS: Quality school that demonstrates good results in many areas, with a few areas in need of some improvement.
ACCREDITED ON WATCH: School that demonstrates results in some areas and/or has several areas in need of improvement.
ACCREDITED ON PRIORITY WATCH: School that demonstrates low results overall and/or has multiple areas in need of significant improvement.
ACCREDITED ON PROBATION:
School that demonstrates minimal results overall and has many areas in need of significant improvement.
GROWTHWhile schools are given an overall SPF rating on the five-color scale you see here, we use a simplified, four-color rating scale for the individual measures that add up to the overall rating. EXCEEDS EXPECTATIONS: (79.5 TO 100%)
MEETS EXPECTATIONS: (50.5 TO 79.49%)
APPROACHING EXPECTATIONS: (33.5 TO 50.49%)
DOES NOT MEET EXPECTATIONS: (0 TO 33.49%)
OVERALL > Meets Expectations
GROWTH > 56% Meets Expectations
2017 SPF RATINGS SPF ratings for each school are depicted in this enrollment guide using the graphic shown below. The top bar of the graphic refers to a school’s overall rating; the bottom bar refers to student academic growth.

STANDARDS AND ASSESSMENTS
ACADEMIC STANDARDS
DPS has embraced the Colorado Academic Standards (CAS) to ensure students are equipped for success in the 21st century.
■ THE GOAL IS COLLEGE AND CAREER READINESS. Academic standards provide a clear understanding of what students are expected to learn at each grade level. As learning builds from year to year, the standards define what skills students need to graduate from high school equipped for college and career in the 21st century.
■ THE FOCUS IS ON DEEPER UNDERSTANDING. Academic standards focus on the development of skills vital to student success: collaboration, communication and problem-solving. The standards challenge students to move beyond memorization to think critically, developing a deeper understanding of the most important skills for each grade level.
ASSESSMENTS
The Colorado Measures of Academic Success (CMAS) are the Colorado state assessments. Aligned to the Colorado Academic Standards, CMAS focuses on the skills our students need – critical thinking, collaboration and problem-solving.
■ THE GOAL IS ENSURING ACADEMIC PROGRESS. DPS supports CMAS to ensure students are on track to graduate prepared for the 21st century. Our standards have evolved; we need a different type of measurement to gauge our students’ academic progress.
■ THE FOCUS IS ON IDENTIFYING STRENGTHS AND NEEDS. CMAS monitors progress and identifies room to grow as students move, grade by grade, to high school graduation. With higher standards, it’s more important than ever that we provide students the relevant, meaningful and timely supports they need to be successful.
THE PURPOSE IS FOR EVERY CHILD TO SUCCEED. We believe all children have talent, potential and the right to educational opportunities that allow them to achieve at the highest levels. The standards ensure all students receive a world-class education with the academic knowledge, language and skills they need to be successful in college, career and life.
We encourage parents to learn about the academic standards and assessments and engage in your child’s learning through conversations with your school’s principal and teachers. Visit standards.dpsk12.org for more information on the standards and how you can support your child’s learning. For information on CMAS, including updates to testing changes, please visit standards.dpsk12.org/assessments.

ENROLLMENT AND SCHOOLCHOICE
WEB: SchoolChoice.dpsk12.orgPHONE: 720-423-3493
Equity is at the heart of SchoolChoice. We believe all students should have access to quality schools, regardless of background or address.
Any student who wants to attend a school other than their neighborhood school can take part in SchoolChoice. Families rank their students’ top five school preferences in the SchoolChoice application. We then match students to schools based on those preferences, as well as school admission priorities and available space.
The next SchoolChoice season opens Feb. 1, 2018. Applications are due by Feb. 28, 2018 at 4 p.m.

WHAT’S NEW THIS YEAR?
DPS is proud to have the best SchoolChoice system in the country, but we’re always striving to make it better. So, we’ve made a couple improvements this year.
■ We’ve moved the SchoolChoice window to February. The new date gives our families more time to research schools, as well as finalize their living arrangements for the following school year.
■ We’re also introducing a new online, mobile-friendly tool, which families can use to more easily search for schools and submit their SchoolChoice application – all in one place.
WE’RE HERE TO HELP YOU EVERY STEP OF THE WAY!
If you need help, start by contacting the SchoolChoice hotline at 720-423-3493, or visiting the front office at your child’s school.
Stay informed at schoolchoice.dpsk12.org.
WHAT IS AN ENROLLMENT ZONE?
Some schools in DPS reside within enrollment zones. Enrollment zones are geographic areas where the students living within it are guaranteed a seat at one of several schools, not just one particular school.
There are multiple benefits to an enrollment zone, including:
■ Increased access to high-performing schools
■ Increased access to school transportation options
■ Priority over students who don’t live in the zone
■ Access to different types of school programs
To learn more about enrollment zones, visit schoolchoice.dpsk12.org.

OTHER CONSIDERATIONS
SPECIAL EDUCATIONSpecial education programs at DPS are offered based upon each student’s individual needs. Transportation through a contracted service is offered for students with special needs who attend a neighborhood boundary school. Transportation is provided as a related service to a center-based program. For information about transportation for a child with special needs, call Student Equity and Opportunity at 720-423-3437 or email [email protected].
ENGLISH LANGUAGE ACQUISITIONWhen boundary schools do not provide English Language Acquisition (ELA) services, students are eligible to attend – and receive transportation to – the school in their area that offers ELA services. For ELA school locations and transportation guidelines, visit ela.dpsk12.org.
EXCEPTION FORM PROCESSDPS values families’ freedom to select the school that best fits their students’ needs. Students who choice out of their neighborhood school and who no longer meet eligibility criteria, but who would like to ride an existing bus, are asked to fill out a Transportation Exception form. An exception may be granted if there is a space available. Exception forms will be processed as quickly as possible, however, it can take up to one month for processing. Detailed information and forms can be found on transportation.dpsk12.org.
+PASSEvery transportation-eligible student in DPS who rides a school bus must use their +Pass every day. The +Pass ensures students are riding the bus, and serves as a tracking system. For replacements or a temporary pass, please contact your school office or email [email protected].
NOTE: Parents can now view their child’s bus route and +Pass recorded data by logging into their Parent Portal account.
Parents of students who ride the school bus will receive real-time information and updates about their student’s bus service through Bus Bulletin. Text, email and voice notifications will be sent to parents when buses are running more than 15 minutes late due to traffic, emergency or weather delay. Parents of transportation-eligible students are automatically enrolled to receive Bus Bulletin based on the phone number and email address provided when they registered their student for school.

WHO IS ELIGIBLE?
Students with a demonstrated need beyond that of same-age peers may be eligible for Gifted and Talented services. GT identification is based on multiple indicators that demonstrate beyond age-level abilities. The district indicators include achievement and ability data, creativity assessments, portfolio work and performances when appropriate. Students’ body of evidence can also be reviewed based on recommendations from parents/guardians, teachers, other students or self-nomination.
WHERE ARE GIFTED AND TALENTED SERVICES AVAILABLE?
Every DPS school that offers grades one through eight provides in-school Gifted and Talented services and has a Gifted and Talented teacher who can provide more information about the program. All students identified as Gifted and Talented will receive an Advanced Learning Plan in their strength areas. Charter schools are an exception; each charter school determines the specific Gifted and Talented support it will provide.
HOW DO I ENROLL MY CHILD IN GIFTED AND TALENTED?
Students in grades one through eight who are designated as Gifted and Talented will receive Gifted and Talented services at their school of attendance; no application or other supplemental enrollment steps are necessary.
HOW DO I LEARN MORE?

Once a child is identified as magnet-eligible or highly gifted, parents may include the HGT program at Carson, Cory, Edison, Gust, Lena Archuleta, Morey, Polaris, Southmoor and/or Teller elementary schools on their SchoolChoice form. Please do not contact individual schools for HGT application information. Families will receive the best support by working directly with the Gifted and Talented Department.
19
ENGLISH LANGUAGE ACQUISITION (ELA)
WEB: ela.dpsk12.org PHONE: 720-423-2040
Every student’s primary language is an asset that, combined with English language skills, leads to success in school and life. English Language Acquisition (ELA) programs feature instruction by qualified teachers and dedicated English Language Development support to help English learners develop knowledge in core content areas while they learn English.
WHO IS ELIGIBLE?
All students whose primary language is not English, and are not yet proficient in English, are eligible for ELA services.
At registration, parents of all new students complete a form called the Home Language Questionnaire (HLQ), which identifies the language or languages spoken by the student and his/her family. If a language other than English is entered on the HLQ, the school will evaluate the child’s English proficiency and recommend services that best meet his or her needs. Parents then select an ELA program for their child.
WHAT ARE THE DIFFERENT TYPES OF ELA SERVICES?
There are three main types of programs that are offered at DPS schools:
■ Transitional Native Language Instruction (TNLI) programs are research-based programs for English language learners whose first language is Spanish. Instruction in TNLI programs is in both Spanish and English, with English instruction increasing as students become more fluent, with the goal of helping students become literate in both languages. Students whose first language is not Spanish who attend TNLI schools will receive ESL instruction.
■ English as a Second Language (ESL) programs are intended for English language learners who speak any language. All instruction is in English, with teachers who have completed special training in working with English language learners. Depending on the number of students who speak a given language, the school may provide a native language tutor that can provide additional assistance.
■ Dual-Language schools feature instruction for all students in both Spanish and English in all classes throughout the day, with the goal of helping students become literate in both languages.
Regardless of the program, all English language learners receive a daily class dedicated to English Language Development (ELD), which gives students the fundamental tools to speak and write English.
Contact your school of interest to learn more about their ELA program offerings. A list of ELA programs by school can be found at ela.dpsk12.org/ela-programs.

SPECIAL EDUCATION SERVICES
WEB: STS.dpsk12.orgPHONE: 720-423-3437
DPS schools provide educational services to meet the needs of students with disabilities. The Individualized Education Program (IEP) describes the specially designed instructions that will be provided to the students. This includes instruction from specifically trained and licensed special education teachers and practitioners (including Deaf/Hard of Hearing and Vision). Students may also receive support from nurses and mental health providers, as well as speech/language and motor therapists.
WHO IS ELIGIBLE?
Eligibility is determined by a formal assessment process that uses criteria associated with specific disabilities. Within this evaluation process, families are provided information regarding their child’s eligibility and options for services.
WHERE ARE SPECIAL EDUCATION SERVICES AVAILABLE?
All DPS schools, including charter schools, provide a continuum of services to meet the unique needs of students with disabilities with mild to moderate needs.
Center-based programs are offered in select schools and may be accessed through the IEP process based on individual students’ needs.
HOW DO I ACCESS SPECIAL EDUCATION SERVICES?
Students do not directly enroll in special education services.Instead, families participate in the evaluation of their child’s eligibility and are informed of the services their child will receive once DPS completes the formal assessment process. If you believe your child may qualify for special education services, contact your school of interest to inquire about an assessment being completed for your child.

CENTER FOR TALENT DEVELOPMENT AT GREENLEEThe Center for Talent Development (CTD) provides rigorous, standards-based instruction based on the talent identification and development model. Identifying talents early during a student’s education develops confidence and self-esteem, increases enthusiasm for learning, and ultimately leads to gains in student achievement. At CTD, we look at multiple measures beyond the Colorado Department of Education criteria for identification. We offer targeted talent development opportunities based on student’s individual areas of talent. Areas of talent growth include humanities, math, science and technology, advanced language, leadership, arts and athletics.
