    Availability :

    To all military members (target tenants) and their families authorized toreside in Offutt AFBs privatized family housing units.

    Applicability:

    The charges as determined under Schedule No. 110 will apply, less anadjustment reflected on the Consumers bill as a credit per kWh that willbe applied to all energy billed during the current billing period. Theadjustment will be capped so that Consumers will not have a rate higherthan Schedule No. 110.

    Definitions:

    District Cost of Production:

    Costs related to the capacity and amount of electricity produced ateach of the Districts generating plants, purchased power for use bythe Districts Consumers, and cre dits for interchange sales throughthe Districts system.

    Western Area Power Authority (WAPA) Cost of Production:

    Actual cost of generation provided by WAPA and assigned to theDistrict for delivery to Offutt.

    Offutt Housing Adjustment:

    The adjustment will be based on the production cost differentialdetermined by the District as follows:

    District Cost of Production less WAPA Cost of Production, determinedon a cents per kWh basis, applicable to Schedule No. 110.

    Special Conditions:

    Qualification Requirements:

    To qualify for this rate schedule, the Consumer must apply for serviceunder this rate schedule and each apartment in the building must beverified by an OPPD representative as having (1) an electric airconditioner that has a Seasonal Energy Efficiency Rating of 13 orhigher, including both indoor and outdoor coils, (2) an electric waterheater that supplies only the hot water needs of the individualapartment, (3) an electric range, (4) an electric clothes dryer ifindividual apartments are equipped with clothes washers and dryers, (5)a dedicated electric meter with the electricity usage paid by theoccupant of the apartment, and (6) 100% of the space heatingrequirements supplied by an electric furnace.

    Existing multi-family dwellings served under Rate Schedule No. 119 withelectric air conditioners that were installed and qualified for the rateprior to January 1, 2009 may be served on Rate Schedule No. 119 for theSchedule Duration.

    Apartments having heat pumps with electric furnace backups, though noteligible for service on this rate schedule, may qualify for electricservice on Rate Schedule No. 115, Residential Conservation Service.

    SCHEDULE NO. 226

    IRRIGATION SERVICE Availability:

    To owners of farms, or to renters with the owner's guarantee, in RuralAreas.

    The single phase, or three phase if available, alternating current,electric service, will be supplied at the District's standard voltages,for the operation of pumping equipment and, in conjunction therewith,any crop drying or grinding equipment for farm purposes. Not applicableto commercial, domestic or other farm uses, shared or resale service.

    Rate: Single Phase Three Phase

    The provisions of Rate Schedule No. 461 Fuel and Purchased PowerAdjustment apply to this rate schedule.

    Where the District's estimated additional investment in lines,transformers, meter and accessory equipment, to serve a pumpinglocation, exceeds $75.00 per horsepower of connected load for single

    phase service, or $105.00 per horsepower for three phase service, theDistrict reserves the right to collect from the Consumer in advance,part or all of the cost of the additional investment.

    Billing Procedure:

    There shall be billed to the Consumer, during each of the months of May,June, and July of each of the contract years, one-third of the connectedload charge, plus the charges for energy, if any. During the balance ofthe contract year the Consumer shall be billed only for the energy usedeach month. A Consumer originating service after the month of May ofany year shall have the connected load charge prorated through thefollowing month of April. This prorated connected load charge will bebilled in the months of June and/or July or billed in full in thebilling period the service is originated.

    Late Payment Charge:

    A Late Payment Charge in the amount of 4% of the Rate and applicabletaxes will be assessed if the current bill payment is not received bythe District on or before the due date.

    IRRIGATION SERVICE

    Connected Load:

    The total full load continuous ratings in horsepower, as prescribed bythe standards of the National Electrical Manufacturers Association ineffect at the time of purchase from the manufacturer of motors and othercurrent-consuming equipment, installed by the Consumer.

    Contract Period:

    Five years, or longer, at the District's option. Said contracts, attheir expiration dates, will automatically be renewed for additionalone-year periods, unless cancelled by written notice by either party atleast 60 days prior to their expiration dates.

    Service Regulations:

    The District's Service Regulations form a part of this schedule.

    GENERAL SERVICE NON-DEMAND

    Availability:

    To all Consumers throughout the District's Service Area that have MonthlyBilling Demands less than 50 kW during each of the four Summer billingmonths.

    The single phase, or three phase if available, alternating current,electric service will be supplied at the District's standard voltages,for all uses, when all the Consumer's service at one location is measuredby one kilowatthour meter with or without a demand register, unless aConsumer takes emergency or special service as required by the District'sService Regulations. Not applicable to shared or resale service.

    This rate is not available to those Consumers taking Irrigation Serviceas identified in Rate Schedule No. 226.

    Monthly Rate:

    A Basic Service Charge of: $ 13.00 plus

    An Energy Charge of:Summer 10.78 cents per kilowatthour for the first 1,000 kilowatthours,

    9.91 cents per kilowatthour for all over 1,000 kilowatthours.

    The summer rate will be applicable June 1 through September 30.

    Winter 9.34 cents per kilowatthour for the first 3,000 kilowatthours,6.17 cents per kilowatthour for all over 3,000 kilowatthours.

    The winter rate will be applicable October 1 through May 31.

    The provisions of Rate Schedule No. 461 Fuel and Purchased PowerAdjustment apply to this rate schedule.

    Minimum Monthly Bill: $ 16.53

    Late Payment Charge:

    A Late Payment Charge in the amount of 4% of the Monthly Rate andapplicable taxes will be assessed if the current months bill payment isnot received by the District on or before the due date.

    For customers on the Districts Level Payment Plan, the Late PaymentCharge will be calculated as 4% of the current months level paymentamount.

    SCHEDULE NO. 230

    GENERAL SERVICE NON-DEMAND

    Schedule Duration:

    One year, or longer, at the District's option.

    Reconnection Charge:

    If a Consumer whose service has been terminated has such servicereconnected within 12 months of such termination, a reconnection chargeequal to the minimum monthly charge for the preceding 12 months, or anypart thereof, shall be collected by the District.

    Determination of Demand:

    Demand, for any billing period, shall be the kilowatts as shown by orcomputed from the readings of the District's kilowatthour meter with ademand register or the District's check meter, for the 15-minute period ofConsumer's greatest use during such billing period.

    If the demand, so determined, however, is less than 85% of the Consumer'shighest 15-minute kilovoltampere demand, the kilowatt demand will beincreased for the purposes of this schedule by 50% of the differencebetween 85% of the kilovoltampere demand and the demand as determinedabove.

    Such demand must be equal to or greater than the larger of the following:

    85% of the highest 15-minute power factor adjusted demand duringthe summer billing months of the preceding 11 months, or

    60% of the highest 15-minute power factor adjusted demand duringthe winter billing months of the preceding 11 months.

    Service Regulations:

    The District's Service Regulations form a part of this schedule.

    District Level Payment Plan:

    For Consumers meeting the eligibility requirements specified in theDistrict's Service Regulations, the Consumer may elect to be billed on theDistrict's Level Payment Plan.

    Special Conditions:

    Consumer shall furnish, if requested, suitable space on the Consumer'spremises for the District's transforming equipment, and if required,suitable space for switching and/or capacitor equipment.

    OFFUTT HOUSING ADJUSTMENT RIDER

    Availability :

    To all general service Consumers within the designated privatized housingareas at Offutt Air Force Base (Offutt AFB). Such Consumers must meet theterms and conditions as specified in the Districts Schedule No. 230.

    Applicability:

    The charges as determined under Schedule No. 230 will apply, less anadjustment reflected on the Consumers bill as a credit per kWh that willbe applied to all energy billed during the current billing period . Theadjustment will be capped so that Consumers will not have a rate higherthan Schedule No. 230.

    Definitions:

    District Cost of Production:

    Costs related to the capacity and amount of electricity produced ateach of the Districts ge nerating plants, purchased power for use bythe Districts Consumers, and credits for interchange sales through the Districts system.

    Western Area Power Authority (WAPA) Cost of Production:

    Actual cost of generation provided by WAPA and assigned to theDistrict for delivery to Offutt.

    Offutt Housing Adjustment:

    The adjustment will be based on the production cost differentialdetermined by the District as follows:

    District Cost of Production less WAPA Cost of Production, determinedon a cents per kWh basis, applicable to Schedule No. 230.

    Special Conditions:

    The terms and conditions of Schedule No. 230 and the District's ServiceRegulations form a part of this rate schedule.

    kilowatt of demand, and4.80 cents per kilowatthour for all additional kilowatthours.

    The summer rate will be applicable June 1 through September 30.

    GENERAL SERVICE SMALL DEMAND

    For customers on the Districts Level Payment Plan, the Late Payment

    Charge will be calculated as 4% of the current months level paymentamount.

    Determination of Demand:

    Demand, for any billing period, shall be the kilowatts as shown by orcomputed from the readings of the District's kilowatthour meter with ademand register, for the 15-minute period of Consumer's greatest useduring such billing period.

    If the demand, so determined, however, is less than 85% of theConsumer's highest 15-minute kilovoltampere demand, the kilowatt
