YOUTH AND NATIONAL SERVICE
COURSE DETAILS

THE CONTEXTUAL FRAMEWORK:
The NSS, which is operational in almost all the Universities in the country
with an enrolment of more than 3 million students, seeks to link the class room to
the community. The idea of recognizing NSS as a Third Dimension of Higher
Education and part of Curriculum was thought of much earlier. During the Silver
Jubilee Year of NSS (1993-94), University of Mysore, conducted a National
Workshop (31 July to 2 August, 1994) at the instance of the Ministry of Youth Affairs
and Sports, Govt. of India to explore the ways and means for integrating NSS with
the Curriculum. The Proceedings of the Work-Shop was presented to the UGC for
their consideration. This did not make any headway all these Years.
However, the UGC in their letter (No.DO.1-7/211CCPP-11, dated 25-04-2013)
addressed to all the Vice-chancellors, proposed that, NSS Volunteers should be
adequately rewarded for the Selfless Service rendered by them and requested to
recognize the NSS as a Co-curricular Activity under the Choice Based Semester
Scheme both for Degree and Post - Graduate Programmes and also, consider giving
Grace Marks for admission to Degree and Post - Graduate Courses.
Prof. K.S. Rangappa, the present Vice- Chancellor of the University of Mysore
was instrumental in implementing NSS in the KSOU successfully. The KSOU was the
first in the State to introduce NSS in the Open University system. He was also
responsible for establishing NSS - ETI in KSOU to train NSS Programme Officers. As a
patron of NSS he proposed the theme of NSS Special Camping Programme “Youth for
Science and Scientific attitude” and sent recommendations to the Government of
India. Which is very much relevant in the present global situation.
He has been instrumental in giving go-ahead signal for the construction of
‘NSS Bhavan’ in the Mysore University Campus.
On the Valediction of District level NSS Camp of Mandya District at Chowdri
Koppalu, (Birth Place of Dr. Ho. Srinivasaiah - a true Gandhian), Hon’ble Vice-
Chancellor declared that, the NSS would be introduced in the Degree Course as an
Elective Subject and start Diploma in Youth and National Service as an additional
Course. Consequently, he got the Syndicate Sub-committee constituted, consisting of
NSS Key Persons under the Chairmanship of Prof. K.V. Prabhakar to work out the
details. Further, he constituted an Auxiliary Committee consisting of Senior and
Experienced persons in NSS to suggest the Course Content for both Degree and
Diploma in Youth and National Service.
Co-curricular activities offer ample opportunities to a student to practice the
theory and also to theorize what is practiced. In this connection, the desire of the
University of Mysore is to design a course highlighting the efficient utilization of
Student Youth Resource for the Individual and Social betterment. The University
also believes that, all Co-curricular activities should have an adequate and strong
theoretical foundation to bridge the gap between the Knowledge and Practice. The
student is thus enabled to move with ease from what is taught in classroom and
realities in field.
The Diploma in Youth and National Service is a broad based Course keeping
in view, the needs of all Co-curricular Programmes on campus viz; NSS, NCC, Rovers
and Rangers, Youth Red Cross, Red Ribbon Clubs, Eco Clubs, Cultural and
Performing Arts. Etc., The First Semester in both Degree and Diploma Courses are
devoted to familiarize a student on the Co-curricular Activities (CCA) that he/she
selects and remaining Semesters focus on the developmental needs of the Youth to
make him functionally efficient and socially useful.
ELECTIVE AS ‘YOUTH AND NATIONAL SERVICE’
Preamble and rationale for introducing a Elective Subject: “Youth and National Service”
National Service Scheme, popularly known as NSS has the enormous potential to
strengthen capacity, competency and knowledge base of students in a number of
social and economic development areas. Empowerment of youth has long been
considered as an integral component of Human Resource Development. The
activities of NSS focus on inculcating the spirit and values of National service among
the student youth. The students need to be adequately rewarded by extending
opportunity to opt “Youth and National Service” as one of the electives in Degree
Course.
We request the University authorities to recommend to the State Government
to consider the students who have completed the Degree course with this Elective
Subject are also eligible both for employment and appearing for Competitive
examinations.
Eligibility:
Candidates who have completed 10+2 / II PUC or equivalent examination
conducted by Government of Karnataka or other courses recognized by the
University of Mysore.
The candidate should enroll as a Volunteer in the NSS unit of the College
during the course Study.
INTERNAL ASSESSMENT:
The internal Assessment shall be based on field visits, Participation in camps,
Assignments, Tests, oral examination and seminars.
Note: During the three years of Course, the candidate must participate in at least one
Special Camping Programme organized by the College NSS Unit.
FACULTY TO TEACH THE SUBJECT:
The Course is mainly concentrating on Youth Development and National Service
with Special emphasis to Personal Skill and Leadership Development among student Youth
Hence, any Post Graduate can teach the subject according to his personal Interest and
academic Specialization. In other words the course is carefully developed with an inter-
disciplinary approach drawing from the domains of Sociology, Psychology, Political Science,
Economics and Management etc., However a background of NSS/ Social Service is desirable
for teaching.
1. This Course may be introduced under the degree programme in Arts and Science.
2. The BOS has to be constituted by the University by including experts in the field and
faculty.
OPPORTUNITIES AND INCENTIVES:
Those who have completed the Degree with this elective are eligible to work
as Managers, Administrators, Programme Officers, Welfare Officer, HR managers in
NGOs. The candidate who completes this course will have opportunities as officer in
charge of Corporate Social Responsibilities (CSR), in the corporate organizations.
CSR is a compulsory activity to all Companies and Business Establishments under
the law of the land. This course is so designed as to provide all kinds of skills
required for the Personality Development, Self Employment and Encourages
Entrepreneurship.
Committee for Study Report:
As per the letter from the Secretary, UGC, Delhi, (Vide No. DO NO. 1-7/2011
(CPP-11) dated 25-04-2013), the University has constituted auxiliary committee
(Vide Order No. MOU/NSS/UGC/209/2013-14 dated 13-06-2013) to study and
recommend to recognize the NSS as Co-curricular Activity for both UG and PG
Programme. The auxiliary committee has been reconstituted vide order No. UOM/
NSS/28/2014-15 dated 11-04-2014 with the following members:
