A subsidiary of Ministry of Communications and Information Technology
Objectives & Strategy Established by ELCC in Sept 2004, NDN is
a nationwide delivery network that acts as outlets for the delivery of web-based content, online assessment, student performance tracking, hands-on labs, instructor training, support and preparation for industry standard certifications.
The underlying strategy of the NDN is to leverage and make most efficient use of 2500 IT clubs in high schools, technical schools, colleges, universities and community-based organizations.

ELCC deployed Cisco’s Networking Academy (NetAcad) model to cope with the national ICT for education strategy put in place by the Egyptian Education Initiative (EEI) and make best utilization of Cisco programs.
NetAcad program is introduced in EEI Tracks as follows: Track One: Pre-University Education - 200 academies in prep schools Track Two: Higher Education - 300 academies in universities IT clubs Track Three: Lifelong Learning - 500 academies in IT clubs

Phase I: Assessment Track 1: Pre-University Education
Findings Decisions
There are 28 Technology Development Centers (TDCs) affiliated to the Ministry of Education (MoE) and located in the 27 governorates of Egypt.
ELCC needs to take advantage of the existing 28 TDCs.
The Egyptian Education Initiative (EEI) has a pool of 2,000 schools that are geographically spread all over Egypt.
Schools will be chosen from the existing pool of EEI’s 2,000 school.
MoE IT clubs are not efficiently equipped to play the role of Regional Academies.
A new Academy model should be developed jointly between ELCC & Cisco.

Phase I: Assessment Track 2: Higher Education
Findings Decisions IT clubs report to Universities’ Vice
president for community services. A top-down approach to be implemented.
300 IT clubs are distributed among 17 universities.
Academies will start in all 17 universities through the existing universities’ training centers.
A pilot is the best scenario to start the project.
5 IT clubs will be chosen by the MoHE to start the program.
Each of the 17 existing universities has a training center.
We should make use of the existing 17 training centers to train the IT Clubs instructors.
ELCC will train and qualify the 17 training centers who will take the responsibility to train the 85 IT Clubs.
MoHE IT clubs are not efficiently equipped to play the role of Regional Academies.
A new Academy model should be developed jointly between ELCC & Cisco.

Findings Decisions
The Lifelong Learning market in Egypt lacks awareness of the concept and the benefits of LLL..
A marketing plan shall be developed by Cisco and will be part of “Egypt1000 NetAcad-Track 3.
Academies starter kits, academy recruitment workshops, student recruitment and incentives, sustainability road show.
Most potential students are not proficient in English and prefer to have learning material in Arabic.
IT Essentials should be translated in Arabic and localized.
