    Resident of Hayward Spanish Ranch 1 MobilehomePark since 2002. Born and raised in Hilo, Hawaii.

    Priscilla was born on June 28, 1942 and passedaway peacefully with family and friends by her sideon July 13, 2012. She is survived by her husband,David F. Crose, and their three children, Steve, Terry

    and Cindy and their spouses, seven grandchildren,two brothers and their spouses, many neices, neph-ews, aunts and cousins.

    Priscilla enjoyed trips to Reno and camping,playing Bingo, crocheting and knitting and spendingtime with her family, especially on the holidays.

    She will be missed dearly by those who for-tunate to know her and forever loved and in ourhearts. May she rest in peace.

    A private memorial service celebrating her lifewas held July 21, 2012.

    Bea Welsh gets her tree >>>Despite extremely short notice, sev-

    eral residents were able to attend

    the August 6 unveiling of a plaque

    in front of a tree planted by the City

    of Hayward in honor of longtime resi-

    dent Bertha (Bea) Welsh, who died in

    June 2011. She and her late husband,

    Ralph, who died in January 2010,had been residents of Spanish Ranch

    1 since 1982. This gesture was very

    much in keeping with the Welshs

    commitment to community. The new

    tree will grow alongside a tree honor-

    ing Ralph, shown in top photo, both

    located near the Hayward Animal

    MANAGERS CORNERIn August, Rutherford manage-

    ment completed the semiannual

    hydro flush of all the main sanitary

    lines throughout the entire park.

    We would like to announce that

    one of our residents was the recipient

    of the Frank J. Evans Scholarshipfor a college bound High School

    Senior. Congratulations to Mr. and

    Mrs. Ray Link and to their college

    bound daughter. Good Luck from

    all of Rutherford Management.

    School is commencing again, so

    please be aware that there is more

    pedestrian traffic within Spanish

    Ranch #1 MHP and please drive

    slowly.

    Smoking is NOT allowed in

    the laundry area, in or around

    any of the clubhouses including

    the hot tub area and the swimming

    pool. We will be working for the

    enforcement of the City of Hayward

    Smoking Ordinance, which canapply to Spanish Ranch #1 MHP.

    There have a rash of thefts

    of drive way ramps and other

    items in the surrounding neighbor-

    hoods. Please report all suspicious

    behavior to the Hayward Police

    Department. You can do this by

    dialing the non-emergency phone

    number (510-293-7000) or go on-

    line and make the report there.

    We would like to remind every-

    one that street parking in front of

    your home is only allowed for very

    brief periods of time. A brief period

    of time means loading and unload-

    ing of passengers and parcels. Long

    term parking in the streets may

    lead to your vehicle being towed.

    Maintenance on your vehicles

    within the confines of Spanish

    Ranch #1 is prohibited.

    The swimming pool and com-

    mon area amenities are for regis-

    tered residents only. If you have an

    unregistered or registered guest liv-

    ing in your home, they MUST have

    a resident with them IF they are

    to use the pool and other facilities.

    Please avoid any potential embar-

    rassment to you or your guests by

    adhering to this rule.

    Guillermo continues to replace

    missing mail tubes on the mail

    boxes. Please let us know if yours

    requires some help.

    The car wash areas are real-

    ly becoming a dumping ground

    again. It has come to the attention

    of management that some residents

    are dumping toxic waste into the

    drain system. These wastes are not

    only motor oil, but paint thinner

    and other liquids classified as VOCs(Volatile Organic Compounds).

    These compounds damage the con-

    crete and damage the asphalt as

    well as pollute the waterways that

    drain into the bay. We will not

    tolerate this behavior within the

    confines of Spanish Ranch #1. It

    is illegal; it damages your commu-

    nity and endangers all the families

    within Spanish Ranch #1 MHP.

    BURGLARY PREVENTION TIP

    Locks & Lighting

    LocksIntruders often gain entry to a

    home by kicking or ramming doorsand/or defeating the locks. Hereare a few suggestions to secureyour doors and windows.

    Install deadbolts on all ex-terior doors. This will make it moredifficult for the burglar to gainentry. Burglars dont want to getcaught, so they are more likely tojust leave for an easier target.

    Use 3 screws to secure thestrike plates into your door frame.The longer screws will reinforce thestrike plate because they reachinto the wall stud.

    Place additional locks on allwindows and patio doors. Your lo-cal hardware store can providemany options for you to consider.

    Use a sliding bolt with a lock-

    ing device or a dowel sticks in slid-ing glass door and window tracks. For double hung sash win-

    dows, you can use the pin trick.Drill an angled hole through thetop frame of the lower windowthat goes partially through the

    frame of the upper window. Onceyour hole is drilled, insert a nail oreyebolt to secure the window.

    Remember to close and lockyour windows and doors when youarent home and at night whenyou go to bed.

    LightingLighting serves as one of the

    best and least expensive securityoptions. Here are a few tips wehope you find useful:

    Make your home look oc-cupied by leaving lights on whenyou arent home.

    Install exterior lighting highenough to illuminate the front andsides of your home.

    Consider installing motionsensor lights. Motion lights mightilluminate for passing pets or onwindy days, but they also addnecessary lighting on side yardsand driveways, as well as con-serve energy.

    Utilize a timer for the interi-or of your home and porch light.This is a great option to alternatelighting in different rooms of yourhome when you are on vacation,or even to light up your houseright before you arrive home eachnight.

    Display your house numberconspicuously and have it well illu-minated: Police, Fire and medical

    personnel will be able to respondmore quickly if they can find yourhome.

    Continue to be alert for suspi-cious people and vehicles in yourneighborhood. Report suspiciousactivity, as it occurs, to the Hay-ward Police Department at (510)293-7000. If you believe you arewitnessing a crime in progress,dial 9-1-1.

    The August 2, 2012 Meeting of Spanish Ranch 1Association Board was called to order at 7 p.m. byPresident Pat Smith. All officers and board mem-bers were present except Marvin, Clint and Brenda.Guests: David Crose, Denise West, Patty Little. The

    pledge of allegiance was said.

    Minutes

    The minutes of the July meeting were approvedwith the correction that the first paragraph underNew Business be rewritten to read:

    NEW BUSINESS:

    The problem of people wearing street clothesin the pool and hot tub is of concern to many.Management was asked to put up signs statingproper swim attire was required for the pools buthave refused. People wearing street clothes andunderwear in the pools is seen to be a serious

    health issue. Management stated that no otherpark had such signage. This was disproved byphotos of the signage of other MH parks in Hay-ward specifying appropriate swimwear.

    Treasurers Report

    The Treasurers report e-mailed by Peggy Nicholsshowed no activity for the previous month.

    Resident Concerns

    Multiple complaints regarding gangs of teenag-ers blocking streets was brought to the attention ofthe board and of management. Management has

    stated they will deal with the problem.

    COMMITTEE REPORTS:

    FLEA MARKETPatty Little reported 26 tables soldand the possibility of one more if they agree to beoutside. She is also the contact for a Craft Fair, sched-uled for Nov. 17 and reports several on an interest listalready.

    COMMUNITY REPORTS:

    Neighborhood Watch has postponed their August14 meeting to September 11, citing too much goingon this month.

    NERT More Emergency Info forms have beenreceived and entered into the master spreadsheet.We will distribute a flyer about the Emergency Prepmeeting scheduled for August 21.

    HMOA The next meeting is September 15, 2012at Eden Gardens.

    OLD BUSINESS:

    HMOA REPRESENTATIVE The need for an HMOArepresentative was revisited. No one has come for-ward, and the group cant think of anyone available,but will keep searching.

    NEW BUSINESS:

    There was no new business other than generalreminders about upcoming events.

    HMOA Bill UpdateSponsored:

    AB 2150 (Atkins): The Mobilehome Residency Lawprovides critical protections to homeowners, includingthe right to sell your home in place, protections fromrent increases, and a right to privacy, among manyothers. Knowing your rights as a homeowner is critical toprotecting your investment in your home. This bill would

    mandate that park owners provide homeowners witha one-page summary of key MRL rights (the Hom-eowner Bill of Rights) and responsibilities each year.Status: Passed Senate Judiciary; Pending on the Sen-ate Floor. Letter of support to your Senator is needed.

    AB 1938 (Williams): This bill would help protect lowand moderate income homeowners in manufacturedhousing communities from unfair or deceptive leaseprovisions. After taking amendments to respond toopposition, the bill does two things: ensures that hom-eowners existing right to void a long-term lease with-in the first 72 hours is enforceable; and prohibits pass-throughs to residents of any judgment against the

    park-owner for violation of the Mobilehome Parks Act.Status: Passed Senate Judiciary; Pending on the Sen-ate Floor. Letter of support to your Senator is needed.

    AB 1797 (Torres): This bill would add some addi-

    tional reforms to make the Mobilehome Park Resi-dent Ownership Program (MPROP) more useful tohomeowners. MPROP is funded through a fee oncertain homeowners. The program was originally de-signed to aid park residents in purchasing their parksand converting to resident ownership. However, theprogram is underutilized, leaving money unspent. Thebill would allow for technical assistance to homeown-ers interested in pursing a purchase of their park, and

    improve some of the terms of the loan to make pur-chases more feasible. Status: Passed Senate Appro-priations Committee, August 6. Heading to SenateFloor. Letter of support to your Senator is needed.

    AB 579 (Monning): Allows local governments torecover the cost of attorney fees in abusive litigationaimed at undermining local protections for home-owners. Status: Dead.

    Supported:

    SB 149 (Correa): Would require that the annual in-voice sent to park owners for the permit-to-operatefees each year, include a notice indicating that the

    MRL exists, and where park owners an obtain a copyof the law. Status: Passed Assembly Housing; HearingAugust 8, Assembly Approps.

    Opposed:

    AB 317 (Calderon): GSMOL had opposed AB 317because it would have changed the rules regard-ing rent-controlled homes that are not the home-owners primary residence. As amended in SenateJudiciary, AB 317 eliminated those objectionableprovisions, and now simply requires notice to pro-

    spective homeowners of how current law limits theapplication of rent control to vacation homes. Sta-tus: Passed Senate Judiciary Committee in amend-ed form; will be heard on the Senate floor in August.With a minor amendment to clarify that the bill sim-ply informs purchasers of existing law, but does notchange the law, GSMOL would be neutral on the bill.

    SB 1173 (Wyland): This bill would allow a parkowner to pass-through the cost of certain localproperty tax assessments. The bill would pre-emptlocal rent control provisions governing such pass-through, allowing the cost to passed through toeach homeowner on a pro-rata basis. Status: Dead.

    Neutral:

    SB 2272 (Wagner: SB 2272 Would make a smallchange to existing, but seldom used law that allowsa park owner to pursue an injunction rather than aneviction in certain cases where a homeowner is violat-ing park rules. An injunction may be less severe thaneviction, since a homeowner will remain in their home.GSMOL is neutral on the bill after the author agreed to

    Weekdays, going to South Hayward BART, board thebus across the street at Tampa / Folsom (where the park is)hourly from 6:32am until 8:32pm, arriving at BART at 6:46amuntil 8:46pm. Weekends / Holidays, service is from 6:32amuntil 6:32pm.

    Weekdays, returning from South Hayward BART, boardthe counter-clockwise, Tampa directional bus hourlyfrom 6:30amuntil 8:30pm, arriving Spanish Ranch at 6:42amuntil 8:42pm. Weekends and Holidays, service is from 6:00am

    until 6:00pm.Weekdays, going to Union Landing, board the bus at

    the corner in front of the 2 houses at Tampa / Folsom hourlyfrom 6:37am until 8:37pm, arriving at Union Landing at 6:54amuntil 8:54pm. On Weekends/ Holidays, service is from 6:37amuntil 6:37pm

    Busses now leave the Spanish Ranch Clubhouse at10:10, 10:55, 11:40am, 12:25, 1:10, and 1:55pm and arrive atSouthland Mall at 10:35, 11:20am, 12:05, 12:50, 1:35, and2:20pm. NOTE The last trip leaving Spanish Ranch at 1:55pmwhich arrives at Southland Mall at 2:20pm has no directreturn trip back to Spanish Ranch.

    Return trips leave Southland Mall at 10:42, 11:27am,12:12, 12:57 and 1:42pm, arriving back at Spanish Ranch at10:55, 11:40am, 12:25, 1:10, and 1:55pm.

    Route 22: For those who wish to walk to/from TennysonAve, on weekdays route 22 will go to the South Hayward

    BART station every 30 minutes from 6:22am until 11:22pmweekdays, and hourly on weekends and holidays from6:22am until 11:22pm. From the South Hayward BART sta-tion going down Tennyson will leave every 30 minutes from6:04am until 11:04pm weekdays, and hourly on weekendsand holidays from 6:17am until 11:17pm.

    Route 22 is a circular route, serving Tennyson, Hesperian(both Chabot College and Southland Mall), Winton, andboth Hayward and South Hayward BART stations alongMission Blvd. Visit AC Transits web site at www.actransit.orgfor more information.
