    LADIES CLUB meets the SECOND THURSDAY of eachmonth at 12 NOON in the Main Clubhouse.

    The LUNCH BUNCH meets the THIRDTHURSDAY of each month to go out to lunch at

    various area restaurants.

    NEIGHBORHOOD WATCH meets the SECOND TUESDAYof alternate months at 7:00 p.m. in the clubhouse

    BINGO is the FIRST and LAST SATURDAYof each month.

    A man and his wife were driving through country on

    his way from New York to California.Looking at his fuel gauge, he decided to stop at the

    next gasoline station and fill up. About 15 minutes

    later, he spots a Mobil station and pulls over to the

    high octane pump.

    What can I do for yall? asks the attendant. Fill

    er up with high test, replies the driver. While the

    attendant is filling up the tank, hes looking the car

    up and down.

    What kinda car is this? he asks. I never seen one

    like it before.

    Well, responds the driver, his chest swelling up with

    pride, This, my boy is a 1999 Cadillac DeVille.

    What alls it got in it? asks the attendant.

    Well, says the driver, It has everything. Its loaded

    with power steering, power seats, power sun roof,

    power mirrors, AM/FM radio with a 10 deck CD

    player in the trunk with 100 watts per channel,

    8 speaker stereo, rack and pinion steering, disk

    brakes all around, leather interior, digital instrument

    package, and best of all, a 8.8 liter V12 engine.

    Wow, says the attendant, Thats really something!

    How much do I owe you for the gasoline? asks the

    driver.

    Thatll be $30.17, says the attendant.

    The driver pulls out his money clip

    and peels off a $20 and a $10. He

    goes into his other pocket and pulls

    out a handful of change. Mixed up

    with the change are a few golf tees.

    What are those little wooden things? asks the atten-

    dant.

    Thats what I put my balls on when I drive, says thedriver.

    think of everything!

    Please take a moment andinspect the new car wash facility.Rutherford Management had theold dilapidated car wash struc-tures removed and installed onebrand new state of the art metal

    facility.A new reinforced slab was

    poured with a very nice finish. Youwill also notice that the drains workmuch better now.

    Re: Checks

    Speaking of checks and corre-spondence, Jeff would like to re-mind the residents that when sub-mitting payment for your monthly

    space rents that you follow thesesimple procedures:

    1. Please remove the top por-tion of the monthly space rentalstatement and submit it with yourcheck or money order.

    2. Please place your paymentand the top portion of your state-ment in the envelope provided.

    3. To eliminate potential latecharges, please insure that theperson submitting payment is onyour month-to-month or long-termlease documents. We cannot ac-

    cept ANY payments from anyoneother than persons on the leasedocuments.

    4. Remember, too much infor-mation when submitting your pay-ments is better than too little or noinformation at all.

    Your Sewer System:

    We continue to find LARGEamounts of handi-wipes (babywipes) in the sewer system whenthere is a backup in the main

    line. Recently we observed abouttwo (2) POUNDS of baby wipesremoved in one spot from themainline. I, for one, was simplyamazed.

    A reminder: If your life styledictates the use of this type ofhygiene products, we would askthat do NOT introduce them intothe sewer system. We would rec-ommend that you treat this typeof product exactly as you wouldother female hygiene products.

    Dispose of them in the garbage.

    Reserving the club house for your

    special events:

    Please plan on reserving yourclubhouse based on the following

    guidelines: The main clubhousetypically is reserved three (3)months in advance and the smallclub house is about six (6) weeks inadvance.

    The procedure is very simple,just complete the club house res-ervation form (located in the mainclubhouse to the left of the bulle-tin board). Bring your completedform into the office with a $100.00refundable cleaning depositcheck or money order made pay-able to Spanish Ranch #1. We will

    then check the availability of theclub house requested, and putyou down for your date.

    Your deposit monies will be re-turned to you after your event ifthe following conditions are met:

    1. All trash is removed fromthe clubhouse areas. This includesall balloons, banners and othercelebration trappings associatedwith your party.

    2. New plastic trash can linersare installed in all trash cans

    3. The kitchen is cleaned withthe floor washed

    4. The tables and chairs arewashed and cleaned

    5. The carpeted areas arevacuumed and any spills/stainsare cleaned from the carpetedareas

    6. Bathrooms used arecleaned, swept and new trashcan liners installed.

    7. All chairs and tables arerestored to their original locationsaccording to the guidelines sup-plied.

    8. Lastly, the outside of thebuilding is policed and any debrisin cleaned up.

    Remember, someone else willbe using the clubhouse facilitiesimmediately after you and will ex-pect it to be clean.

    The Pager

    Jeff would also ask for yourhelp on a personal level and thathas to do with the pager number.

    The pager number is for emer-gencies ONLY. When you dial thepager number, regardless of whattime of day or night it is, or whatday it is, someone will respondand typically it is me.

    We want to know if there is anemergency and we want you tofeel comfortable about using thepager.

    When you dial the pager num-ber you have three (3) options andthey are as follows:

    Leave a voice mail mes-sage.

    Leave a phone number (nu-meric page).

    Leave a voice mail mes-sage and a phone number (nu-meric page).

    When you leave a voice mailmessage, speak clearly and slow-ly. Leave your Name, your phonenumber, your address with yourmessage.

    When you leave your phonenumber (numeric page), pleaseinsure you leave your area codealong with your seven digit phonenumber.

    If I cannot understand yourmessage, especially your phonenumber or your address, I will mostlikely NOT return your call.

    What IS an emergency?

    An emergency is when youdo not have any water, electricityor there is a main line backup.

    An emergency might be ifyou see water shooting out of theground where it should not be.

    An emergency is if you seesparks emanating from an electri-cal transformer.

    What is NOT an emergency?

    If you see someone walk-

    ing through the community. Youshould call the police

    If you see a strange carparking in visitor parking. Youshould make a report in writing tothe office the next business daywith the license plate number andother details

    If your bicycle is missing. Callthe police or make an online re-port to HPD.

    If your garbage has notbeen picked up. Call waste man-agement the next business day.

    If your telephone is not work-ing, call your phone provider.

    If your television is not work-ing, call your cable provider.

    Before you dial the pager

    number, please remember to askyourself, Is this something that canwait until the next morning?

    The other thing I would askyour cooperation with is knockingon my door after business hourswhen you have a question re-garding a non-emergency issue.

    Guillermos Corner:

    Guillermo has a suggestion forevery resident to accomplish dur-ing a water system shut down. If

    this event is planned (you will benotified 72 hours in advance) oran emergency, once you recog-nize that the water has been shutdown for repairs, go outside andopen the hose bib. Once the wa-ter service has been restored, thiswill allow your system to be purgedof air. This will prevent the spittingand sputtering of your sinks, toi-lets and washing machines.

    Graffiti is everywhere. Thetaggers have moved from theexterior of the park to the inside

    of your clubhouses! A person orpeople unknown have been tag-ging the laundry room in the main

    club house. Please be aware andif you see someone suspiciouslyholding a spray paint can in theirhands, take note of whom, whereand when and report this to man-agement.

    Trash continues to be an issuethroughout your community. We

    are discovering trash in the visitorparking areas, in and around theclub house common areas, andcontinuing in the car wash areas.

    One challenge that Guillermofaces on an ongoing basis is aresult of clothing collections. Asresidents are placing their bagsof clothing on the curb in front oftheir homes, we have other indi-viduals that are picking up thesebags of clothing, taking them tothe car wash area and then sort-ing through them, spreading themall over in the process.

    We would ask that your cloth-ing donations be placed in frontof your home no sooner than thenight before the pickup, or evenearly in the morning if at all pos-sible and not put them out days inadvance.

    Guillermo thanks everyone fortheir continued help by report-ing streetlights being out. We re-ceived reports of 13 lights beingout over the past 30 days

    Dont leave pet food outside! Food left outwill attract raccoons, stray pets, opossums, and

    other varmints! Only indoor pets are permitted in the park so dontencourage outside animals to stay!

    The Contractors State Li-cense Board (CSLB) advises thatunscrupulous and unlicensedcontractors continue to targetmobilehome parks throughoutCalifornia. Many mobilehome

    park residents have launchedcomplaints against dishonestcontractors who have taken ad-vantage of them. Such scamsinvolve home re-piping, heat-ing, air conditioning, jack repairs,pad changes, and re-leveling.

    Travelers, or clans of illegalcontractors move from town totown soliciting elderly mobilehomeowners to sign contracts for work.Many times these unsuspectingresidents are talked into repairs

    that are unnecessary and whenthe work is performed, it is gener-ally substandard or incomplete.The elderly are targeted becausethey tend to be more trusting orcan be intimidated and feel theymust agree to the pitch. Also, be-cause of a lifetime of saving, se-niors generally have more cashavailable or equity in their homes.Unfortunately, when they becomethe victims of scams, many elderlyare reluctant to file a complaint

    as they feel it might reflect upontheir ability to handle life situations.

    In order to combat thesescams, the CSLB created a State-wide Investigative Fraud Team

    (SWIFT) which has been success-ful in various undercover stingoperations throughout the state.Bands of unscrupulous and illegalcontractors have been cited andmisdemeanor notices have beenissued for court appearances.

    If anyone offers you a free in-spection, please take heed! Checktheir contractors license numberwith the CSLB and verify that the li-cense number, business name andbusiness address match with infor-

    mation given by the contractor.

    Anyone performing contract-ing work in excess of $500.00MUST be licensed by the CSLB. Inorder to become licensed, con-tractors must have worked atleast four years in their selectedfield, pass a two-part examina-tion, post a license bond, andprovide workers compenationinsurance for their employees.

    Article III Membership

    SECTION 1: All legal residents of Spanish Ranch1 Mobile Home Park are automatically members ofthe Association, without levy, upon establishment ofresidence. Legal residents shall be defined as thoseresidents who are registered with the management

    of the park and of legal voting age as defined by theState of California.

    Article IV Elected Officers

    SECTION 1: The elected officers of the Associationshall be the President, Vice-President, Secretary andTreasurer. The office of President shall be filled by oneperson but any two of the remaining three officesmay be held concurrently by a single individual.

    SECTION 2: The term of office shall be for oneyear based upon a fiscal year beginning May 1 andending April 30. The maximum term of service for any

    office shall be two consecutive terms.SECTION 3: The Duties of the elected Officers shallbe as follows:

    a. PRESIDENT: The President shall preside at theAssociation meetings, Board of Directors meet-ings, and when the Association feels necessary,meet with Management to represent the resi-dents of the park and their concerns to foster andmaintain unity and cooperation within the park.The President will only vote as a tiebreaker andwill make sure that all Association by-laws areadhered to.

    b. VICE-PRESIDENT: The Vice-President shall assumethe duties of the president when the President isunavailable. He/She shall assist the President asrequested by the President. The Vice-Presidentshall be a de facto member of all committees andshall assist all committees as necessary.

    c. SECRETARY: The Secretary shall record and pub-lish the Minutes of the monthly meetings of boththe Association and the monthly meetings of theBoard of Directors in the El Toro. Should neither the

    President nor the Vice-President be available, theSecretary shall assume the duties of the Presidentof the Association. The Secretary will also receive,file and send correspondence as directed byrequired (with the approval of the Association.Recommendations and reports from the Board ofDirectors monthly meeting will be included in the

    published minutes discussed at the Associationsmonthly meeting for review by the residents. Allpertinent new information will be included inMinutes of the monthly Association meeting.

    d. TREASURER: The Treasurer shall receive, depositand dispense Association funds as directed by theAssociation members. The Treasurer will keep writ-ten records of all transactions and will report thestatus of the Associations funds at the AssociationsBoards monthly meetings. At any meeting whichthe If the treasurer cannot attend, an Associationmonthly meeting, , a Treasurers Report will be sup-plied to the members and read by the President. t

    Meeting called to order at 7 p.m. The Pledge ofAllegiance was said.

    In attendance: Present were Pat, Jeanie, Barbara,Brenda, Clint and Marvin. Jerry was sick, Peggy wasexcused, Dawn was absent.

    Minutes of the December meeting were reviewedand approved.

    Treasurers Report: E-mailed in advance of themeeting showing a balance of $1,362.17, and wasapproved.

    Resident Concerns: Two major sewer backupswere experienced by residents during the holidays,filling areas around cleanouts with raw sewage andtoilet paper. There was a general discussion about thestate of the sewers which are known to be aging andproblematic. A board member was designated to in-quire of management about the problem and findout if there are any fixes or upgrades in the works.

    An inquiry was made about the repaving of thepark streets which, it was understood, was to be ac-complished in two phases and involve a completeredo and not just a slurry topping. It was noted thatsome of the park streets are in abysmal shape andthis work is seriously needed. The President will inquireof management where this project stands and alsocheck on the status of the tree trimming following areport from Helping Hand.

    SOCIAL

    Chili Supper: Postponed from December, the newdate is February 23, 2013, with a reservation deadline

    of February 16. This is a Bingo Saturday, so the eventis scheduled for after Bingo, from 5 pm to 7 pm. Set-up will be coordinated with Bingo and the NERT-runsnack bar.

    It was reported that the Holiday Brunch sponsoredby management had an excellent turnout and thoseattending reported good food. There were reported-ly around 85 gifts distributed by the volunteer Santa.

    COMMITTEES:

    A Flea Market is planned for March or April with adate to be determined and Patty Little in charge.

    Helping Handone call about help with a tree

    that was determined to be a park tree so the personwas advised to put in a request to management.

    COMMUNITY:

    NERT: An Emergency Prep meeting is scheduled forJanuary 15, 2013 in the Main Clubhouse. In discuss-ing attendance at the EP meetings, or lack thereof,was noted that there is little if any feedback on whattranspired at the meetings and what has been done.Since the combined NERT/Disaster people that com-prise the committee are mostly the same people that

    participate in the board and Neighborhood Watch,it was suggested that regular EP meetings could al-ternate with NW which could generate reports aboutwhat was discussed and decided and these wouldbe published in the El Toro. Jeanie agreed we should

    already be doing this and will see to it.Neighborhood Watch meets February 12. Clint re-

    ported some of the usual disturbances. Several re-ported having a good time at the Citys Neighbor-hood Alert holiday event.

    OLD BUSINESS:

    HMOAStill need position filled. Next meeting isJanuary 19 at Georgian Manor.

    Notification: President reported that she had sentmanagement a message suggesting an outgoingvoice message be switched on when they become

    aware of water shutoff or other common issue, andhad received a positive response that it could beconsidered but that costs may be a concern.

    NEW BUSINESS:

    Charity Drives: Given the lack of paticipation fromthe community to the ever-changing charity drives,it was decided to discontinue them in favor of occa-sional special solicitations for specific recipients, suchas Sulphur Creek or the Hayward Animal Shelter, per-haps coordinated with events or speakers from theseorganizations.

    Nominating Committee: The bylaws call for thiscommittee to be formed in March for April electionsso this will be dealth with next month.

    A flyer that was distributed by former residents, ap-parently soliciting business, was mentioned, but thosewhod gotten it just threw it away.

    Route number 68 (which replaced line 77), a 2-direc-tional circular route, services both the South Hayward BARTstation, as well as the Union Landing Shopping Center.

    Weekdays, going to South Hayward BART, board thebus across the street at Tampa / Folsom (where the park is)hourly from 6:16am until 8:16pm, arriving at BART at 6:23amuntil 8:23pm. Weekends / Holidays, service is from 6:44amuntil 6:44pm.

    Weekdays, returning from South Hayward BART, boardthe counter-clockwise, Tampa directional bus hourlyfrom 6:30amuntil 8:30pm, arriving Spanish Ranch at 6:42amuntil 8:42pm. Weekends and Holidays, service is from 6:00am

    until 6:00pm.Weekdays, going to Union Landing, board the bus at

    the corner in front of the 2 houses at Tampa / Folsom hourlyfrom 6:47am until 8:47pm, arriving at Union Landing at 7:04amuntil 9:04pm. On Weekends/ Holidays, service is from 6:47amuntil 6:47pm

    Weekdays, returning from Union Landing, Board theclockwise, Tampa directional bus hourly from 5:59amuntil 7:59PM, arriving Spanish Ranch at 6:16am until 8:16pm.Weekends / Holidays, service is from 8:27am until 6:27pm.

    Additional frequency (now every 45 minutes, as opposedto every 1-2 hours) has been added to the Tuesday &Friday shoppers shuttle (Spanish Ranch to Southland

    Route 391).

    Busses now leave the Spanish Ranch Clubhouse at10:10, 10:55, 11:40am, 12:25, 1:10, and 1:55pm and arrive atSouthland Mall at 10:35, 11:20am, 12:05, 12:50, 1:35, and2:20pm. NOTE The last trip leaving Spanish Ranch at 1:55pmwhich arrives at Southland Mall at 2:20pm has no directreturn trip back to Spanish Ranch.

    Return trips leave Southland Mall at 10:42, 11:27am,12:12, 12:57 and 1:42pm, arriving back at Spanish Ranch at10:55, 11:40am, 12:25, 1:10, and 1:55pm.

    Route 22: For those who wish to walk to/from TennysonAve, on weekdays route 22 will go to the South Hayward

    BART station every 30 minutes from 6:22am until 11:22pmweekdays, and hourly on weekends and holidays from6:22am until 11:22pm. From the South Hayward BART sta-tion going down Tennyson will leave every 30 minutes from6:04am until 11:04pm weekdays, and hourly on weekendsand holidays from 7:03am until 12:03am.

    Route 22 is a circular route, serving Tennyson, Hesperian(both Chabot College and Southland Mall), Winton, andboth Hayward and South Hayward BART stations alongMission Blvd. Visit AC Transits web site at www.actransit.orgfor more information.
