Course Descriptions MONDAY, JANUARY 24, 2011

INSTRUCTOR: Tom Donnelly, PhD, SAS Institute Inc.

Attendees will learn how Design of Experiments (DOE) methods can be used to efficiently extract useful information from computer simulation models. They will learn how the sequential running of blocks of simulations can be used to run the overall fewest trials necessary to do sensitivity analysis of the simulationfactors. They will also see how to develop a fast-running surrogate model of a long-running simulation whichanalysts can interactively query. Solutions demonstrated will include the application of traditional DOE to discrete event and agent-based simulations, and modern space-filling designs to more complex physics-basedsimulations such as Computational Fluid Dynamics (CFD). The appropriate use of several different analysismethods including Kriging, Neural Networks, regular, step-wise and non-linear regression will all be discussed.

The Sub-Topic Highlights to be covered are: Traditional Design of Experiments Methods applied to M&S;Traditional Polynomial Meta-modeling and Sensitivity Analysis; Sequential Traditional DOE applied to an AirForce Simulation Modern Space-Filling DOE for Complex M&S; Nested Latin Hypercube Design SequentialStrategy Spatial Regression Methods for Deterministic Simulations; and Checkpoint Strategies for ValidatingSurrogate Models Data Visualization Methods.

INSTRUCTOR: Michael J. Leite, PE, SAIC support to the Director, Operational Test and Evaluation

Test and Evaluation is a critical element of the systems engineering process. Additionally many systems engineering techniques are applicable to the management of test programs. This tutorial will examine the systems engineering concepts, the acquisition process, and how test and evaluation ensure that the requiredproduct is designed, developed and delivered.

While based on the Department of Defense acquisition model, the tutorial is applicable to the integration of testand evaluation into the systems engineering management of product developments in both Government andindustry. Considerations will also be given to T&E support to “Systems of Systems” developments.

INSTRUCTOR: Gene Hudgins, BAE Systems, TENA Software Development Activity TENA Event Support Team Lead

The Joint Mission Environment Test Capability (JMETC) is a distributed live, virtual, and constructive (LVC) testingcapability developed to support the acquisition community during program development, developmental andoperational testing, interoperability certification, and demonstration of Net Ready Key Performance Parameters(KPP) requirements in a customer-specific Joint Mission Environment (JME). Through its persistent connectivityestablished on the Secure Defense Research Engineering Network (SDREN), JMETC provides readily available connectivity to the Services’ distributed test capabilities and simulations, as well as industry test resources.TENA, developed as a Central Test and Evaluation Investment Program (CTEIP) project, is well-designed for its role in JMETC successes. Through its common infrastructure, TENA provides the architecture and software implementation and capabilities necessary to quickly and economically enable interoperability among range systems, facilities, and simulations. TENA also fosters range asset reuse for enhanced utilization and providescompensability to rapidly assemble, initialize, test, and execute a system from reusable, interoperable elements.

This tutorial and presentation will inform the audience as to the TENA relationship to JMETC in LVC environments;its current impact on the Test, Training, and Evaluation community; and its expected future benefits to the rangecommunity and the warfighter.

INSTRUCTOR: Simon Youngblood, Johns Hopkins University Applied Physics Laboratory

The processes of Verification, Validation, and Accreditation are foundational elements that underlie assessments of M&S credibility. Verification and Validation activities serve to build an evidentiary chain ofinformation upon which M&S User's can assess the viability of an M&S for a particular application. Informationderived from the VV&A processes is used to shape the understanding of how and where an M&S should beused and under what the constraints. While VV&A is founded on basic software engineering principles, implementation is often constrained by resources, whether these resources are time, money, personnel, or information. This tutorial will introduce M&S Users, M&S Developer's, and VV&A Practitioners to the key concepts associated with VV&A planning and implementation; address the impacts and the drivers, and basic documentation requirements; emphasize the unique challenges associated with the VV&A of distributed LVCenvironments; and incorporate hard fought lessons learned.

Dr. John B. Foulkes assumed the position ofDirector, Test Resource Management Center(TRMC) on December 26, 2004. The TRMCwas established by the FY2003 NationalDefense Authorization Act with a three-starequivalent civilian director reporting directly to the Under Secretary of Defense(Acquisition, Technology & Logistics) (USD(AT&L)). As the Director, Dr. Foulkes serves

as the principal advisor to the Secretary of Defense, the DeputySecretary of Defense, and the USD(AT&L) on matters pertaining tothe strategic planning and assessment of the Department ofDefense’s Major Range and Test Facility Base, the nation’s criticalrange infrastructure for conducting effective test and evaluation(T&E) of major weapon systems. Dr. Foulkes is required by law todevelop and submit to Congress a biennial Strategic Plan for DefenseT&E Resources, and an annual report certifying the adequacy of theMilitary Departments’ and Defense Agencies’ T&E budgets.

Dr. John B. Foulkes is a graduate of Dowling College, NY, earning a B.S. in Mathematics. He attended graduate school at the StateUniversity College of NY at Buffalo, earning an M.A. in Mathematics,followed by M.S. and Ph.D. degrees in Mathematics from theUniversity of Delaware.

Dr. Foulkes is an Assistant Professor of Management for the FloridaInstitute of Technology, teaching three courses per year at its NationalCapital Region branch in Alexandria, VA. His teaching specialties areoperations research; systems engineering; probability and statistics;and modeling, analysis and simulation courses. He is also an adjunctfaculty member for the Mathematics Department at the Anne ArundelCommunity College in Maryland.

Major General Dana J.H. Pittard, SeniorCommander, Fort Bliss, was commissionedas a second lieutenant from the UnitedStates Military Academy at West Point in1981, with a Bachelor of Science Degree in History. He later earned a Master’sDegree from the School for AdvancedMilitary Studies at the United States ArmyCommand and General Staff College.

Major General Pittard also attended the John F. Kennedy School ofGovernment at Harvard University as a Senior Service College Fellow.

His prior command assignments include serving as the CommandingGeneral, National Training Center and Fort Irwin; CommandingGeneral of the Iraqi Assistance Group during OPERATION IRAQI FREEDOM; Assistant Division Commander (Maneuver) of the 24thInfantry Division; Commander of 3d Brigade Combat Team, 1stInfantry Division and Deputy Commander for Maneuver, Multi-National Brigade (East) during OPERATION JOINT GUARDIAN, Kosovoand later during OPERATION IRAQI FREEDOM; and Commander 1stBattalion, 32d Armor and later 1st Squadron, 14th Cavalry Regiment,both as part of the 3d Brigade Combat Team, 2d Infantry Division atFort Lewis, Washington. He also commanded three units at the company level, including a combat deployment during OPEATIONDESERT STORM, Iraq. MG Pittard has held numerous principle staff assignment.
