    JULY – AUGUST 2010 UPDATE

    ITEM NO: 9.1 SYNOPSIS: This report provides Council with an update on a selection of activities undertaken within the Climate Change & Environment Section during the past month July-August and is presented for Council’s information. GENERAL: Energy Audit Update RG Consulting have been commissioned to undertake energy audits on several major Council facilities. This will assist in identifying where energy savings can be made and how to increase the efficiency of energy usage in Council’s major buildings. 10 facilities are being audited. Several sites have undergone initial site inspections and are; the Civic Centre, Westlane Carpark, Casuarina, Karama and Nightcliff libraries and Bishop Street Operations Centre. The remaining facilities; Nightcliff Community Centre, China Town Carpark, the Darwin Entertainment Centre and Gardens Oval complex will be inspected over the next 2 weeks. Draft audit reports including recommendations will be available by the end of August. A Green House Gas (GHG) inventory report detailing Council’s 2009 GHG emissions and energy consumption will be completed by mid September. The inventory report will provide data which will enable a direct comparison to Council’s 2007 Greenhouse Gas inventory and will provide an indication of priority areas as to where to focus energy conservation projects.

    UPDATE Gardens Park Golf Club and Lake Alexander Management Plans Progress meetings were held with both project consultants ( URS and Tropical Water Solutions) who have been commissioned to prepare Management Plans for the Gardens Park Golf Club and Lake Alexander. The Plans are on track with the first draft of the Lake Management Plan for the Gardens Park Lake due to be submitted by URS for review by early August. This will be followed by the draft review of the Lake Alexander Management Plan by Tropical Water Solutions expected to be submitted prior to the end of August. Display at Royal Darwin Show – 22 to 25 July 2010 Climate Change and Environment in conjunction with Waste Management once again participated in the Royal Darwin Show under the Darwin City Council marquee. With the success of last year, we provided the community with another opportunity to enter a competition to win a Compost bin. Once again it was well received and the winner Paul Gerken from Anula was elated in winning the prize. The event finished with the Darwin City Council being presented with a third place ribbon for “Community Group Stallholder” display. White Card Training The Climate Change and Environment Manager and Environment Officer attended and successfully completed White Card training, which was held at the Bishop Street Operations Centre on the 29 of July. White Cards are now required to be held by personnel who access building and construction sites in the NT. East Point Community Planting Day – 11 December 2010 A community Planting Day will be held on Saturday morning 11 December. The planting will take place at East Point Reserve in an area that is in Council’s control. The Event will provide response to participation as a Capital City Council to the 2010 International Year of Biodiversity. It will meet requirements for additional habitat for the Agile Wallaby and link with their water holes. Further plantings are required as a continuing response to meet the Climate Change and Environment goals. The location is ideal for parking, provision of family requirements of play equipment, BBQ and toilet facilities. Whilst in the Wet Season an early morning start and finish by lunch time should work. Although a Saturday the timing also fits with the end of year activities of the School year, yet is before people depart interstate for Christmas. In contact with a few schools, they have indicated they can provide information to the school community about the community planting day.

    SUBJECT: CLIMATE CHANGE & STORM SURGE IMPACTS

    ITEM NO: 9.2 SYNOPSIS: This report provides an update on the sea level rise and storm surge modelling work being undertaken by the Northern Territory Government was requested by Council. GENERAL: The current edition of the Municipality of Darwin Map showing Darwin Storm Surge Zones is dated 16 September 2003 and was produced by the then NT Department of Infrastructure Planning and Environment. A new Storm Surge Zones map and contemporary information on the sea level rise predictions for Darwin is urgently required to enable Council to best manage its assets and infrastructure. All Australian States that have a land sea interface have undertaken similar studies and produced contemporary information which takes into consideration coastal processes and sea level changes along with the full range of possible climate change impacts. In ‘The Parliament of the Commonwealth of Australia Report – Managing or Coastal Zone in a Changing Climate’ Report of the House of Representatives Standing Committee on Climate Change, Water, Environment and the Arts (October 2009), all States except the Northern Territory are listed as having Sea level rise benchmarks in state coastal planning policies (ref page 129). Following the Council Meeting on Tuesday 11 May the Lord Mayor sent a letter to the Chief Minister requesting an update on the sea level rise and storm surge modelling work being undertaken by the NT Government and seeking advice as to when the updated information will be available.

    SUBJECT: DARWIN HARBOUR WATER QUALITY INVESTIGATION

    ITEM NO: 9.3 SYNOPSIS: This report has been prepared in response to Council Decision 20/3053 Water monitoring and sampling conducted by Darwin City Council and the NT Government found elevated pollution that resulted in the closure of Lake Alexander (13 May - 21 June ) and local beaches (13 - 20 July) . Local scientists consider that events including the high rainfall event, along with increased algae deposits and human and animal faecal content were all considered to be part of the overall harbour pollution. Darwin City Council will continue to work in collaboration with the NT Government to consolidate scientific information on water quality around Darwin Harbour, including identifying potential sources of pollution and the development of management strategies. GENERAL: Darwin City Council, through its water monitoring and sampling at Lake Alexander found elevated levels of E Coli during May which required the Lake to be closed to swimming on 13 May 2010. Lake Alexander, which is a natural managed system receives pumped water from the Darwin Harbour and through tidal movements. Possible sources of pollution included a high rainfall event or water from Darwin Harbour. High readings of E Coli were subsequently discovered in Darwin Harbour samples taken and analysed by the Department of Natural Resources Water Microbiology Laboratory. Given these results an immediate range of intensive and regular water monitoring samples were taken from surrounding creeks and waterways that run into the Harbour and at various harbour and beach locations.

  • PAGE: 2 REPORT NUMBER: 10TS0154PR SUBJECT: DARWIN HARBOUR WATER QUALITY INVESTIGATION A series of Inter-Agency meetings were held between Directors of Water Health, senior staff from both Department of Health and Families (DH&F) and Natural Resources, Environment, The Arts and Sport (NRETAS) along with Darwin City Council and Power and Water staff to monitor and investigate the high levels of E Coli at Darwin beaches and in waterways. E.coli is a common bacteria. Most strains of E.coli are harmless but some can be harmful to humans. The harmful strains are a component of the normal flora of the gut in warm blooded animals. E.coli is not always confined to the intestine and has the ability to survive brief periods outside the body. This makes them an ideal indicator organism to test environmental samples for faecal contamination. However bacterial die off of E.coli in estuarine environments is typically short lived. Enteroccocci (common organisms in the intestines of humans) is a more persistent faecal indicator in the environment. At the 5 August 2010 meeting the Capital City Committee received an update from NT Government Departments and the Power and Water Corporation on current research and ongoing monitoring of the water quality of Darwin Harbour. Power and Water advised that planning is underway to decommission the Larrakeyah sewage outfall next year. This will include upgrades to Ludmilla Wastewater Treatment Plant, the East Point effluent rising main and the East Point outfall. The waste Discharge Licence, issued by NRETAS to Power Water for Larrakeyah allows median E coli reading of up to 10,000,000 units per 100 ml. The NT Government published data at the time of the beach closures, showed samples taken at the Larrakeyah Macerator Discharge to be at a significant elevated level. “Power and Water Corporation Testing Results – Ocean Outfall Sites in Darwin Harbour “ published on the NRETA’s website are shown in Attachment B. Additionally NRETA’s Aquatic Health Unit continued its normal waterways regular monitoring and in view of the harbour issues at that time increased the number of sites tested. Local scientists consider that events including the high rainfall event, along with increased algae deposits and human and animal faecal content were all considered to be part of the overall harbour pollution. Darwin City Council will continue to work in collaboration with the NT Government to consolidate scientific information on water quality around Darwin Harbour, including identifying potential sources of pollution and the development of management strategies. A letter from the Minister for Natural Resources, Environment and Heritage was received on 3 August, in regards to recent events around water quality in the Harbour. The letter also offers continuing cooperation and seeks feedback on the proposals in the letter offering collaboration between Government and Council. Attachment A

    SUBJECT: FUSARIUM WILT OF ROSEWOODS

    ITEM NO: 9.4 SYNOPSIS: The Northern Territory Government recently announced that they have noticed an increase in symptoms of Fusarium Wilt of Rosewood trees in the Darwin rural area. Following recent inspections Darwin City Council’s Urban Forrest Management Team (UFM) have identified what appears to be symptoms of Fusarium Wilt in Rosewoods in the Darwin Municipality. This report provides Council with an update. GENERAL: The Northern Territory Government recently identified an increase in a soil borne fungal disease, Fusarium oxysporum (Fusarium Wilt) within the Darwin rural area and released a agnote in July 2010 (ATTACHMENT A & B.) Council’s UFM staff have been monitoring what appears to be fungus disease affecting weeping Rosewoods within the Darwin Municipality. The disease is easily spread via spores in soil and equipment used around the soil of infected plants. It is very difficult to contain in an urban environment. Once infected, the trees will decline and die. At present there appears to be no effective chemical treatments available. Council staff have been liaising with Northern Territory Government representatives regarding the matter and testing is occurring to confirm whether the trees are being affected by Fusarium Wilt. The majority of trees which maybe affected are located within the CBD in Harry Chan Avenue, The Esplanade and Woods Street. It is estimated that approximately

Samples have been taken and testing is occurring to confirm the casue of the decline and in some cases death of these trees. The current Council owned Rosewood trees which have died will be removed and replaced with suitable species as soon as possible where practical given the location and remaining infected trees will continue to be monitored. Council Officers are currently working to develop a plan of management regarding this issue and are working with Government representatives. The plan of management will consider issues such as likely impact of the disease within the City. Management practices including identification of infected trees and replacement strategy to ensure the urban forest is maintained will continue to be developed. This is a complex matter and Council will be kept informed of progress. FINANCIAL IMPLICATIONS: Not assessed as the extent and impact of the disease on the urban forest has not been adequately ascertained.     ITEM NO: 9.5 SYNOPSIS: Darwin City Council has been successful in securing Australian Government funding under the Department of Infrastructure, Transport, Regional Development and Local Government Roads to Recovery Program – 2009-2014. The funds from this program have been distributed to local Councils and Territory Governments responsible for local roads. Darwin City Council’s allocation over the five year period is a total of $3,340,625. The Cavenagh Street re-surfacing/reconstruction project has been approved by Council as the Key project for this expenditure. The target completion date for this project is now 30 June 2011. This report is the progress report on the project for the month of August 2010. GENERAL: Cavenagh Street is a significant major CB Zone road that is over 50 years old. It was resealed in about 1989. The existing bituminous surface is approaching the end of its effective life and such, is due for replacement. In addition, through a geotechnical assessment, it has been ascertained that the base course and other structural layers of the pavement are also in a poor state. The geotechnical report provided recommendations in regard to the remedial works required to rehabilitate the road pavement and these measures have been incorporated into the design work for this project. Based on sound asset management principles and existing data and knowledge Cavenagh Street was identified as a high priority. The Australian Government

    REPORT AUGUST 2010 funding assistance provides Council with the opportunity to deal with this matter in a timely and effective manner. Project Progress: A.) Geotechnical Assessment - An independent geotechnical assessment to

    establish the existing condition of the structural layers of the road, along the full length of Cavenagh Street (from Harry Chan Avenue to Daly Street), on both sides of the road has been completed.

    This work was undertaken to ascertain the existing pavement condition and provide recommendations in regards to the extent and nature of the remedial works required. The recommended remedial works have been incorporated into the detailed design work for this project.

    B.) Detailed Design and Tender Documentation – The detailed

    design/documentation is being finalised and is expected that tender documentation will be completed by the end of September 2010.

    The scope of work includes the following: the pavement refurbishment/reconstruction works as determined through the geotechnical investigation undertaken; redesign of the existing surface; investigation of existing and allowance for future services; liaison with the Northern Territory Government regarding the requirements of a possible future bus route along both sides of Cavenagh Street; stormwater drainage system checks; undertaking a desk top Road Safety Audit of existing traffic movements, including those at median island breaks; and for possible additional landscaping to the central median island; and production of construction drawings and tender documentation and construction cost estimate.

    The extent of this initial stage of the Cavenagh Street reconstruction project is estimated to be from Bennett Street to Whitfield Street and will be finalised subject to available funding. Should Council adopt the outcomes to the NT Government’s Public Transport Framework Study (which will be subject to a forthcoming public consultation process involving both Council and the Northern Territory Government), then the scope of works will include provision of bus parking facilities and landscaping along Cavenagh Street. The final scope of the Cavenagh Street project will depend upon on available funding and future Council decisions on the NT Government’s Public Transport Framework Study and the Cavenagh Street Master Plan – Key Moves 2008. The current design/documentation allows for the servicing of possible tree planter pits (similar to those constructed as part of the recently completed MY0800 Knuckey Street Stage 1 project). The services will include conduits for lighting and irrigation and drainage for the tree pits and conduits for irrigation to possible additional landscaping within the central median island.

    This will prevent the need to re-excavate the road if Council elects to install these tree planter pits and services in the future.

    Council decisions on the following will influence the final scope of the Cavenagh Street project:

    1). Public Transport Framework Study (NTG) 2). Cavenagh Street Master Plan – Key Moves 2008.

    The Northern Territory Government’s Pubic Transport Framework Study (the Study) – The Northern Territory Government has undertaken a public transport framework study and this was the subject of a presentation to Council at the 1st Ordinary Council Meeting on 16 March 2010. The outcomes of this Study have significant implications for Cavenagh Street, which is envisaged by the Northern Territory Government to be the principal bus route within the Darwin CB Zone.

    Should Council endorse the outcomes of the Study, following the forthcoming public consultation process, this will result in the need to convert Cavenagh Street into a two-lane road in both directions, the need to undertake significant upgrading works at particularly the Bennet Street/Cavenagh Street intersection and the need to provide bus parking facilities at several locations along Cavenagh Street to accommodate the new bus routes. This would in turn result in the loss of angle parking within Cavenagh Street, as the new configuration would necessitate parallel parking. The additional bus stops required under the Study would result in further losses in kerbside car parking. Cavenagh Street Master Plan – Key Moves 2008 – The Cavenagh Street Master Plan proposes the following: converting Cavenagh Street into a 2 lane road in both directions; the reconfiguration of the on-street car parking bays along both sides of Cavenagh Street from angled parking to parallel parking; the introduction of an on-road cycle way along both sides of Cavenagh Street adjacent the reconfigured parking bays; and tree planter beds (similar to those currently being installed along Knuckey Street) along both sides of Cavenagh Street. The reconfigured parking arrangement and tree planter beds proposed in the Master Plan would result in the loss of a significant number of car parking bays. It is estimated that 40 bays will be lost in the short term as a result of the reconfigured kerbside parking and 30 additional bays will be lost (along the whole length of Cavenagh Street) as the result of the proposed tree planter beds in the medium term. There would be additional losses in car parking in the short to medium term as the result of the new bus stops proposed under the Northern Territory Government’s Pubic Transport Framework Study. This additional loss is estimated to be 30 bays. The implications associated with the implementation of the outcomes of the Northern Territory Government’s Pubic Transport Framework Study and Cavenagh Street Master Plan – Key Moves 2008 were presented in a

THAT Council endorses in principle the Cavenagh Street Masterplan – Key Moves 2008 (Darwin City Council) and Public Transport Framework Study (Northern Territory Government) for the purpose of public consultation regarding Cavenagh Street as outlined in Report Number 10TS0073 LC:kb. C. THAT a further report be prepared on the outcomes of the public

    consultation relating the future form of Cavenagh Street and its use as the primary Darwin CBD Public Transport route for consideration by Council.

    D. THAT the Council write to the Minister for Transport to advise that Council

    requests further consultation regarding the implementation of the Public Transport Framework Study recommendations as they are developed and prior to any implementation beyond the scope of Cavenagh Street.

    DECISION NO. 20\2992 (13/07/10). A further report will be submitted to Council summarising the outcomes of the forthcoming consultation process. Should Council endorse the future form of Cavenagh Street as the primary Darwin CBD Public Transport route and the tree plantings in principle as depicted in the Cavenagh Street Master Plan – Key Moves 2008, then the design/documentation works will proceed to completion and tender stage with the additional design elements incorporated into the project scope. Council and Northern Territory Government Officers are working together to finalise the public relations strategy for Cavenagh Street, with the intention of commencing the consultation process during the week commencing towards the end of August 2010. The public relations strategy will be a joint effort between Council and the Northern Territory Government.

    It is intended that provision for future servicing of possible tree pit locations be incorporated into the Cavenagh Street resurfacing/reconstruction project, to avoid re-excavating Cavenagh Street at a possible future date.

    REPORT AUGUST 2010 FINANCIAL IMPLICATIONS: The value of the Federal Government’s funding for the Roads To Recovery Program – 2009-2014 is $3,340,625 (excluding GST) over a 5 year period. This year’s instalment will be $668,125 (excluding GST) and the same amount will be forthcoming for each of the following 4 years. Therefore, under the current funding cash flow arrangement, Council will need to consider funding the project initially via it’s reserves which will be re-paid over the period. Council Officers have requested that the total funding of $3,340,625 (excluding GST) to be made available for the Cavenagh Street project prior to commencement of the works. Final funding arrangements will be reported to Council. Should Council endorse Cavenagh Street as the principle bus route within the Darwin CBD, following the public consultation process, then a financial contribution towards the upgrading works required to facilitate a primary bus route along Cavenagh Street will be sought from the NT Government. Should Council endorse the tree plantings proposed in the Cavenagh Street Master Plan – Key Moves 2008, following the public consultation process, then additional moneys will be required in order to construct the landscaping proposed along Cavenagh Street. It is envisaged that any such landscaping would proceed some time in the future, subsequent to the Cavenagh Street reconstruction works planned to commence in March/April 2010, depending on funding availability. Key stakeholder groups including businesses, property owners, and the broader community will be engaged to seek their input. The key elements of the proposed consultation strategy may include:

    i) A fully integrated communication and issues management plan, reflecting Council and Northern Territory Government business objectives;

    ii) Proactive public relations activities including media announcements, online

    information and public displays;

    iii) Stakeholder engagement through business/community forums, industry newsletters and direct mail campaigns;

    iv) Opportunities for feedback through a consultation hotline, surveys and online;

    v) Advertising to promote the vision of the project, build awareness and advise of

    major announcements. It is anticipated that the consultation process will commence toward the August 2010 and undertaken over a four (4) to six (6) week period. The outcomes of the consultation process will be the subject of a further report to Council after the completion of the consultation period. In addition, a project notice board acknowledging both the contribution of Council and the NT Government may be required, depending on whether or not Council endorses Cavenagh Street as the principle Darwin CBD bus route and the related works are incorporated into the scope of works for this project.

    ITEM NO: 9.7 The MY0800 Darwin City Revitalisation Project is the result of a successful submission for Federal Government funding under the Community Infrastructure Program-Strategic Projects. As the result of the submission, $3.6 million in Federal funding was secured towards the construction of the following key project components:

    A. Knuckey Street Connection 1 (Mitchell Street to Cavenagh Street); B. Smith Street Connection 2 (The Mall); C. Smith Street Connection 3 (Knuckey Street to Peel Street); and D. Raintree Park.

    The total project budget is approximately $8.1 million. Part A is complete and Part C is 90% complete. Construction works on-site for the final stage of the project (Parts B and D) will commence on 16 August 2010 and these works will be completed by 30 November 2010. This report provides an update on progress of the MY0800 Darwin City Revitalisation project key components as of August 2010.     Introduction of additional compact children’s’ play equipment, as part of the Public Art strategy.

    New way finding and tenancy signage. Improved lighting and furniture.

    C. Smith Street Connection 3 (Knuckey Street to Peel Street):

    Removal of existing landscaping elements such as raised planter beds and shrubbery, to create a safer and more inclusive pedestrian environment;

    Creation of and enhanced Wet Season covered link between the Chinatown Car park to the Smith Street Mall;

    Promotion of alfresco dining opportunities in the Darwin Central Business Zone;

    Promotion of a diverse and active retail edge; and Introduction of large shade trees. Improved lighting.

    D. Raintree Park:

    PROJECT TEAM The team for this project comprises of a team of consultants covering the various aspects of the works and includes the following:

    Rider Levett Bucknall – Cost Planners; Troppo Architects – Architects; Aurecon – Consulting Engineers and Program Planners; DotDash – Environmental & Wayfinding Signage; Positive Solutions – Public Art Consultants; Creative Territory – Public Relations Consultants; The Stump Man – Arborial Consultant; and Various Darwin City Council Officers.

    PROJECT ROLL-OUT To accommodate reporting timeframes, the project is being rolled out in 3 parts: Knuckey Street Connection 1, Smith Street Connection 2 (Knuckey St to Peel St) and the Mall (Smith Street Connection 3) in conjunction with Raintree Park. Each package is being delivered through public tender. PROJECT PROGRESS KNUCKEY STREET – STAGE 1 – Completed SMITH STREET CONNECTION 3 (KNUCKEY STREET TO PEEL STREET) This component went to tender on Saturday 27 March 2010 with tenders closing on 22 April 2010.

    REPORT AUGUST 2010 (ENTIRE PROJECT) The tender was awarded to Macmahon Contractors PTY LTD. Works are progressing well and are on track with minor alterations/variations to the project to date. The works are due to be practically complete by the end of August 2010. This project stage is 90% complete. Turfed areas have been established, trees and groundcovers have been planted, and the works are now focused on the area in front of Spillet Park. The structure of the awning has been erected and works are progressing to finalise it’s finishes. THE MALL AND RAINTREE PARK This component went to tender on 27 May 2010 and tenders closed on 1 July 2010. The project was awarded to local company, Wolpers Grahl Pty Ltd. The project is planned to have a 17 week construction period with a practical completion date of 30 November 2010. The construction methodology will include the staging of construction works, working 7 days a week and night time work where feasible. Works will commence in Raintree Park to ensure minimal disruption to pedestrian movement through The Mall and therefore minimising disruption to trading during the “peak season” as identified by The Mall Traders. Significant works will not commence in The Mall until the first week of September 2010. A comprehensive construction program is currently being finalised and will be available on the MY0800 website as well as be communicated to relevant stakeholders ( including traders in the Mall and Raintree Park). Some works may be undertaken in The Mall in August although these works will be limited to aspects that will not cause significant disruption to The Mall traders. Every effort will be made to minimise disruption to traders and the general public during the delivery of the project. The construction works within Raintree Park commenced on 16 August 2010 and it is estimated that these works will take 8 to 10 weeks to complete. Letter drops to mall traders have been undertaken in advance of the start date, adverts have been placed in the NT News and radio adverts have been running advising of the works.

    REPORT AUGUST 2010 (ENTIRE PROJECT) Major construction works within The Mall will not commence until early September 2010. Works will commence at the Knuckey Street end of The Mall and will progress to the Bennett Street end. The playground equipment will remain as is and will be cleaned as part of the contract. No new play equipment (other than artistic components) will be installed. Council Officers have been investigating the possibility of transplanting of established Allosyncarpia ternata for inclusion into The Mall works to provide a mature tree instantly, replacing the likes of the African Mahogany to be removed outside the Victoria Hotel. Council has investigated several trees which may be able to be transplanted. Staff have identified a number of difficulties with the identified trees including inherent structural faults, termite infestation, proximity to services, and one having been burnt by fire during the preparation stages. It should be noted that the transplanting of an established Allosyncarpia ternata has not been attempted before and consequently, significant risks exist in regard to this action, including the risk of the tree dying. Council Officers are liaising with various authorities in regards to this matter. Every effort is being made to ensure the survival of the trees. The final number of trees to be transplanted will be determined as investigations continue. At this stage, only one tree will be transplanted to replace the African Mahogany to be removed. Public Art: A Public Art Consultant has been commissioned. Stage 2 (final stage) has commenced and includes the development of works pieces for the project. Council has written to the Minister of Local Government seeking dispensation from the tender process for the production of the public art components of this project. This dispensation has been granted and a purchase order for the production of art works has been issued.. Council considered the public art components at it’s meeting on 20 April 2010 and resolved: Presentation of Public Art Curatorial Framework and Concept Designs for The Mall Report No. 10C0051 AR:kl (14/04/10) Common No. 1758906 Ms Renai Grace from Positive Solutions and Mr Peter Nelson from Tract Consulting were in attendance from 6.20 pm to 6.34 pm to brief the Council in relation to the Public Art Curatorial Framework and Concept Designs for The Mall.

    dimensional design or text based work for the ground plane paving treatment at Raintree Park.

    iii) The opportunity to acquire editioned ‘Gatherings’ artworks to be installed as

    playful elements revealed throughout The Mall. C. THAT Council endorse for commission the major Public Art opportunity concept

    design by Katrina Tyler, subject to concept development work being undertaken and the refining of designs to meet engineering and safety specifications.

    DECISION NO.20\2669 (20/04/10) End of Project Audit: To be undertaken at end of project. FINANCIAL IMPLICATIONS: Now that all components of the project are out to contract estimates can be formalised.The revised estimated costs of the key components of the Darwin City Centre Revitalisation Project 2009 are as follow:

    A. Smith Street Connection 2 (The Mall): $2,791,512; B. Knuckey Street Connection 1: $1,590,926; C. Smith Street Connection 3 (Knuckey St to Peel St): $1,155,810; D. Raintree Park: $2,278,383.

    A Public Art allowance (4% of total budget) of $228,722, an End of Project Audit allowance of $26,000. A $20,000 allowance for the Mantra Pandanus tree pit and miscellaneous cost are additional to the key component estimated costs. The revised estimated total project budget is $8,091,353.

    Government Key Strategies 7.2.2 Display Council’s leadership across all levels of Government LEGAL IMPLICATIONS: Various ENVIRONMENTAL IMPLICATIONS: The project development and design has considered various environmental aspects including but not limited to stormwater resources, efficient lighting systems, native trees and solar power. PUBLIC RELATIONS IMPLICATIONS: A fully integrated marketing and communication plan has been developed and is being executed for the entire project under a project branding featuring the “MY0800” logo. This branding reflects the postcode of Darwin and acts as an invitation to the community of Darwin by personalising the destination, MY CITY, MY DARWIN, MY0800. COMMUNITY SAFETY IMPLICATIONS: The MY0800 Project has the key outcomes of a Sustainable City, Event City, Retail City and 24 Hour City. A key component of this is improved safety and this is a continual consideration from concept to construction with CPTED principles being applied.     REPORT AUGUST 2010 (ENTIRE PROJECT) PROPOSED PUBLIC CONSULTATION PROCESS: Extensive consultation has and will continue to be undertaken with stakeholders including property owners, the general public and other stakeholders. Local businesses, stakeholder and the broader community will be kept informed through regular updates which will include post cards and information letter drops, the MY0800 website and media such as NT News notices. Council will be utilising radio, NT News, website and personal visits to effected shops to inform the Community of the project. The website continues to be updated as the project develops to provide current information. On 9 July and 6 August 2010 Council staff personally delivered “post cards” containing updated project information to businesses within the Mall. An advertisement was placed in the NT News on Sunday 7 August 2010 and a letter drop of traders facing Raintree Park was undertaken on 9 August 2010 advising of the construction schedule for the Mall and Raintree Park. Radio advertisements were undertaken the week prior to the 16 August 2010. The communication strategy and delivery will continue as the project proceeds and regular updates will be issued through further post card drops, NT News advertisements and website updates. APPROPRIATE SIGNAGE The Australian Government Stimulus signage has been erected in The Mall as required by the funding agreement. Additional signage will be installed as the project progresses. A separate report covering the proposed arcade signage to be implemented in The Mall and the management of the proposed removal of the existing moveable signs in the Mall, will be submitted to a future Environment & Infrastructure Committee Meeting. This signage report will also provide a suggested consultation process associated with the introduction of the proposed arcade signage.
