Who we areA group of 10 young professionals (Architects + Engineers) has been selected by Tuscany Region among several candidates from a technical background

We are from 26 to 34, featuring both new graduates with no experience and professionals trying to find their place in context of the current structural crisis

Each of us is bringing pre-acquired skills into the group, creating a climate of continuous learning and knowledge sharing

Lesson learnt: the Milan District experience

No costs for energy improvement!!

• The Province of Milan has awarded the implementation of the First Energy Performance Contract with Results Guarantees to an Energy Service Consortium made up by four ESCOs;

• Total contract value amounts to 13 Millions Euro entirely invested by the Consortium, thanks to a loan granted by the European Investment Bank, covering 75% of the investment;

• The contract has been awarded according to European procurement procedures;

• Covers 98 public buildings, mainly schools, located in 16 Municipalities in the territory of the Province of Milano that have joined the Covenant of Mayors;

• Duration of the contract 15 years, guarantees 35% reduction of final energy costs;

• 5% of the costs in terms of budgetary relief for the Municipalities;

• Will contribute to the reduction of GHG emission well over 20% by 2020 (prime objective of the Covenant of Mayors initiative);

“A natural or legal person that delivers energy services and/or

other energy efficiency improvement measures in a user's facility

or premises, and accepts some degree of financial risk in so doing.

The payment for the services delivered is based (either wholly or in

part) on the achievement of energy efficiency improvements and

on the meeting of the other agreed performance criteria”

Energy Performance Contracting (EPC)

• By means of EPC the ESCO can stipulate contractual arrangements to provide energy efficiency improvement measure with a fixed energy improvement target

• The customer is protected from technical and financial risks

• An ESCO project is based on the real occurrence of energy savings since its compensation is linked to the amount of energy savings

• ESCOs risk their own revenues and investments’ cost payback

Lesson learnt: the Milan District experience

Milan’s objectives on energy derive from City’s Strategic Plan

2004-2009, based on Kyoto Protocol’s Guidelines. The strategy

was confirmed for the 2009-2014 Plan and is still on going.

Reduction of primary energy consumption of 35,000 toe/y in

buildings and industry through energy efficiency (new building

codes, energy audit, etc.) and innovation in technologies

Lesson learnt: the Milan District experience

Milan managed to obtain ELENA facility, run by the EIB.

ELENA (European Local ENergy Assistance) covers up to 90% of

the technical support cost needed to prepare, implement and

finance the investment programme.
