Dear Friends,

The Portland Foundation is honored to serve the Jay County community and has done so since December 17, 1951 when three localbusinessmen saw the need to create an organization that was designed to assist in the community’s future growth while serving as avehicle for community philanthropy. The Foundation exists to enhance the quality of life in Jay County by building communityendowment, awarding grants, and providing leadership on key community issues.

The recently completed Portland Water Park is a shining example of The Portland Foundation living out its mission. Because of theFoundation’s generous donors over the past 64 years, unrestricted assets have been built to a level that allowed the largest-evergrant of $250,000 to be awarded as the lead gift for the project that became a public-private partnership between the City of Portlandand nearly 300 community donors. The Foundation also provided leadership on the project by serving as fiscal agent and receiving$1.2 million in gifts from those community donors.

The board and staff are blessed to be able to serve the community by carrying out The Portland Foundation’s mission. Each of usthanks you for trusting us with carrying out your philanthropic legacy for Jay County.

JAY COUNTY PROMISEThe Jay County Promise is a program designed to improve educational attainment for the youth of Jay County by providing hope for every child to fulfill their post-secondary educational dreams.

In 2015, Jay County Promise became part of the Promise Indiana program which was established in 2013 by the Wabash County YMCA. Promise Indiana is acommunity driven model, designed to increase the number of students who have a 529 college savings account so that they are better prepared financially fortheir post-secondary educational careers.

The Portland Foundation granted $25,000 to John Jay Center for Learning to establish 529 college savings accounts at $25 each for 1,000 students in grades K-3 forthe 2015-16 school year and students in grades K and 5 for the 2016-17 school year. 734 students established Jay County Promise accounts during the 2015-16school year, and Jay County went from being the 59th ranked county in Indiana in the number of children age 18 and younger who have a 529 college savingsaccount to the 4th.

53% of the students who established accounts raised $25 for their 529 account from “Champions” in their lives. These students qualified for an additional $50 fortheir 529 account from community businesses, industries, and county government who provided matching funds.

The Portland Foundation believes strongly in the importance of establishing an expectation of post-secondary education for Jay County students and desires topartner with families to provide hope for these students as they work to fulfill their post-secondary educational dreams.

Betty Lavon Grace Rigby ScholarshipFundEstablished in 2015 by John Rigby inmemory of his wife. The fund is to providescholarships to Jay County High Schoolgraduates who have a “B” or “C” gradepoint average and intend to pursue adegree in a vocational field of study.

The Foundation is made up of many endowments, or “funds.” Each wasestablished with a separate, simple agreement. Although pooled forinvestment purposes to benefit from economies of scale, each fund isaccounted for separately.

Claudiais a Cleveland native and taught elementary schoolchildren for 36 years. As residents of ClevelandHeights, they have served on numerous boardsand commissions in the Cleveland area. The Davis’were longtime Jay County business owners andcivic leaders. They were owners of LimestoneProducts Inc. while Mary was an educator with JaySchools and served as a member of theFoundation’s Board of Trustees and Bill served as afounding member of the Jay County DevelopmentCorporation Board of Directors as well as District33 Representative in the Indiana General Assembly.

Wasmuth Trust Fund $86,000Established in 1983 by Mr. Lou Wasmuth as a

living memorial to his interest in the welfareof Portland. He was a longtime communityleader and former owner of Portland MotorParts. Lou asked that when funds were usedthat his wife Eula and son Alex berecognized.

J. Arthur Williams-Orville EasterdayTrust $29,963

Established in 1952 by the Jay GarmentCompany. This is one of the first twooriginal trusts of The Portland Foundationand the first to be funded. The trust wasestablished as a memorial to Mr. Williamsand Mr. Easterday, founders of the JayGarment Company. Both men were businessand civic leaders. The trust was originallyestablished to fund scholarships but wasamended in 1978.

How to Give Through ThePortland FoundationDonors can give to existing funds or create new ones that best serve their needs andcharitable interests. Prospective donors are urged to discuss the various optionslisted below with their attorney, accountant, or other financial advisor.

Endowment FundsAn endowment fund is a living memorial that may carry your family name. It createsa pool of charitable assets that provides enduring charitable support. Donors maychoose one of five ways to have their contributions administered:

UnrestrictedThe donor allows the Board of Trustees the freedom to choose the grant recipientsand respond to changing needs in the community.

Field of InterestThe donor may specify a field of interest, but leaves selection of the exact recipientsto the discretion of the Board of Trustees.

RestrictedThe donor may name one or more particular agencies or institutions to receivegrants.

ScholarshipThe donor outlines the criteria for awards to deserving students so they may pursueeducational opportunities.

Donor AdvisedThe donor may suggest possible grant recipients to the Foundation each year.

Planned Gifts Providing Lifetime Income

Planned gifts provide the benefits of charitable giving, while affording you and lovedones income from the donated assets.

Through The Portland Foundation, donors have the opportunity to preserve andstrengthen the Jay County community. For information on these and other ways touse The Portland Foundation, call Doug Inman at (260) 726-4260.

Applying for GrantsThe Portland Foundation encourages requests from any new or existing charitableorganization or community agency in Jay County.

Grant PoliciesGrant proposals must have direct relevance to Jay County charitable needs.

Areas The Portland Foundation wants to support are:

• Start-up costs for new programs

•One-time projects or needs

•Capital needs beyond an applicant organization’s capabilities and means

Generally, The Portland Foundation does not support:

• Individuals, other than scholarships

• Religious or sectarian purposes

•Make-up of operating deficits, post-event or after-the-fact situations

• Endowment campaigns

• Propaganda, political or otherwise, attempting to influence legislation or intervenein any political affairs or campaigns

Requests are reviewed and voted on twice a year. Deadline dates are typically inJanuary and July and are announced in the local media.

Foundation staff will review the grant request and will contact the requestingorganization for any additional information or clarification. Following staff review, theproposals are sent to the Board of Trustees for evaluation and fundingrecommendation.

Following the next regularly scheduled board meeting, applicants are informed inwriting of the Board’s decisions as well as any conditions placed on a grant.
