When referring to the new code and its provisions we are referring to the proposed draft. Its provisions will not be in effect until enacted by the City Council and signed into law by the Mayor.

eDucAtioNAl AND hospitAl ZoNiNG Districts

The Educational Campus and Hospital Campus Zoning Districts are tools that allow our current and future education and medical institutions to plan, develop, and expand in a more transparent way. These institutions are important parts of our City and the new zoning districts will allow them to better meet their special needs and address impacts of large-scale, multi-functional developments that evolve over time within our communities.

These new districts contain a list of permitted uses that are typically found in campus and hospital environments along with minimum requirements related to lot area, building heights, and yard setbacks. The regulations encourage development to be urban while relating to the context in which the development resides.

If the institution seeks to exceed the allowable bulk standards, a Campus Master Plan (for educational campuses) or General Development Plan (for hospitals) may be developed and approved by the City Council as the controlling document for future development within the district. The Campus Master Plan and General Development Plan allow for flexibility in the development and expansion of the campus above the base district regulations. Once a plan is submitted to City Council and approved, the development proceeds in accordance with the plan rather than the base district regulations. This new process allows greater flexibility and a more streamlined development process for institutions that develop a long-range plan. It also provides the community with an opportunity to understand and participate in the long range planning of adjacent institutions.
