These guidelines aim to ensure the consistent application of all design, visual and linguistic elements for the Education Labour Relations Council’s (ELRC’s) brand. The way that a brand is portrayed should always be consistent, so that all internal and external stakeholders engage with a coherent brand and brand communication over time.
The aim is to form a dependable relationship with the brand and ultimately respect it and what it stands for. Any deviation from the visual identity guidelines breaks down the perception of stability of the brand and negates trust that is built up.
Consistent visual application goes hand in hand with a consistent service for trust to be generated.
The guidelines should be applied by anyone who is creating ELRC collateral, for both internal and external use.
Who are these Guidelines for?
The ELRC serves the public education sector nationally and provincially, and the overriding aim of the Council is to provide labour relations services to its key stakeholders in its pursuit of providing quality services in public education.
About the ELRC

The ELRC’s corporate identity identifies the Council’s core services.
For the Council’s brand to be reflected in a positive way, appropriate use of the ELRC logo must be applied consistently.
The consistent use of a brand ensures that all internal and external stakeholders engage with a coherent brand.
This manual will help ensure consistency by providing standards and specifications for the use of the ELRC’s corporate identity in various situations. The manual should be followed for all printed and multi-media communications, including stationery, forms, websites, publications and sinage.
The guildelines in the manual also aim to ensure the consistent application of all design and visual and linguistic elements for the ELRC brand.
Corporate Identity Elements – Colour
Colour is a strong and communicative element to any corporate identity.
The ELRC’s colour palette is bold and vibrant and reflects the richness and diversity of our country. It is also inspired by our democracy.
About the ELRC
The ELRC serves the public education sector nationally and provincially. The overriding aim of the Council is to provide labour relations services to its key stakeholders in its pursuit of providing quality services in public education.
The ELRC derives its authority from the Labour Relations Act (LRA) 66 of 1995, as amended and its constitution. The Council consists of the State as Employer, made up of the provincial departments of education and coordinated by the Department of Basic Education; as well as the combined teacher trade unions, SADTU and CTU-ATU.
The core business of the Council is:1. To provide an independent and impartial forum for the resolution of disputes in the sector; and2. To provide a forum for negotiations and consultations in matters of mutual interest in the sector at both national and provincial levels.
The ELRC was established in 1994 as an effective platform for negotiations between educators in public education and the employer, the Department of Education (DoE). The operations of the ELRC have created a high degree of stability in employer-employee relations in public education and it has played a major role in maintaining labour peace in public education.
Target Market
The target market of the Council are teachers employed in terms of of the Employment of Educators Act 76 of 1998 (as amended).
The Council’s mandate to ensure labour peace in public education, ultimately seeks to ensure that the learner receives quality education.

This font must always be used for customer and stakeholder facing corporate literature such as advertisements, brochures, report covers, annual reports and above the-line communications.

INTRODUCTION The internal audit assignment was conducted in accordance with the internal audit plan, covering the Performance Information Quarterly Report. This report records the results of our internal audit findings and recommendations looking at possible ways in which the controls and operations could be improved to overcome identified weaknesses in control and increase the adequacy, efficiency and effectiveness of controls based on the risk identified. The matters raised in this report are only those, which have come to our attention arising from our audit that we believe they need to be brought to your attention. It is not a comprehensive record of all the matters arising and in particular we cannot be held responsible for reporting all risks and all internal control weaknesses. The maintenance of effective control measures still remains the responsibility of management and not that of Internal Audit. This report has been prepared solely for the use by the management of the Education Labour Relations Council. We do not accept responsibility to any third party to whom the contents may be disclosed or who at their own accord may decide to rely on it as the report has not been prepared for, and is not intended for, any other purpose. The attached report has been set out in two sections namely: Section A An executive summary documenting audit objectives, scope and summary of
significant findings, Section B Detailed findings. This report provides management with information about the condition of risks and internal controls at one point in time. Future changes in environmental factors and actions by personnel will impact these risks and internal controls in ways this report cannot anticipate. This document is CONFIDENTIAL for internal use by management only and should not be used, relied upon, or distributed to any third party
without prior written approval.

SECTION A: EXECUTIVE SUMMARY
1. Background
Best practice in management suggests that organisations should measure performance objectives in place to demonstrate their level of performance and to clearly show whether they are achieving what they are there to do. Performance measures provide a way to see if the Strategic Plan is working and: • Focus attention on what matters most; • Allow measurements of accomplishments, not just work that is performed; • Specifically defines what needs to be measured and what information will need to be collected; • Must be valid to ensure measurement of the right things; and • Must be verifiable to ensure data collection is accurate. Best practice also suggest that performance measures need to be specific (clear and concise), measurable (quantifiable), achievable (practical and reasonable), relevant (to users), and timed (within a range or time limit). There should also be a system in place to collect the information necessary to establish whether they are achieving the objectives or not. The internal audit activity verified and confirmed the achievement of the quarterly performance targets through assessing the validity, accuracy and completeness of reported performance information.
2. Audit Objective and Scope
Management is charged with the responsibility of ensuring the reliability of the reported performance information and ensuring existence of adequate portfolio of evidence with regards to reported achieved targets. The objective of the review was to assess the reliability of the reported performance information. The scope of the review was limited to verifying the usefulness and reliability of the 2015/16 first quarterly report. The reliability of the reported performance information is assessed to determine whether it adequately reflects (i.e. whether it is valid, accurate and complete).
3. Management Responsibility in terms of Governance, Risk and Controls
Management is responsible for the establishment and maintenance of effective systems of governance to:
• Promote appropriate ethics and values within the department; • Ensure effective organisational performance management and accountability; • Communicate risk and control information to appropriate areas in the department; and • Coordinate the activities of and communication of information by EXCO, external and internal
auditors and management.
Management is further responsible for the establishment and maintenance of an effective system of internal control and risk management. The objectives of the system of internal control are, inter alia, to provide management with reasonable, but not absolute, assurance that:
• Objectives are achieved; • Financial and operational information are reliable; • Operations and programs are effective and efficient; • Assets are safeguarded; • Laws, regulations, policies, procedures and contracts are complied with; and • Risks are identified, appropriate risk responses selected, communicated and managed.

1.1 ELRC ORGANISATIONAL INFORMATION
ELRC VISION STATEMENT
To improve the quality of teaching and learning through labour peace.
ELRC MISSION STATEMENT
Quality services for excellence in teaching.
1.2 HISTORY OF THE ELRC Prior to 1994, there existed two specific pieces of legislation relating to the employment relationship between the state as employer and its employees. These were, the Public Service Labour Relations Act (PSLRA) and the Education Labour Relations Act (ELRA). Understanding the inequities that existed in the pre-democracy era, these respective acts were often skewed in favour of the employer. Negotiations between the employer and the trade unions were often highly confrontational and dispute mechanisms were laborious and time consuming. In essence the employer often chose to play the role of the “bully”. The enactment of the Labour Relations Act (LRA) in 1995 amalgamated all acts of parliament relating to labour relations both in the public and private sector. There was thus only one Act of parliament regulating employment relationship. The LRA, which was the product of intensive engagements between the state, the trade unions and the private sector business community significantly levelled the playing fields in terms of the power that it accorded to both the employer and the employee Parties. In essence, the LRA created and egalitarian approach in terms of the employment relationship. The two prominent areas of progressive development of the LRA was the introduction of the establishment of sector specific Bargaining Councils and the steamlining of dispute resolution to make it more easily accessible to individual employees. The LRA established the Public Service Co-ordinating Bargaining Council (PSCBC) as the umbrella bargaining Council for the entire public service and created sector specific bargaining councils under its wing: These were for:

INTRODUCTION The internal audit assignment was conducted in accordance with the internal audit plan, covering the Performance Information Quarterly Report. This report records the results of our internal audit findings and recommendations looking at possible ways in which the controls and operations could be improved to overcome identified weaknesses in control and increase the adequacy, efficiency and effectiveness of controls based on the risk identified. The matters raised in this report are only those, which have come to our attention arising from our audit that we believe they need to be brought to your attention. It is not a comprehensive record of all the matters arising and in particular we cannot be held responsible for reporting all risks and all internal control weaknesses. The maintenance of effective control measures still remains the responsibility of management and not that of Internal Audit. This report has been prepared solely for the use by the management of the Education Labour Relations Council. We do not accept responsibility to any third party to whom the contents may be disclosed or who at their own accord may decide to rely on it as the report has not been prepared for, and is not intended for, any other purpose. The attached report has been set out in two sections namely: Section A An executive summary documenting audit objectives, scope and summary of
significant findings, Section B Detailed findings. This report provides management with information about the condition of risks and internal controls at one point in time. Future changes in environmental factors and actions by personnel will impact these risks and internal controls in ways this report cannot anticipate. This document is CONFIDENTIAL for internal use by management only and should not be used, relied upon, or distributed to any third party
without prior written approval.

SECTION A: EXECUTIVE SUMMARY
1. Background
Best practice in management suggests that organisations should measure performance objectives in place to demonstrate their level of performance and to clearly show whether they are achieving what they are there to do. Performance measures provide a way to see if the Strategic Plan is working and: • Focus attention on what matters most; • Allow measurements of accomplishments, not just work that is performed; • Specifically defines what needs to be measured and what information will need to be collected; • Must be valid to ensure measurement of the right things; and • Must be verifiable to ensure data collection is accurate. Best practice also suggest that performance measures need to be specific (clear and concise), measurable (quantifiable), achievable (practical and reasonable), relevant (to users), and timed (within a range or time limit). There should also be a system in place to collect the information necessary to establish whether they are achieving the objectives or not. The internal audit activity verified and confirmed the achievement of the quarterly performance targets through assessing the validity, accuracy and completeness of reported performance information.
2. Audit Objective and Scope
Management is charged with the responsibility of ensuring the reliability of the reported performance information and ensuring existence of adequate portfolio of evidence with regards to reported achieved targets. The objective of the review was to assess the reliability of the reported performance information. The scope of the review was limited to verifying the usefulness and reliability of the 2015/16 first quarterly report. The reliability of the reported performance information is assessed to determine whether it adequately reflects (i.e. whether it is valid, accurate and complete).
3. Management Responsibility in terms of Governance, Risk and Controls
Management is responsible for the establishment and maintenance of effective systems of governance to:
• Promote appropriate ethics and values within the department; • Ensure effective organisational performance management and accountability; • Communicate risk and control information to appropriate areas in the department; and • Coordinate the activities of and communication of information by EXCO, external and internal
auditors and management.
Management is further responsible for the establishment and maintenance of an effective system of internal control and risk management. The objectives of the system of internal control are, inter alia, to provide management with reasonable, but not absolute, assurance that:
• Objectives are achieved; • Financial and operational information are reliable; • Operations and programs are effective and efficient; • Assets are safeguarded; • Laws, regulations, policies, procedures and contracts are complied with; and • Risks are identified, appropriate risk responses selected, communicated and managed.

1. INTRODUCTION
This document contains the policies and procedures governing the use of communications within the Education Labour Relations Council (ELRC). Communications is an integral part of management and the promotion of dialogue and interaction contributes to an organization’s success. 2. PURPOSE This policy document serves as a set of principles and norms to guide behaviour relating to the ELRC’s communication system. The policy aim to ensure that the Council is portrayed positively, and that the organisation is not negligently or willfully brought into disrepute. 3. WHO THE POLICY IS AIMED AT This policy applies to all staff, including contracted staff. 4. GENERAL GUIDELINES The ELRC strives to communicate in an accurate and timely manner, with a professional attitude. 1. All communications will be respectful in nature; 2. All external communications will work towards the overall branding of the ELRC; 3. The Communication Policy should be read in conjunction with the ELRC IT Policy; 4. All communications will fall within the law, and not contain any explicit, hateful, or defamatory content. 5. SCOPE This policy provides guidelines for all internal and external communication using various mediums including:
• Printed materials such as newsletters, articles, and brochures; • Electronic materials such as email, postings on the ELRC website and social media
sites; • Media relations such as requests for interviews, news releases, and media inquiries;
and • Telephonic communication.
6. LEGISLATION The ELRC adheres to the following legislation: Promotion of Access to Information Act, 2000 (PAIA) The PAIA gives all South Africans the right to have access to records held by the ELRC. It allows for procedures of requesting this information as prescribed by the ELRC through its Promotion of Access to Information Manual. Promotion of Administrative Justice Act, 2000 (PAJA) The Promotion of Administrative Justice Act (PAJA) aims to make the administration effective and accountable to people for its actions. Together with the Constitution it embraces the
