By providing for the education and training of federal facility professionals, the government will ensure that facilities are not only an asset, but that they also use less energy, require fewer repairs and save taxpayer dollars in the long run.

a) IDENTIFICATION OF CORE COMPETENCIESIdentify core competencies necessary for Federal personnel performing building operations & maintenance, energy management, sustainability, water efficiency, safety, and building performance measures.

b) DESIGNATION OF RELEVANT COURSES, CERTIFICATIONS, DEGREES, LICENSES AND REGISTRATIONS

Indentify (these items) for ongoing training.

c) IDENTIFIED COMPETENCIESDemonstrate each core competency identified in (a) by participating in (b).

d) CONTINUING EDUCATIONDevelop or identify comprehensive continuing education courses to ensure operation in accordance with industry best practices and standards.

e) CIRRICULUM WITH RESPECT TO FACILITY MANAGEMENT AND OPERATIONS OF HIGH-PERFORMANCE BUILDINGS

Recommend a curriculum relating to facility management and the operation of high-performance buildings (18 months).

f) APPLICABILITY OF THIS SECTION TO FUNCTIONS PERFORMED UNDER CONTRACT

This applies to non-Federal personnel performing (these duties) under contract with a Federal department or agency.
