Welcome and Overview

Purpose

• The purpose of this exercise is to provide participants an opportunity to evaluate current response concepts, plans, and capabilities for a response to a bioterrorism event in [Jurisdiction]. The exercise will focus on local emergency responder command and control coordination, critical decisions, notifications, and the integration of State and Federal assets necessary to save lives and protect public health and safety.

Scope

• The exercise will focus on the role of [Jurisdiction] in response to potential consequences of a bioterrorist event

• Processes and decision-making are more important than minute details

• The emphasis is on coordination, integration of capabilities, problem identification and resolution

Objectives

• Review the process to establish an inventory management structure, monitor supply usage and request additional material for the EDS sties by the Logistics Section during a biological terrorism incident, in accordance with the EDS Plan.

• Discuss the appropriate number of trained personnel that need to be identified for inventory management by the Logistics Section Chief prior to the activation of an EDS for a biological terrorism incident in accordance with the EDS Plan.

• Discuss the chain of custody process to be taken by EDS staff when receiving SNS material from the State or transferring it to another EDS during activation for a biological terrorism incident in accordance with EDS Plan.

• Assess the process to be taken by the Logistics Section for recovering and accounting for unused supplies and resources within the EDS during the demobilization of an Emergency Dispensing Site, in accordance with standard operating procedures.
