Home Buyers Benefit Most From Market Conditions

Choosing the right season to enter into a typical real estate market as a buyer involves trading off between a greater level of purchasing power in the fall/winter months – typically characterized by lower level of sales and listings – and a greater level of choice in the spring/summer months – characterized by higher levels of sales and listing activity. As spring has now sprung, one should expect to see more ‘for sale’ real estate signs in bloom across the Calgary and Edmonton regions.

Usually, inventory increases would come as a relief to any winter-market buyer who was unable to find his/her perfect home amongst winter’s stock. However, recent market conditions at any time of year have experienced unusually high existing, and new home inventory levels.

Despite this level of choice, home purchasing levels within these markets have remained seasonally low, and lower by comparison to 2015. Recent buyers have exercised some of the strongest levels of purchasing power seen within these markets in over 6 years (see table below).

In fact, the savings earned by these buyers strongly outpaced current annual expectations, which call for annual average single-family (SF) and multi-family (MF) price savings of -2.2% and -1.5% respectively across the Calgary region, and -2.5% and -2.7% respectively across the Edmonton region.

Looking ahead, 2016 will likely continue to be an odd year in terms of real estate inventories, as supply levels will fall on average throughout most of the year. This will no doubt be the trend amongst new housing supply as total housing unit starts were down -51% across the Calgary region and down -61% across the Edmonton region in the first quarter of 2016.

For prices, these supply reductions will help ensure less price flexibility within the Calgary and Edmonton regional real estate markets, making today’s buyer’s position the strongest we’ll see for the foreseeable future. To put it simply, now is the time to buy.

Water is the most important resource we have. You can go for long periods of time without oil, but try going too long without water and you won’t like the result. When the City of Edmonton was developing The Way We Green, an analysis was done on our water supply. Oddly enough, Edmontonians do fairly well comparatively as far as water consumption goes. Apparently we don’t waste as much water on our lawns as many jurisdictions do, likely because we get ample rain. Edmontonians use an average of 226 litres of water per day, 40 litres less than the national average, well done! Yet, there is an opportunity to do better.

Water is one of those resources we tend to ignore. It seems we just turn the tap and it appears. Compounded with the fact that it is relatively inexpensive and that we have a large river flowing through our city, it doesn’t garner much attention from most people. But reducing our consumption of water isn’t expensive either so let’s see how things shape up.

Showers account for approximately 35% of household water use which makes it an area of opportunity for water savings. Most conventional showerheads have a flow of 9.5 litres per minute, whereas new Watersense® rated showerheads useas little as 6.65 litres per minute, a 30% savings. In addition to water savings you reduce your energy use by not heating all that extra water. Now these are not the old water saving showerheads we had in the 80’s & 90’s. These are actually designed to operate with less water and provide give a very similar shower experience with comparable pressure. The “Car Wash” type of showers should be avoided; we all know the kind, 1 showerhead plus 2-10 other body sprays that come at you hard enough to flay the flesh off your bones. Even with 3 sprays and a typical showerhead, you are pumping out 10 gallons of hot water per minute. How long is your 50 gallon water tank going to last?

Bathroom faucets are another easy retrofit. Simply changing the aerator on the end of the spigot to a more restrictive one

can change the flow from 8.36 litres per minute to 5.7 litres per minute; another 30% savings.

Toilets are another huge water user in the home, accounting for 29% of water consumption. Current flushing technology is 6 litres per flush, but there are several high efficiency toilets on the market now that flush with 4.8 litres or less and outperform many of the 6 litre toilets; either one is a major step up from the old 13.8 litre and even older 20 litre toilets.

Your dishwasher is an opportunity to save water and energy. Water usages vary between brands and models. Look for a unit that uses less than 20 litres per load. Some of the really efficient units can go as low as 12 litres per load. These will reduce your water and natural gas bill.

Front load washing machines are a great water saver andenergy saver. Additionally most of these units have a spin dry cycle that really gets the water out saving drying time. Front loads use less water, less detergent and, for the most part, out clean any top load washer. In our family (we have 4 kids) a drying cycle that is the same as washing cycle is very welcome.

We’ve explored a large list of items here, so the questionis: How much does this all cost? Well the answer is somewhat complicated, but on a new build, I’d say very little. There are Watersense® showerheads and faucets that are the same price as regular ones; it’s just a choice you and your builder make. The same goes for the toilets. Unless you’re comparing against an entry level product, a water saving dishwasher should only cost $0-100 more than a comparable standard dishwasher. Front load washing machines are rarely more than $100-200 more than a comparable top load model. All in all, a very easy upgrade and the payoff is probably less than 5 years and you will get improved performance.

markets — thought they had a

powerful friend in Prime Minister

Justin Trudeau.

Leading up to the election last fall,

one of Trudeau’s campaign promises

was to modernize the federal Home

Buyers’ Plan. The plan as it stands

now allows fi rst-time buyers to

withdraw up to $25,000 from their

RRSP to put toward a down payment

on a home. They then have up to 15

years to repay the funds.

In 2009, then Prime Minister

Stephen Harper raised the withdrawal

limit to $25,000 from $20,000. In

his own 2015 re-election campaign,

Harper was proposing to increase it

further, to $35,000.

Trudeau had proposed to bring the

HBP up to 2016 standards to allow

Canadians impacted by sudden and

signifi cant life changes to buy a house

without tax penalty. He said this

would ease the burden on Canadians

facing job relocation, the death of

a spouse, marital breakdown or a

decision to accommodate an elderly

family member.

However, in his inaugural budget

— Budget 2016 tabled on March

22 — here’s what Trudeau’s fi rst

fi nancial plan included for fi rst-time

homebuyers: absolutely nothing. No

update or revision to the HBP was to

be found.

It would have been welcomed

news to fi rst-time buyers. Housing

costs are rising (which is a good

thing, once you own a home, as it’s

an indication of market health). But

saving and otherwise obtaining the

funds to take that important fi rst

homebuying step are becoming

increasingly di� cult. This is especially

true in Toronto, where the industry

and others are raising concerns about

a� ordability.

This is also where the HBP and

other initiatives prove their value.

Through other measures, however,

it is clear Trudeau is keeping an

eye on the housing market, which

is increasingly important given

economic and a� ordability challenges

in some areas.

or an existing homeowner looking

other initiatives in the future to help

you realize your homebuying plans.

I RECENTLY CAME across an old

Edmonton Journal front-page

headline warning readers that the

cost of a three-bedroom home was

set to soar to – wait for it – $146,000.

Of course, that was way back in 1979

when Wayne Gretzky was just an

NHL rookie.

Even though the price sounds like

a steal compared to today’s market,

let’s not forget that homebuyers

in the late 1970s were stuck in a

two-decade long period where the

fi ve-year mortgage rate stayed fi rmly

above 10 per cent.

Buying a home has never been an

easy decision, but it still remains the

dream of each new generation. A

recent survey by CIBC showed that

home ownership is just as important

to the 18-to 34-year-old age group

as to older Canadians.

Homeownership is considered

important by 86 per cent of

millennials, even though many young

people are still renting (42 per cent)

or living at home (22 per cent).

While Canadians of all ages see

homeownership as a great way

to build fi nancial equity and their

retirement nest egg, younger buyers

are more likely to feel the appeal of

the personal freedom that comes

with saying goodbye to the landlord –

even if that’s mom and dad.

want to own their own home,”

says Barry Gollom, vice-president,

mortgages and lending, CIBC.

“Homeownership is an important

milestone to many, and that hasn’t

changed even though it has become

increasingly di� cult to get into the

market.”

Fortunately, Edmonton’s large

population of young people doesn’t

face the kind of hope-killing prices

that you hear about in Toronto and

Vancouver.

Saving enough for a down payment

on an average home in Toronto will

take an average of 61 months; that

rises to 90 months in Vancouver.

Edmonton is ranked at a much more

manageable 29 months.

The CIBC poll echoes the fi ndings

of other research about the long-

term value of homeownership;

Mortgage Professionals Canada found

that only four per cent of millennials

think homeownership is a bad

investment.

Young buyers are more concerned

about timing the market, with twice

as many in the 18 to 34 bracket

delaying a home purchase in hopes

that prices will fall than buyers in the

more fi nancially experienced 35- to

54-year-old group.

They also worry when buying a

resale home that they will be hit with

a major and unexpected repair bill. A

survey by the Canada Mortgage and

Housing Corp. found a one-third of

young buyers discovered their fears

were real when they took possession.

One way for fi rst-time buyers

to raise their comfort levels is by

purchasing a new home. The many

advantages of new construction are

a confi dence booster when taking

a big fi nancial step forward. So is a

warranty that provides assurance over

a 10-year period.

Prime Minister Justin Trudeau unveiled Budget 2016 on March 22 – his inaugural budget - so New Condo Guide took a closer look at it from the housing perspective.

Though perhaps not specifi cally related

to housing, everything evolves around

the economy and jobs. After all, a strong

economy begets job and wage growth,

Infrastructure spending

Leading up to the budget,

speculation was that where would be

less than what was promised during

last fall’s election campaign, and the

focus would be on repairs instead of

capital projects.

What was promised:

To invest in public transit to shorten

commute times, cut air pollution,

strengthen our communities and

grow our economy.

“Over the next decade, we will

quadruple federal investment in

public transit, investing almost $20

billion more in transit infrastructure.”

What was delivered:

Phase 1 of the government’s

infrastructure plan proposes to

provide $11.9 billion over fi ve years,

beginning immediately:

» $3.4 billion over three years to

upgrade and improve public transit

systems across Canada;

» $5 billion over fi ve years for

investments in water, wastewater

and green infrastructure projects

across Canada; and

» $3.4 billion over fi ve years for social

infrastructure, including a� ordable

housing, early learning and child

care, cultural and recreational

infrastructure, and community

health care facilities on reserve.

Home Buyers’ Plan (HBP)

The plan as it stands now allows

fi rst-time buyers to withdraw up

to $25,000 from their RRSP to put

toward a down payment on a home.

They have up to 15 years to repay

the funds.

What was promised:

To modernize the existing HBP to

allow Canadians impacted by sudden

and signifi cant life changes to buy a

house without tax penalty. Trudeau

said this will ease the burden on

Canadians facing job relocation, the

death of a spouse, marital breakdown

or a decision to accommodate an

elderly family member.

of a� ordable rental housing,

Budget 2016 proposes to invest

$208.3 million over fi ve years,

starting in 2016-17, in an A� ordable

Rental Housing Innovation Fund

administered by Canada Mortgage

and Housing Corp. (CMHC). Funding

would be used to test innovative

business approaches – such as

housing models with a mix of rental

and homeownership – to lower

the costs and risks of fi nancing

a� ordable rental housing projects.

The investment is expected to

support the construction of up to

4,000 new a� ordable housing rental

units over fi ve years.

CMHC is also to consult with

stakeholders on an A� ordable

Rental Housing Financing Initiative

to provide low-cost loans to

municipalities and housing developers

to build new a� ordable rental housing

projects. Up to $500 million in loans

would be available each year for fi ve

years, supporting the construction of

more than 10,000 new rental units

over this period.

Housing policy

What was promised:

To direct CMHC and the new

Canada Infrastructure Bank to

provide fi nancing to support the

construction of new, a� ordable

rental housing for middle and low

income Canadians.

To review escalating home

prices in high-priced markets such

as Toronto and Vancouver, and

consider policy tools that could

keep homeownership within reach

for more Canadians.

What was delivered:

Budget 2016 proposes to address this

data gap by allocating $500,000 to

Statistics Canada in 2016-17 to gather

data on Canadian housing purchases

by foreign buyers. This initiative

could involve collaboration with the

provinces, such as BC, which recently

announced its intention to have

homebuyers disclose whether they

are citizens or permanent residents of

Canada or another country.

Also promised to consult with the

provinces and territories, Indigenous

and other communities, and key

stakeholders in the coming year to

develop a National Housing Strategy.

the HBP is nowhere to be found in

Budget 2016. Through other measures,

however, it is clear he’s keeping an

eye on the housing market, which is

increasingly important given economic

and a� ordability challenges in

some areas.

Inspiration

AS SOMEONE WHO LIVES DOWNTOWN, I can tell you firsthand

that some of the preconceptions about city living are spot on:

there’s not a ton of greenspace and, sometimes, it can even be a

bit suppressing when it comes to getting that fresh air we all so

desperately need.

With the recent influx of condos up in every previously

unoccupied nook and cranny of the city, greenspace is at a

premium. Despite these eco obstacles, we can thank crafty

and ways for city dwellers to start wonderful, space-saving urban

THE CANADIAN HOME BUILDERS’

ASSOCIATION - ALBERTA has

announced that Ryan Scott is the

55th president of the Association and

will serve an 18-month term.

Scott is president and CEO of

Calgary-based Avalon Master

Builder and is recognized within the

residential construction industry

as one of the leading sources on

sustainable building. His experience

includes serving as chair and past-

chair of the board of directors of

the Alberta New Home Warranty

Program.

At a recent succession ceremony,

Scott thanked outgoing president

Tally Hutchinson for his work during

his 18-month term. “Working with

you, our board and our committees

has shown me that the strength of

CHBA - Alberta lies in its volunteer

members. I have been impressed with

the commitment of our membership

to step up and put their time and

energy into ensuring that we are

working towards our vision of A

Home for every Albertan,” Scott says.

During Hutchinson’s term, the

association faced many challenging

issues, including introduction of

a new Condominium Property

Act, numerous building code

changes, a review of the Municipal

Government Act, City Charters, and

a stronger government focus on

climate change. In addition, CHBA

- Alberta introduced new programs

to increase worker safety and help

members access funding through

the Canada-Alberta Job Grant, as

well as implementing a new strategic

planning process and making

changes to strengthen Association

governance.

boards, committees and sta� to

continue the work Tally has started

and to deal with new challenges as

they come up – and they will come

up,” Scott says.

Looking ahead, Scott says it will

be important for CHBA - Alberta to

Municipal Government Act is

introduced during the current

session of the Alberta Legislature,

as well as in consultations on

regulations for the Condominium

Property Act, and as new policies are

introduced to fi ght climate change.

The Canadian Home Builders’ Association – Alberta represents over 1,500 business members including new home builders, renovators, developers, trade and supply companies, and professional services. Local CHBA’s operate in Calgary, Edmonton, Red Deer, Lethbridge, Grande Prairie and Medicine Hat.
