MODEL AIRCRAFT, COMMON MOOR

Residents living in the vicinity of Common Moor,Croxley Green, have for several years been plagued bythe incessant whine of model aircraft flown from themoor. Enjoyment of a fine summer week-end has beenconsiderably marred by this nuisance, despite therequest by Rickmansworth Council some years agothat all models be fitted with silencers, which haslargely been ignored. There have also been occasionswhen these large radio controlled machines have beenflown dangerously close to houses.

Last year, on the advice of our previous M.P., SirGilbert Longden, a petition was organised and over onehundred residents signed a request that the localcouncil take steps to legislate against the nuisance.Tests were made and as a result the flying club, whosemembers operate on the moor, were asked to banvoluntarily all flying after 2.00 pm on Sundays in thesummer months. It is most disappointing to have toreport that even this limited request has been ignore.dand that the nuisance has been as bad as ever thissummer. In fairness to the club, it must be said thatthe offenders are probably non-members from farafield and that in any case, club members claim to usesilencers to comply with the Council's request, but asfar as the annoyance to the residents is concerned, the fact that it is caused by a few 'rogue' operatorsdoes nothing to diminish it.

However, our new M.P., Mr Geoffrey Dodsworth, has been in close contact with the Three Rivers DistrictCouncil on the matter and it seems that the newauthority is seriously considering ways to limit thenuisance by legislation, but this cannot be donewithout Home Office approval. The Home Office, itappears, whilst recognising the noise nuisance and thepotential danger of these machines, feels that they mayhave something to contribute to the development ofBritish aviation, despite the fact that much of themodern sophisticated equipment used has been de-veloped in Japan.

It is a sad reflection that such action has becomenecessary since it could have been avoided had all theoperators been prepared to comply with the perfectlyreasonable request to fit silencers to their models, bu tno longer can a handful of selfish people be allowedto destroy the peace of hundreds of Croxley Greenratepayers.

NAnONAL FEDERA nON OFOLD AGE PENSIONERS ASSOCIA nON

The Croxley Branch which was formed four years ago,now has well over 500 members. Our job is to furtherthe interests of pensioners in general and old agepensioners in particular. We meet once a month andhave speakers covering the major topics of interest topensioners.

We are non-sectarian and non-party political. Atnational level we talk and have regular meetings withthe government of the day, and have close associationwith the House of Commons All Party Committee onpensions. At local level, we have a Watford .areacommittee covering S.W. Herts. In the Three Riversarea we have three branches, and a new one is beingformed. Therefore we are in a position to talk withour local officers from a membership of 1,200. Atlocal branch level we are able to have a close liaisonwith public officers and Social Services on behalf ofindividual members.

Therefore, it will be appreciated that our strengthlies in numbers and we would welcome new membersof all ages. We have no minimum age limit.

The Croxley Branch took over the responsibilityfor the distribution of buzzer alarms for the elderlyand infirm. More than 100 have been distributed. We will be pleased to hear from anyone to whom analarm could be of use.

This year we have tried to extend our socialactivities and have had a number of coach trips and agroup holiday, which from members reactions havebeen very successful.

One of the main problems of the elderly is loneli-ness, especially during the long winter eveni~gs. Intalking with our members, we have been surpnsed atthe number who attend classes covering any numberof interests. We have members interested in painting, woodcarving, toyrnaking, doll-dressing, etc. ~t theOctober meeting on Friday October 24th, we intendto hold an exhibition of paintings, hobbies and handi-crafts. We would welcome non-members to come andsee what people are doing in their spare time. Thepurpose of this exhibition is to help and interestpeople of all ages to find an interest to fill those lonelyhours.

NEWS FROM THE YOUTH CENTREBefore launching into the work and activities done atthe centre, I feel that I must introduce myself to thereader, particularly as I have only been working inCroxIey for less than a year.

The name is Hywel Roderick, known to the usersof the centre as Harry - this being my nickname. I am'not a new-boy to youth work as I have been workingin the Watford area for the past 18 years. The last 10of which, I was responsible for the West WatfordYouth Club (Methodist) attached to Trinity MethodistChurch West Watford.

Soon after my arrival at the centre in mid-Octoberlast year, I realised that the challenge and scope fordevelopment was huge. My intentions were threefold:(a) to increase the evening work with the young people,(b) revitalise the visual image of the building and(c) increase the centre's daytime work in the com-

munity. Before attempting any of the above, the previous

worker had left a working programme for the nextthree months for the evening users and this reduced thepressure from that quarter for some time, whilst I wasable to become accepted by the members. During thistime I was talking to "the members about the visualjrnage of the. building with regard to' attemptingdecorating and mirior works. It was decided to close.the centre for use by young people and concentrate onthe decorating. This is still being undertaken now, buta visit to the centre and you will be surprised to seethe transformations' which have and still are takingplace.

Then last, but not least, the work within the com-munity. This area of my work I am only just devotingtime to.

I;=

To assist you I will now continue the news withregard to what and who is dealt with at the centre.

My first and foremost task is with the young -how young - at the moment from 7 years andfinishing - I don't think I finish at any particularupper limit because I then move into the community. But, for the benefit of the young people, I am workingwithin the age range of 7 to 25 years. As paren tsyou will realise that this is the most rewarding, prob-lematic and trying age range. I would hastily add thatI do not have this entire age group on all evenings ofthe week together.

The week for young people to attend thescentre isat present Monday to Friday inclusive, and any specialevents on a Saturday afternoon and evening. To helpyou to decide the evenings applicable to a particularage group, the following information is a brief sum-mary taken from the centres information leaflet.

Mondays/Thursdays from 7.30 to 10 pm, thecentre is available to 14 to 17-year-olds. Activitiesavailable are table-tennis, snooker, billiards darts, bar-billiards, football table, pin-ball machine, badminton, sedentary games and items mainly of a social nature.Discos, film-shows and places to visit are fairly regularevents also on one of the evenings.

A Tuesday is the Judo devotee night, from 7 to10.30 pm. Because this is such a popular activity, thefollowing age groupings and times are applicable:-Juniors: 7 to 13 years, time 7 to 8.15 pm.Inters: 14 to 17 years, time 8.15-9.30 pm.Seniors: 18 years upwards, time 9.30 to 10.30 pm.

I would point out that the participants are underclose supervision from qualified personnel.

Wednesday evening is the hobbies or following aparticular activity to become proficient in it. The timeis 7.30 to 10 pm and the age group is 14 to 25 years.Pursuits range as follows: table tennis coaching, darts(league), football table (league), pot black, creativeinterests vis. painting, drawing, enamelling, lino/fabricprinting, dyeing, stone-polishing, candle-making, cook-ing, wood and metalwork. For the girls the skin andbeauty care is available on a Thursday evening only.

The Junior Club night is a Friday, when the 9 to13-year-olds attend the centre. The time for this groupis 6 to 8.15 pm and the staff try to provide as manyof the activities for the young members as for theolder members during the other nights.

The coffee-bar is open on all nights for the mem-bers and hot and cold snacks can be purchased.

The users of the foregoing activities/facilities pay anightly subscription and also affiliate to the centre bypaying an annual fee. These charges are:-Monday/Thursday subs: Sp (school), lOp (work),lSp (visitors).Affiliation Fee: 13p (school), 2Sp (work).Tuesday subs: Sp (Junior), lOp (biter), lSp (Senior),20p (visitors).Affiliation Fee: SOp (Junior, 7Sp (Inter) £ 1 (Senior).Wednesday subs: Sp (school). lOp (work). No visitors.Friday subs: Sp. Affiliation fee: 13p.

The centre has very few rules and regulations, butbearing in mind that the catchment area is saturatedwith young people, membership is only offered if avacancy is available and:-(a) The applicant resides in CroxIey.(b) Attends Durrants, Rickmansworth, St. Joan of Arcor any of the Junior Schools in the area.

Many people are not sure where the centre issituated and have difficulty in locating it. The building

Page 5: Editor - John E. Gell Autumn 1974 ANNUAL GENERAL MEETING · portfolio? HERBERT &ASHCROFf (Insurance Brokers) 136 Watford Road, Croxley Green, Rickmansworth, Herts. Phone: Rickmansworth

is tucked-away at the bottom of the Three RiversAuthority free car park, entrance via Barton Way nextto the Wellcome Club. Pedestrians can reach the centreby using the alley at the side of Lloyds Bank, NewRoad.

I hope to see for the young in the next months, asteady increase in the activities available, not only atthe centre, but using facilities in the area vis. football, netball, swimming, camping, cycle-scrambling andmany more. This is where the local schools andspecialist organisations will be able to help.

Another item of interest is that the centre issponsored by Ail Saints Church, the Croxley GreenBaptist & Methodist Churches, St. Bede's RomanCatholic Church and St. Oswald's Church. This is thesouth-west education division of the county.

Several major events have been arranged for theyoung and not so young over the next few monthsand the following are three such events which you maybe interested in:-

Saturday, October 12th at the Centre from 4 to 7pm, a "Fun & Games" afternoon has been arrangedfor parents, management, staff and members tochallenge each other to various games. Refreshmentsare being provided. Why not pop-in and enjoy yourself- no age barrier.

Thursday 31st October, "Hallowe'en Dance"7.30 to 10.30 pm. Prizes for best Fancy Dress. This isfor the young people. For price of admission andband, please see local advertising.

Christmas is coming etc. "A Christmas Bazaar"will be held at the centre on Saturday, 30th Novemberfrom 2 pm. Proceeds in aid of the Centre Funds. Allusers of the centre will be taking part.

As indicated earlier in this article, the centre is usedby the community during the daytime. The groups areas follows:-

Monday to Friday in the mornings and duringterm-time, Mrs Hall and her helpers can be found run-ning her very successful play-school.

On the Monday afternoon, again during term-time,the group calling itself "Mothers & Toddlers Club"uses the building and this group is under the guidanceof Mrs Humphries and Mrs Collyer.

A Wednesday and Thursday afternoon is devotedto "Art Classes" arranged by Cassio College (AdultEducation Callowland Centre) with Mrs Gutteridge asthe Tutor.

I am hoping that either or possibly both Tuesdayand/or Friday afternoons will be used by "SeniorCitizens" from the area as a regular meeting place.Planning a reception or a party?

Another new venture will be the "Luncheon Club"meeting once a week for professional and interestedpeople in the district.

Several people working in the area of the centrehave indicated how nice it would be to attend thecentre lunchtimes for a meal. This is another avenueI am exploring.

You will gather from this information, that thecentre is well and truly used, or plans are laid for it,but if you have a request to hire the building, pleasedo call or telephone me at the centre Rickrnansworth78607. Even if you do not have a need to hire thepremises, I would be only too pleased to meet you.

As my official title is "Youth and CommunityWorker", let us try and work together so that CroxlcyGreen will be proud to say that we have a flourishingYouth and Community Centre.

BOYS CADET CLUB

There are now some places in the Croxley GreenMethodist Church Cadet Club for boys aged 5-7 yearsinclusive. The Club meets on Monday evenings from5.30 to 6.30 pm in the Church Hall in New Road. The boys enjoy a varied, interesting and satisfyingprogramme with opportunities for using practicalskills and initiative.

CROXLEY HOUSELack of space in our Summer issue stopped us fromrecording that the Open Afternoon and CountryMarket was held on 26th June on what 'was reckonedto be the wettest day of the year.

However, much to the joy of the Organisers' andResidents, the venture was very well supported byCroxley people and a record sum of £ 180 was made inaid of its Amenities Fund. '

A large marquee, kindly lent by the Scouts waserected in the grounds where there Were stalls forBring and Buy, White Elephant, Product, Good as NewClothes, cakes and raffle. . .

Continued from page 1.It so happens that the Council have recently

received a consultation paper in which it is under-stood that the Government is quite keen on settingup Neighbourhood Councils where local opinion is infavour. As Rickmansworth and Croxley Green are theonly areas in Three Rivers not served by a ParishCouncil, a Neighbourhood scheme could well be setup here. The local Council are interested in the ideaalthough they do not propose to take any action at thisstage.' '

With this thought in mind, the Consultative Bodyfor Croxley Green has at Iasr got off the ground despiteearlier difficulties; it now has a steering Committeeand a number of fresh ideas. Basically the intention isto draw together the mutual protection of interests ofall local Societies in Croxley. Secretaries of suchorganisations will be receiving a letter from this bodynow. called the Croxley Green Consultative Council,in due course. '

Readers may wonder what will happen to the'Resident' if this Association decides to disband.Since this magazine is financed by the ResidentsAssociation obviously its, future is somewhat injeopardy. This makes it more of a worthwhile reasonto attend the A.G.M. on the 11th November and giveus some idea what you wish us to do!
