Tips forFIA COMPLIANCY AND PROPERTY SALE APPLICATIONSFirst-time home buyers are understandably eager and impatient to move into their new home. To ensure a smooth process, there are a number of things that you as a client can do from your side.

For any bank to process your application as fast as possible and to enable you to move into your dream house, you are required to submit the following information and documentation:

Financial Intelligence Act Requirements:• Your Namibian ID / Valid passport / Valid driver’s license• Marriage certificate and or marriage contract• Proof of income (i.e. your latest payslip, not older than two

months) • If banking with another bank: latest three payslips are

required.• Proof of residential address (Own home; recent municipal

account, not older than three months) or (Rented; copy of lease agreement)

Other Documents:• Deed of sale• Housing scheme forms or Qualification letter• Financial statements • If older than 6 months the latest available signed management accounts must be provided. • Insurance confirmation • Life assurance policy • Short-term insurance (fire)• Final divorce order and settlement agreement (if applicable)

One of the most important requirements that many clients overlook is FIA compliancy.

The Financial Intelligence Act (FIA), Act 3 of 2012 was passed by the Namibian Parliament to combat money laundering and terrorist financing, which has become a concern globally. The Act is administered by the Financial Intelligence Centre (FIC) of the Bank of Namibia and all accountable and reporting institutions in the country are obliged to comply with the requirements of the Act.

For the purpose of establishing the identity of a client under section 21 of the act, an accountable, or reporting institution, must comply with the applicable regulations relation to ascertainment and verification of identity. Since Bank Windhoek is an accountable institution, this means that all our clients are required to comply with various identification and verification requirements in order to be FIA compliant.

Bank Windhoek developed a Financial Intelligence Act Compliance Reference Guide, which can be downloaded from the Bank’s website at www.bankwindhoek.com.na. The guide sets out the guidelines on which documents the Bank will require from you when you wish to apply for a home loan with Bank Windhoek, including our Property Finance Branch.

“It is very important for our clients to submit all necessary documentation to ensure compliancy, as

Bank Windhoek may not approve the loan until compliancy to FIA can be proven. This could lead to a delay in the housing sale transaction.

Furthermore all banking institutions might be required to discontinue their business relationship with clients who not comply with the Act.

I therefore urge our clients to get acquainted with the requirements of the Financial Intelligence Act by visiting our website, or requesting more information at any of our 53 branches and agencies across Namibia.
