Key messages

• While there are undoubtedly risks and adaptation challenges, the transition to a

low carbon economy provides positive opportunities for the Scottish economy

• We need to act quickly to help accelerate economic recovery in the short-term

while also sowing the seeds of long-term sustainable economic growth

• Approach focused on Scotland‟s global comparative & competitive advantages

- significant opportunities in renewable energy, environmental & clean technologies and

the adaptation of Scotland‟s key sectors – together with resource efficiency across the

business base

• Proactive government policy/funding is needed in the short and medium term to

catalyse and mobilise large-scale private investment and behaviour change

• The scale of opportunity must be matched by a similar level of innovation and

ambition in our policy and financial mechanisms.

A vital agenda for Scotland

• An economic and environmental imperative

• Our world-leading approach to climate change

legislation

• Resource efficiency and energy security

• Stern: the costs of early action will be lower

• Scotland‟s has genuine comparative and

competitive advantages

• Rapidly-expanding global market opportunities

“…we must take the lead in the green energy revolution.

This country has played a hugely influential role in the

development of green technology but we need to take that

to another level. I want Scotland to become the pre-

eminent location for clean energy research and

development in Europe‘”

Alex Salmond, First Minister
