Introduction

The National Television and Computer Recycling Scheme (NTCRS) commenced on 1 July

2012 and is an Australia-wide scheme to recycle e-waste including end-of-life (EOL) waste

televisions (TVs), computers and computer products such as printers and scanners. Ecycle

Solutions Pty Ltd is an Australian Government Approved Co-regulatory Arrangement within

the NTCRS.

Ecycle Solutions’ Annual Report provides information about the company’s collection and

recycling activities during the period 1st July 2013 to 30th June 2014. The report covers the

1. QLS Group Overview

Ecycle Solutions is a member of the QLS Group, a national warehousing, logistics and

distribution business specialising in providing secure and reliable warehousing solutions for

bulky white and brown goods. The business has experienced consistent growth in recent

years and offers over 57,000 square metres of purpose-built warehousing space nationally,

providing exceptional security and reliability for our clients. Combined with our own transport

fleet and strategic alliances, QLS Group has Australia covered.

The QLS aims to achieve customer service excellence and develop strong relationships with

our customers. As such the in-field sales team, regional agents, customer service team, as

well as our delivery drivers, seek feedback to improve our service & delight our customers. In

FY2014 QLS delivered approx. 50,000 tonnes of freight via its modern fleet of 70 company

owned vehicles including B double line haul vehicles and team of sub-contractors.

2. Ecycle Solutions Overview

A new and innovative method of collecting and recycling e-waste is provided by Ecycle

Solutions as a co-regulatory arrangement within the Australian government’s National

Television and Computer Recycling Scheme.

Ecycle Solutions provides the general public with a recycling solution for their end-of-life

televisions and computers (e-waste) via a free drop-off service at participating retail stores

including Harvey Norman, The Good Guys, Radio Rentals, RT Edwards, Bing Lee, Betta

Home Living and Bi-Rite. At the heart of Ecycle Solution’s system is QLS’ national transport

capability regularly visiting metropolitan, regional, and country retail stores throughout

Australia. As QLS drivers deliver white and brown goods to retail stores they collect purpose

built e-waste bins full of televisions and computers which are then recycled.

The service can be accessed by delivering ‘end of life’ television or computer

equipment to any of the stores contained in Appendix 1 or 2. It is free of charge, the

nominated site is required to accept it & there is no obligation to purchase a

Ecycle Solutions also offers retail stores a collection and recycling service for white and

brown goods packaging materials including plastic, cardboard and EPS (polystyrene) thereby

increasing recycling within the industry’s supply chain.

3. Membership

The following table provides details of Members operating under the Ecycle Solutions

arrangement for year ended 30th June 2014.

4. Service Providers

SRS Recycling Pty Ltd – Recycler – for the past two years & ongoing to Ecycle

Solutons – Victorian operations. SRS is a well managed business with a strong social

conscience as an employer of people with disabilities.

National E-waste Alliance Pty Ltd – Recycler – provided a recycle service up to

March 2014 at which time Ecycle moved to a strategic alliance with SIMS

SIMS Recycling Pty Ltd – Recycler – a strategic alliance was forged in March 2014

this strong, blue chip public company. It is Australiawide & will enable both

organisations to develop a stronger business model.

Aspitech – Recycler provides our on-going recycling service in South Australia.

QLS Group – Collections and transport – our parent company, enabling the group

to leverage off existing logistics infrastructure for retailers and provide a

comprehensive & efficient collection service for this program.

5. OHS and Environment

OHS and Environment Incidents

There were no notifiable OHS (Occupational Health and Safety) and Environment incidents,

or breaches of the relevant legislation during the reporting period, including the collection,

transportation, storage or recycling of televisions & computer products.

Actions

Actions taken during the year to assess the adequacy of the OHS and Environment policies

and procedures as a part of the ongoing adequacy assessment regime included:

Site inspections of QLS logistics systems in VIC, NSW, QLD and WA.

Site inspection & audit of Surplus Recycling Solutions recycling system.

Site Inspection of Aspitech - SA

Site Inspection of SIMS Recycling

In 2014/2015, Ecycle plan to conduct regular workshop meetings to leverage of the

combined initiatives of our service providers. We will aim to create an OHS&E

environment that is considered ‘best practice’.

6. Collection Services

The collection services for year ended 30th June 2014 amounted to 2043.37 tonnes

comprised the following volumes:

Collections from States & Territories (Business to Business) – 1965.05 tonnes

o The above includes 53.8 tonnes obtained from Members

Products obtained from another co-regulatory arrangement – 78.32 tonnes

The amount of product stored at a facility other than a recycling facility was nil

Ecycle complied with the regulatory requirements relating to ‘reasonable access’ &

collected from 180 sites & 700 individual collection services Australiawide. The

following is a breakdown of the number of collections conducted in 2013/2014.

Ecycle Solutions is committed as a business to increasing the number of collection

sites and the number of collections. In particular, improving the awareness program in

remote & regional locations across Australia

Ecycle is currently undergoing a marketing initiative to ensure all collection sites

receive; personnel, training, advertising (point of sale material) & compliance audits

conducted by our customer service, sales & management team.

7. Recycling

Recycling Activities & Outcomes

Ecycle recycled 2036.83 tonnes

Ecycle collected 2043.37 tonnes, of which 4.89 tonnes were delivered and stored as whole

units at a recycling facility, and 1.65 tonnes were delivered to a recycling facility where

recycling was in progress at the end of the financial year.

The target weight of 1,763.74 tonnes was exceeded by 273.09 tonne.

Total weight of ‘usable materials recovered’ – 1371.53 tonne, including the following

materials that will be re-used:

o Plastic – 338.95 tonne

o Metal - 793.11 tonne

o Lead Glass 49.14 tonne

o No Lead Glass 64.75 tonne

o Other 125.58 tonne

o Total Re-useable 1371.53 tonne

Total weight of materials sent for disposal from the recycling of the products –

665,300 kg.

Our recyclers exported materials for manufacturing to China, Hong Kong, Japan,

Indonesia and Korea & this amounted to 806.75 tonne. No whole units were exported.

8. Compliance

During 2013/2014, Ecycle Solutions complied with the regulations & has governance systems

in place to ensure ongoing compliance. In recent months additional personnel, training,

advertising (point of sale material) & compliance audits has been deployed to improve the

Ecycle service. The following outcomes were achieved in 2013/2014, relevant to targets for

the arrangement:

OHS & environmental compliance was achieved with no notifiable incidents, or

breaches of relevant legislation in 2014/2015. Ecycle is committed to OHS &

Environmental compliance & regularly audits own operation, as well as our Service

Providers

Collection & recycling volumes exceeded target by 273.09 tonne, whereby recycled

2,036.84 tonne of televisions & computers against a target weight of 1,763.74 tonne

The material recovery rate achieved in 2013/2014 of 67.3% was below the target of

90%, due to a lack of interest from the glass industry to accept glass recovered from

the recycling process. This issue is being addressed with the Service Providers

(recyclers) & Ecycle is confident of improving this position in 2014/2015 & achieving a

recycling recovery rate of greater than 90%

Reasonable access to collection services Australia wide. Ecycle is focussed on

improving the volumes achieved in areas outside of the Metropolitan areas. All sites

contained in Appendix 1 & 2 are being subjected to ‘awareness’ training & provision of

point of sale materials, to improve public knowledge of the scheme. Members of the
