2018 In Review

Introduction 

Saskatchewan’s economy continued to grow in 2018. 

Following relatively strong economic growth in 2017 of 

2.3 per cent, Saskatchewan’s real GDP at basic prices 

grew by 1.6 per cent in 2018. 

Canadian Economic Growth 

Canada’s real GDP growth at basic prices declined by 

1.1 percentage points from the 2017 rate of 3.2 per 

cent to 2.1 per cent in 2018. The 2018 growth rate, 

however, was still above the 10‐year average of 1.8 per 

cent. 

Global Economic Growth 

According to the International Monetary Fund (IMF), 

the global economy grew by 3.9 per cent in 2018 after 

growing by 3.8 per cent in 2017. The 2018 growth rate 

was above the 10‐year average of 3.4 per cent. 

The United States economy grew by 2.3 per cent in 

2017 and 2.9 per cent in 2018. Both years exceeded the 

10‐year average of 1.7 per cent. 

 

 

 

 

 

Over the last two years, the Eurozone economy 

expanded by 2.7 per cent in 2017 and 2.5 per cent in 

2018. Economic growth in 2018 was well above its 

10‐year average of 1.1 per cent. 

China’s economy grew by 6.6 per cent in 2018 following 

growth of 6.9 per cent in 2017. While these growth 

rates are higher than in many other countries, both 

were lower than China’s 10‐year average of 7.9 per 

cent. 

Oil & Natural Gas 

In 2018, Saskatchewan was the third‐largest natural gas 

producing province in Canada with production of 5.2 

billion cubic meters, a decrease of 0.1 billion cubic 

meters from 2017. 

Saskatchewan produced 28.3 million cubic meters 

(178.3 million barrels) of oil in 2018, an increase of 0.2 

million cubic meters (1.3 million barrels) from the 

previous year.

On a cumulative basis, Saskatchewan’s lifetime oil 

production reached 1.04 billion cubic meters (6.5 billion 

barrels) in 2018. 

 

 

A total of 2,553 new oil and gas wells were drilled in 

2018, up 23 wells from the 2,530 wells drilled in 2017, 

but below the record 4,195 wells drilled in 2003. 

In 2018, an average well was drilled a total distance of 

2,127 meters, compared to 1,991 meters in 2017 and 

764 meters in 2003. The increase in average distance 

drilled was due to the combination of drilling into 

deeper pools, the increased use of horizontal drilling, 

and improvements in horizontal oil well drilling and 

completion techniques. 

Potash 

Potash production increased from 12.6 million tonnes in 

2017, to 13.8 million tonnes in 2018. Potash was 

Saskatchewan’s second‐largest mineral export with $5.7 

billion in sales in 2018, up $0.9 billion from $4.8 billion 

in 2017. 

The United States, Brazil, China and India accounted for 

80 per cent of Saskatchewan’s potash exports. 

Agriculture 

Wheat yields across Saskatchewan averaged 2,784 

kg/hectare, slightly above the 10‐year average of 2,728 

kg/hectare. Wheat yield in 2017 was 2,800 kg/hectare. 

In 2018, Canola yields averaged 2,205 kg/hectare, up 

from 2,200 kg/hectare in 2017 and above the 10‐year 

average of 1,971 kg/hectare. 

China was Saskatchewan’s top export market for grains 

and oil seeds with a value of $2.5 billion in 2018, up 

from $2.0 billion in 2017. 

Total crop production was 34.6 million tonnes in 2018, 

up from 34.0 million tonnes in 2017 and above the 10‐

year average of 31.2 million tonnes. This was despite 

the long‐term downward trend in total land use which 

peaked in 1994 at 19.6 million hectares and declined to 

17.0 million hectares in 2018. The use of summerfallow 

continued its downward trend reaching 0.4 million 

hectares in 2018, the lowest level on record. 

 

 

Employment & Income  

Saskatchewan’s economy added 2,400 new jobs in 

2018, primarily in services industries. Saskatchewan’s 

unemployment rate dropped slightly from 6.3 per cent 

in 2017 to 6.1 per cent in 2018. The labour force 

increased by 1,700 to 607,300 people. 

Average weekly earnings in Saskatchewan went up 0.5 

per cent in 2018 to $1,014 per week, slightly above 

Canada’s average weekly earnings of $1,001.

The mining, oil and gas sector continued to offer the 

highest average wages in the province at $1,963 per 

week. 

Investment 

New capital investment in 2018 was $15.4 billion, down 

$0.3 billion from 2017 and slightly under the 10‐year 

average of $15.8 billion. New capital investment in the 

mining, oil and gas sector decreased by $171 million 

compared to 2017. 

Between 2017 and 2018, housing starts fell by 26.4 per 

cent while investment in non‐residential building 

construction fell by 9.6 per cent. The value of building 

permits was down 16.1 per cent during the same 

period. 

Population 

During 2018, the Saskatchewan population increased by 

11,459 persons to a record high of 1.168 million. In 

2018, there were 15,821 births and 9,683 deaths in the 

province, slightly above the 10‐year averages of 15,048 

births and 9,339 deaths. Additionally, in 2018, there 

were 5,321 more people that moved to Saskatchewan 

than left. Combined, the natural increase and net 

migration resulted in total population increase of 

11,459 persons over the year. 

   

 

 

 

Retail Trade 

Retail trade was $19.5 billion in 2018, down from $19.6 

billion in 2017, but above the 10‐year average of $17.7 

billion. On a per capita basis, retail trade declined 

between 2017 and 2018 by $224 per person to $16,788. 

Motor vehicles and parts remained the largest share of 

retail trade at 26.6 per cent or $5.2 billion, but down 

from $5.6 billion in 2017. 

Vehicles 

Over the last 10 years, the light trucks segment has 

increased significantly by 34.1 per cent to 633,141 

registrations in 2018. This increase has primarily been 

caused by the increased popularity of SUVs in recent 

years. SUVs are perceived to offer a broader range of 

capabilities that suit conditions in Saskatchewan. 

Even though demand for gasoline cars remained 

dominant in 2018, electric vehicles registrations rose by 

80.7 per cent from 44 in 2017 to 80 in 2018. 

Utilities 

Saskatchewan’s electricity consumption increased from 

25,068 GWh in 2017 to 25,715 GWh in 2018, exceeding 

the 10‐year average of 22,964 GWh.  

For the first time, natural gas became Saskatchewan’s 

largest source of power generation. Natural gas has 

continued to grow in importance, increasing from 19 

per cent of total electricity supplied in 2008 to 41 per

Conclusion 

Saskatchewan’s economy and population continued to 

grow in 2018.  

Saskatchewan’s real GDP at basic prices grew by 1.6 per 

cent in 2018, following relatively strong economic 

growth in 2017 of 2.3 per cent. 

While capital investment was weak in 2018, 

Saskatchewan’s population increased by 11,459 persons 

reaching more than 1.16 million.  

Moreover, Saskatchewan’s economy added 2,400 new 

jobs in 2018, and Saskatchewan’s unemployment rate 

dropped slightly from 6.3 per cent in 2017 to 6.1 per 

cent in 2018.
