728th Council Meeting 7 December 2016 4 Economic Development And Major Projects Committee Meeting 6 December 2016 Adopted Report ITEM 1 ECONOMIC DEVELOPMENT AND MAJOR PROJECTS 2017 RACV GOLD COAST CHALLENGE LG426/602/-(P18) 1 BASIS FOR CONFIDENTIALITY Not Applicable. 2 EXECUTIVE SUMMARY Not Applicable. 3 PURPOSE OF REPORT The purpose of this report is to consider the request for support of the 2017 RACV Gold Coast Challenge. 4 PREVIOUS RESOLUTIONS A proposal was received from the Australian Ladies Professional Golf Inc (ALPG) with request to support the RACV Players Championship. Prior to the 15 November 2016 Council meeting, the ALPG advised that a number of changes had been made to the event and that they would need to provide an updated submission for consideration. Therefore, at its meeting on 15 November 2016, Council resolved:

That the applicant be advised that this item be considered once the applicant has a revised proposal.

Prior to this and at its meeting on 22 August 2013, Council considered an investment request from TA Golf for the 2014 - 2016 Ladies Masters and subsequently resolved (via G13.0903.010): a That the Chief Executive Officer be authorised to negotiate and execute a three-

year Agreement with TA Golf in relation to the Ladies Masters golf event, to be staged at Royal Pines Resort in 2014, 2015 and 2016.

b That the sponsorship contributions comprise a cash contribution (payable after the

event) and in-kind support as follows: (i) $50,000 cash (plus GST) and in-kind support to a total cost of

$7,500 (plus GST) for the 2014 event (ii) $52,500 cash (plus GST) and in-kind support to a total value of

$7,500 (plus GST) for the 2015 event (iii) $55,000 cash (plus GST) and in-kind support to a total value of

$7,500 (plus GST) for the 2016 event

c That the funding be provided from:

(i) Budget 1005194 (Tourism Research and Promotion): $5,000 cash (plus GST) for the 2014, 2015 and 2016 events

(ii) Budget 1005161 Investment Attraction: $10,000 cash (plus GST) for the 2014, 2015 and 2016 events

(ii) Budget ED5710O006 (Major Events Support): $35,000 (plus GST) cash and $7,500 in-kind (plus GST) for

In addition to this, Council resolved to increase the investment in the 2016 event (as a one-off) at its meeting on 2 November 2015 (via G15.1102.001):

a That the existing contract with TA Golf for the Ladies Masters be amended to increase the investment into the 2016 event by an additional $75,000 (plus GST), subject to the applicant-

(i) listing the event with detailed information and images on

www.moregoldcoast.com.au (ii) engaging with Gold Coast Tourism to:

• coordinate marketing and promotion of the event so as to attract additional visitors to the city and

• deliver out-of-region visitors with a range of Tourism related products to support overnight stays and visitor expenditure around the event;

(iii) agreeing to recognise Council’s increased support and contribution, to the satisfaction of the Chief Executive Officer.

b That the source of Funds be ED5710O007 “Tourist Parks Tax Equivalents”. c That support to this event is an exercise of Council’s Beneficial Enterprise

5.2 Overview The RACV Ladies Masters, managed by private firm TA Golf, operated successfully for many years on the Gold Coast. Council was approached by TA Golf in late 2015, to request an increased investment in the 2016 event, as a result of a number of large commercial sponsors unable to be replaced before the 2017 tournament. Without this investment, the event was not going to proceed. With the additional support from Council, the event proceeded and was well attended. The Australian Ladies Professional Golf Association (ALPG) planned to rename the event to the ‘RACV Players Championship’ as the flagship event of ALPG, to be delivered in February 2017 for the first time. The event is planned to be a major international professional Women's Golf Tournament attracting some of the best international and national players from around the world.

To ensure continuity that a major women’s golf tournament will take place on the Gold Coast in 2017, the ALPG, in conjunction with RACV plan to host the 2017 RACV Gold Coast Challenge at Royal Pines with a view to launching the Players Championship in 2018. The RACV Gold Coast Challenge will be played from Thursday 2nd to Saturday 4th February 2017, with minimum prizemoney of $150k. The format will be a three day 54 hole tournament, the first two days two professionals and two amateurs will play together and the final day after the cut just professionals will play the Championship Round. Organisers want to use this event to invite the corporate world on the Gold Coast to get a taste of women’s golf close up, with the event having the following objectives: (a) implement the staging of a women’s professional golf event attractive to players, visitors and locals; (b) generate revenue from the event to re-invest into the event and the development and promotion of women’s golf in Australia; and (c) drive activation, marketing and communication strategies to drive awareness of, and attendance, at the event in the location of the Gold Coast. (d). introduce potential new corporate sponsors to the 2018 event 5.3 Event Program Monday 30th January - Gold Coast Pro-am (venue TBC) Tuesday 31st January - Theme Park, Beach and Shopping day Wednesday 1st February - Official practice round at RACV Royal Pines and welcome function with entertainment for 150 people Thursday 2nd February - Championship Round 1 - pro-am format, 2 professionals and 2 amateurs in each group morning and afternoon shotgun starts, 120 professionals and 120 amateurs followed by presentation function in evening after play. Friday 3rd February - Championship Round 2 - pro-am format, 2 professionals and 2 amateurs in each group morning and afternoon shotgun starts, 120 professionals and 120 amateurs, followed by presentation function in evening after play. Cut made for final day to 50 professionals. Saturday 4th February - Championship Final Round Professionals only. Junior Day - Junior tournament on RACV RPR Blue 9 holes 8-10am to be run in conjunction with Golf Queensland. Tournament presentation followed by golfers cricket match, Australian Team versus Rest of the World. ALPG to host business breakfast at RACV Royal Pies Resort.

5.4 Attendance Projections for attendance at this event in 2017 are:

- 120 professional players, plus caddies - 120 family members - 240 amateur players - 15,000 spectators

728th Council Meeting 7 December 2016 7 Economic Development And Major Projects Committee Meeting 6 December 2016 Adopted Report ITEM 1 (Continued) 2017 RACV GOLD COAST CHALLENGE LG426/602/-(P18) 5.5 Marketing / Media Summary ALPG will engage Golflink as official media partner, whose database includes every registered golfer in Australia. In collaboration with Golflink, ALPG will be running competitions to promote the tournament and assist with promoting corporate packages. ALPG is in discussions with ABC radio Grandstand about the possibility of them broadcasting live from the RACV Gold Coast Challenge on the final day. ABC radio will assist in promoting the event through interviews with stakeholders leading into the tournament. In addition, ALPG will partner with a local Gold Coast radio station for 2017, and run a dedicated campaign to promote the tournament. Media Releases – Between November and December 2016 there will be periodic media releases announcing key player signings and partners. From December there will be weekly media releases until the beginning of the tournament week when this will step up to daily releases. All media releases will be featured on both the ALPG website and on the Golflink website. ALPG will also be engaging members and international players for interviews to assist in the promotion of the event in the lead-up. Closer to the tournament ALPG will engage with event stakeholders in publicity activities to drive awareness of the tournament. Digital Strategy - #GameOn is ALPG’s tagline, in collaboration with event stakeholders, Organisers will activate RACV Gold Coast Challenge Social Media Policy through various channels (including Facebook, Twitter, Instagram and Periscope) and use players as tournament ambassadors. All event partners will be encouraged to activate and leverage the tournament through their databases. Community engagement - ALPG is currently in discussions with a prominent Gold Coast University, local schools and sporting clubs and associations. Corporate engagement – APLG will also be hosting corporate clinics throughout the tournament. Engagement with local golf clubs - ALPG will hold a “Putt your way to the RACV Gold Coast Challenge” competition across the Gold Coast in 2017 with a view to making this a national event in 2018. ALPG also to engage with Golf Club Managers and Captains across the region. ALPG Travel - ALPG has approximately 70 teaching professionals across Australia and New Zealand and plan to engage with them to bring a group of women to the RACV Gold Coast Challenge where they will play the first two days of the tournament, attend the welcome function and events across the week and play on other Gold Coast golf courses. Promotion - ALPG representatives will be onsite at the PGA Championship in December 2016 promoting the RACV Gold Coast Challenge. ALPG has secured the services of Jan Stephenson and patron Dawn Fraser who will be involved at events across the tournament week and in the lead up. ALPG have engaged Golf Industry Central as Marketing partner and will host a media day in December 2016 to promote the tournament.

728th Council Meeting 7 December 2016 8 Economic Development And Major Projects Committee Meeting 6 December 2016 Adopted Report ITEM 1 (Continued) 2017 RACV GOLD COAST CHALLENGE LG426/602/-(P18) 5.6 Growth Strategy The ALPG Board is pursuing an aggressive commercial strategy with a significant focus on meaningful engagement with Asia. To this end, they have:

- entered into an MOU with China LPGA and co-sanctioned events with them - developed strong relationships with Korean LPGA and their broadcasters &

partners - participate in an annual teams event “The Queens Cup” hosted in Japan - co-sanctioned a tournament with Thailand LPGA.

These relationships will enable the ALPG to drive interest in the Gold Coast Tournament to drive visitation in these key markets. Domestically, the ALPG have an MOU with the PGA where they have agreed to work closely together on commercial opportunities and are working closely with Golf Australia (GA). GA’s leading amateurs will be invited to participate in the Tournament. ALPG appreciates this Tournament will only develop and grow if it is completely embedded in the local Gold Coast community. Accordingly, they are working closely with all local golf clubs as well as schools, universities and sporting clubs. The aim is to generate excitement and atmosphere in the first year or so to increase interstate and then international visitation on an incremental basis each year. By engaging with corporates from the Gold Coast and around the country, Organisers plan to increase awareness of the benefits of being involved in women’s golf, the quality of the course and resort at RACV Royal Pines Resort and the Gold Coast as a golf and holiday destination. 5.7 Outcomes and Benefits to the city Organisers estimate an economic impact of $2.9m in the Gold Coast local area from this event. This calculation is based on:

- 11800 local visitors spending $50 per day at 2 days of the Tournament - 2000 intrastate visitors spending $100 per day at 3 days of the Tournament - 1000 interstate visitors spending $300 per day and attending 3 days (includes

overnight stays) - 200 international visitors spending $400 per day and attending 3 days (includes

overnight stays) The marketing plan will align with the destination branding and profile. Engagement with the local community is important and Organisers aim to build capacity and critical skills, especially through a volunteer recruitment and recognition program. Organisers are also finalising an agreement with a Gold Coast based university providing students with direct work experience opportunities.

5.8 Support Requested Organisers have requested a $70,000 investment into this new event from the City. The ALPG Board has committed a significant cash investment into this event and RACV have also made a decision to sponsor the event. 5.9 Sponsor Benefits City of Gold Coast will receive a generous sponsorship package commensurate with other partners of the same investment value including:

- Recognition as a Platinum partner on all event and marketing materials

- On course signage and apparel – o Branded holes as follows; 1 x Exclusive o Branding on all printed material including daily draw sheets, tournament

tickets and venue maps o Branding on ALPG and tournament website o Branding on ALPG tournament page

- Social Media exposure (Facebook, Instagram, Twitter)

- Pro AM –

o Agreed number of invitations for Pro-Am teams in money can’t buy experience of playing alongside professionals as they participate in an official ALPG World Ranking tournament.

o Includes “goody” bags, food and beverage, presentation in Corporate Hub for both am and pm groups.

- Print promotions –

o Media release to all ALPG databases on announcement o Promotion to ALPG members in our monthly newsletter, and ‘Friends of

the ALPG’ promotion

16 CONCLUSION The RACV Ladies Masters has operated successfully for many years on the Gold Coast and has provided a reasonable return on Council’s investment. Previously managed by TA Golf, the event failed to re-secure a number of large commercial sponsors across 2015 and 2016 which led to Organisers requesting a one-off increase in support from Council for the 2016 event. A proposal was received from the Australian Ladies Professional Golf Inc (ALPG) with request to support the RACV Players Championship (a renamed version of the Ladies Masters). Prior to the Council meeting of 15 November 2016, the ALPG advised that a number of changes had been made to the proposed event and that they would need to provide an updated submission for consideration. The proposed changes to this event are significant, with more of a focus on corporate participation rather than international golfers or profiling the destination by way of a broadcast. The Gold Coast Challenge attempts to bridge the gap between the end of the Ladies Masters in 2016 and act as a springboard to the new Players Championship now planned for 2018. While the concept is sound, the outcomes are not proven and it is therefore recommended to review the outcomes of the 2017 event before making an investment decision for the 2018 event. The City currently provides a significant level of support to the sport of golf via the Australian PGA Championships, Greg Norman Medal Dinner and the Mayor’s Junior Golf Development Scholarship. It is hoped that the Players Championship does in fact launch in 2018 as it will occupy a key spoke in the city’s diverse golfing portfolio. 17 RECOMMENDATION It is recommended that Council resolve as follows:-

That the applicant (Australian Ladies Professional Golf Inc) be advised that while the City of Gold Coast provides a significant level of support to the sport of golf, Council will review the outcomes of the 2017 Gold Coast Challenge before making an investment decision into this event or a future Players Championship event.

a That the Chief Executive Officer be authorised to negotiate and execute an appropriate Agreement in relation to financial support of the Gold Coast Marathon 2014, 2015 and 2016 subject to: (i) the applicant liaising with Gold Coast Tourism to coordinate marketing and promotion; (ii) the applicant undertaking to provide a post event evaluation within three

5.1 Applicant

5.2 Overview The Gold Coast Airport Marathon (GCAM) was first staged in 1979 with just 691 runners and has grown to become one of the biggest and best holiday marathons in the world. In 2016, 26,473 people from 65 countries took part in the broader event program.

The 38th edition of the IAAF Gold Label accredited GCAM produced some of the greatest road racing ever seen with the real highlight being the incredible backdrop provided by the city’s built and natural environment.

A record 79,387 visitor nights were generated producing a new economic impact high of $24 million. This is an increase of $1.75 million on the 2015 record.

Importantly for the City of Gold Coast, of the 57,366 attendees, 43,248 visitors came to the Gold Coast, with a record 3,487 international entries resulting from increases from Asia - China 322 (+71), Hong Kong 368 (+122), Malaysia 258 (+91), Singapore 430 (+89) and Taiwan 493 (+72). 5.3 Event Program The proposed event program for the 2017 event is as follows –

1. To establish and maintain and develop the event as a world-class marathon and as the premier event of its type in Australia.

In 2016, the GCAM event was again awarded an IAAF Road Race Gold label for the third year in a row. New race records were set in the Women’s Marathon, Junior Dash, Mens and Women’s Wheelchair Marathons.

2. Attract visitors to the Gold Coast to participate in the event. The 2016 event attracted participants and supporters from every Australian State and Territory and 88 different countries, including 26,473 in participants in the six events over the race weekend plus a further 30,893 non-participating additional persons with them, generating a total of 57,366 visitors to event.

3. Promote the Gold Coast as an attractive tourist, events and residential destination. A post event survey revealed that 86% of participants believe the event adds the appeal of the Gold Coast region.

4. Generate a positive economic impact for the Gold Coast. We enjoy our city and its enviable climate. 7 GOLD COAST 2018 COMMONWEALTH GAMES™ IMPACT The 2017 GCAM route will be slightly altered to mirror the route that is planned for the GC2018 marathon. All GC2018 infrastructure will be removed from the Southport area by July 2018 therefore having no negative impact on the delivery of the 2018 Gold Coast Marathon.

8 FUNDING AND RESOURCING REQUIREMENTS Council has allocated an annual recurrent budget for the Gold Coast Marathon from ED5710O006 Major Events Support, cost centre 1005308 ($188,950 2016-17). An additional funding contribution of $16,050 will be made available from cost centre 1005310 (Stores Support – Events) and 1005309 (Minor Events in-kind). ITEM 2 (Continued) 2017 – 2019 GOLD COAST MARATHON LG426/602/-(P18) 14 STAKEHOLDER IMPACTS Key stakeholders are sectors of the tourism industry, business community and the broader community. 15 TIMING The event will be staged on the first weekend of July annually (2017 – 2019). 16 CONCLUSION The GCAM raises the profile of the Gold Coast as a global events destination. The event plays an important role in the Gold Coast’s tourism mix, showcasing the city to the world via mainstream media, social media, websites and television programming, inviting potential sport tourists to the city. This is done through strategic domestic and international marketing campaigns in collaboration with Tourism and Events Queensland and Gold Coast Tourism. Since Events Management Queensland took over management of the event, the Gold Coast Marathon has grown to and remains one of the most iconic events in both the city and Queensland, showcasing the city to runners from around the world via a range of media platforms. The 2016 event saw 57,366 attendees (which includes participants, family and friends) of which 26,473 were actual participants. This high level attendance is the driving force behind the event’s $23 million economic benefit to the city, which is of significant benefit to the tourism sector in a predominately quieter month of the tourism cycle. This level of attendance, places the GCAM as the city’s leading participation event. It provides unparalleled opportunities for Gold Coast residents to participate in a truly world class event and promotes and encourages Gold Coasters to embrace an active and healthy lifestyle, contributing to a healthier local community. While the 2016 event delivered a record economic impact as result of the international marketing campaigns, the decrease in overall entries and subsequent revenue places new challenge on Organisers in maintaining marketing activities and a professional standard of event delivery the GCAM is renowned for. With the 2016 edition being the last in the current three year contract, Organisers are seeking an increased investment from all stakeholders for future events, including the City of Gold Coast. The recommended support for 2017 – 2019 still provides an incredibly high level of return on investment and secures the future and ongoing increasing success of the GCAM.

An Event Organiser has submitted an outline concept and initial plans, and seeks Council’s approval-in-principle to enable further consultation, final planning, contractual arrangements, and marketing activities to be addressed. a. as the applicant seeks Council’s approval in principle to the concept in order to enable contractual arrangements and marketing to be commenced, (noting that additional detail and further consultation to refine the various aspects of the event plan are yet to be undertaken): and

b. because the event breaks new ground compared to previous beach activities:

i. With the exception of Opera on the Beach (May 2014 and proposed for September 2017), previous music events on the beach have been only at Surfers Paradise beach and of limited duration (one day/night or less);

ii. This event will be in a busier beach period with significant temporary infrastructure and bump-in/bump-out for a longer period; and

iii. It may add to disruption caused by the bump-in, staging, and bump-out of Gold Coast Commonwealth Games 2018 TM (GC2018) Beach volleyball in Queen Elizabeth Park.

The proposal is to stage the festival on the Coolangatta-Greenmount beach, with Back of House support infrastructure located in the adjacent parklands. The intention is to have two stages on the beach (one at the western end and one at the mid-to-eastern end) with a smaller support stage in Queen Elizabeth Park. Marine Parade would be closed and some adjoining streets would be closed or access restricted to residents’ vehicles during the event. The applicant is one of Australia’s leading promoters and has extensive experience in staging world-class music and entertainment events. This festival is to be modelled on an event staged overseas that draws 40,000 people per day and features leading performers. The applicant expects this event to attract 40,000 attendees. It will be marketed and promoted widely including a heavy emphasis on interstate and intrastate markets. It is reasonable to conclude that the event will have a significant financial benefit for the community. The applicant has supplied initial draft plans and attended two stakeholder meetings with relevant City officers and state government agencies to identify key issues. While further work is required to refine those preliminary plans and to conduct community consultation, the outcome of those discussions was that satisfactory planning can be achieved. 5.2 Dates The applicant originally intended to stage the inaugural event in February 2018, but that date clashes with the bump-in of GC2018 beach volleyball infrastructure. The preferred alternative date for the inaugural event is 11-12 November 20171. Gates open time is 10am. The event timings are 11am to 10pm. It intended to return to a date in February each year from and including 2019, ie the inaugural event (only) will be in November to avoid the GC2018.

5.4 Potential Operational Issues and Mitigation The initial plans and stakeholder discussions include the following aspects of the event: Noise Management The event will terminate at 10pm on each night. An acoustic engineer will be engaged. Noise management measures planned and the noise management aspects will be overseen by the Liquor Licensing officers from the Department of Justice and Attorney General- Office of Liquor and Gaming Regulation (OLGR). Crowd Management and Safety The final details are subject to further discussion and oversight by OLGR, Qld Police Service and Qld Ambulance Service. Traffic and Parking An initial traffic plan has been submitted but requires further refinement. The applicant plans a park and ride strategy, but details are yet to be finalised. Translink and Department of Transport and Main Roads have not yet been consulted. Disruption to Beach Detailed liaison is required between Lifeguard Service, Coolangatta SLSC, and the applicant to ensure:

It is considered that there is sufficient time to allow for park refurbishment after this event and before the Commonwealth Games bump-in. 8 FUNDING AND RESOURCING REQUIREMENTS There is no budget impact expected. The work to process the consultation and approval steps will be undertaken by existing resources. 9 RISK MANAGEMENT Operational risks will be addressed by the applicant in consultation with key stakeholders as planning proceeds. 10 STATUTORY MATTERS Local Law 10 (Bathing Reserves) allows for entertainment or promotional events that are of economic significance to the area if they comply as applicable with the Ocean Beaches Management Plan or Surf Management Plan. Local Law 9 (Parks and Reserves) allows a business in a park that is a council-endorsed activity. For a permit to be granted, Council must be satisfied that the undertaking of the activity is consistent with the objects of Local Law 10 (Bathing Reserves) and complies with the permit criteria of both Local Law 9 (Parks and Reserves) and Local Law 10. The following extracts from Local Law No. 9 (Parks and Reserves) 2008 and Local Law 10 (Bathing Reserves) 2008 detail the criteria for deciding a permit application to use the foreshore and beach:

21 Grant of a permit

The local government may grant a permit if satisfied that the undertaking of the regulated activity:

(a) will not result in harm to human health or safety or personal injury; and (b) will not result in property damage or a loss of amenity; and (c) will not result in environmental harm or environmental nuisance; and (d) will not result in a nuisance; and (e) will not have an adverse effect on the surrounding community; and (f) complies with the provisions of the Local Government Acts that regulate the

The local government may grant a permit authorising the use of a bathing reserve or a particular part of a bathing reserve for a regulated activity if satisfied that the undertaking of the regulated activity:

(a) will not result in harm to human health or safety or personal injury; and (b) will not result in property damage or a loss of amenity; and (c) will not result in environmental harm or environmental nuisance; and (d) will not result in a nuisance; and (e) will not result in the unsafe movement or obstruction of traffic or the unsafe

use of a road; and (f) complies with the provisions of the Local Government Acts that regulate the

undertaking of the regulated activity; and (g) complies with the assessment criteria; and (h) complies with the prescribed criteria; and (i) will be consistent with the objects of this local law; and (j) is appropriate in the bathing reserve; and (k) can adequately be catered for by the facilities in the bathing reserve.

On the other hand, there may be some disruption caused through the traffic, crowds and noise associated with the event and disruption to casual use of the beach during the event and its bump-in and bump-out periods. Future events, if successful and approved, would be conducted each February from 2019 onwards. 16 CONCLUSION The proposal is to stage a two-day music festival on the beach at Coolangatta-Greenmount. The proponent would like to stage it each year in February but because of the GC2018, the intention is to stage the inaugural event in November 2017, and then in February from 2019 onwards. Council has approved periodic sporting events on the beach in the past (eg surf lifesaving events, surfing events, beach runs, beach cricket etc). Other than Opera on the Beach, there have been no other multi-day major music events staged on the city’s beaches, and if Council grants approval to use the beach and adjacent parklands for such events, is probable that similar applications will follow. The applicant is an experienced Event Organiser and has been the promoter of several world-class festivals. It is intended that the event will include international performers and will be promoted extensively interstate and intrastate and attract many visitors to the city, thereby producing significant economic benefit to the Gold Coast region and community. The promoter is seeking an ‘approval in principle’ for the 2017 event to enable him to proceed to the next stage of event planning, ie further consultation and finalisation of several key plans, contractual arrangements, and marketing and promotion. However there is no provision in the relevant Local Laws for an ‘approval in principle’ to be provided. The adoption of the recommendations may provide sufficient assurance for the applicant to progress matters further. Final approval cannot be granted until the detailed plans enable an assessment to be made against the criteria listed in Local Laws 9 and 10. On the other hand, Council may not be of the view that the event can be staged without nuisance, ie that it considers that a two-day event will cause too much disruption to beach use, is not appropriate in the bathing reserve, or will result in an excessive loss of amenity, especially when the proximity to other events is taken into consideration, and/or that other criteria outlined in Local Law 9 cannot be met. 17 RECOMMENDATION It is recommended that Council resolves as follows: 1 That the report/attachment be deemed non-confidential except for those parts deemed

by the Chief Executive Officer to remain confidential in accordance with sections 171 (3) and 200 (5) of the Local Government Act 2009

3 That the applicant be further advised that the formal application needs to be supported to further consultation and details including:

v Submission of details of the arrangements in place to ensure the water safety of attendees on event days;

vi Details of caterers, food outlets, and Waste Management Plan;

vii Acknowledgement that commercial hire fees will apply in respect of the parks to be utilised (the level of such fees being subject to and determined on submission of the final site plans), and that compliance with approval conditions and a bond will be required to ensure protection and refurbishment of the park areas;

viii Certificates of Currency or other confirmation that all appropriate insurance policies are in place including a minimum of $20million Public Liability Insurance, Workers Compensation Insurance etc;

ix The outcomes of community consultation as outlined in the submission;

x Submission of a Post Event Report that details the number of visitors and economic benefit the event provided to the Gold Coast community.
