EDA Investments

➢ Eligible EDA Applicants/Grantees:

✓ District Organization;

✓ Indian Tribe or a consortium of Indian Tribes;

✓ State, county, city, or other political subdivision of a State;

✓ Institution of higher education or a consortium of institutions of higher education; or

✓ Public or private non-profit organization or association acting in cooperation with

officials of a political subdivision of a State

➢ EDA does not provide investments to for-profit entities, nor does it allow pass

through of grant funds to private, for-profit companies

EDA PROGRAM ELIGIBILITY

EDA supports development in economically distressed areas of the

United States through strategic investments that promote job creation

and attract private investment.

Economic Distress Eligibility Criteria include:

➢ Low Per Capita Income

✓ Per capita income of 80% or less of the national average

➢ Unemployment Rate Above National Average

✓ At least 1% greater than national average for the most recent 24-month period

➢ Special Needs or Economic Adjustment Problems

Includes areas experiencing:

✓ Closure or restructuring of industries or loss of major employers essential to the

Regional economy;

✓ Natural disaster or extraordinary depletion of resources such as coastal fisheries;

✓ Signification population loss or underemployment
